This LTC is in response to the article about the Electrowave that appeared in the July 12, 2001 Neighbors
section of The Miami Herald.
In September 2000, when the City Commission approved the FY 2000-01 Electrowave Operating Budget, the
Administration stated that a long-range plan for the Electrowave Shuttle Service would be prepared and
presented to the City Commission prior to the submission of a FY 2001-02 budget request. Subsequently, the
following actions occurred:
o The City procured and received a $40,000 grant from the Metropolitan Planning Organization (MPO),
matched at $10,000 with Concurrency Mitigation Funds, to develop the requested long-range plan;
o Resolution No, 2000-24155, of November 8, 2000, authorized the issuance of Request for Qualifications
for the plan preparation;
o Resolution No, 2000-23834, of March 15, 2001, accepted the ranking of proposals and issued a contract
with The Corradino Group to prepare the plan to be presented to the City Commission,
As the Seven-Year Long Range Plan was being developed, with the input of a City-appointed Steering
Committee, it became obvious that several maintenance and operating problems were plaguing the shuttle
project, adversely impacting the route service, These problems were due to the use of almost three-year old
batteries (with dead or decaying celis), lack of skilled and proper maintenance services, and lack of
performance standards for maintenance and operations,
Therefore, the Committee decided that in order to submit a credible and responsive report to the City
Commission, it was essential that an Immediate Action Plan be developed as well to address the existing
problems with the current system, absent of any further service expansion, The Administration was informed
of the developments and provided guidance regarding both plans,
These two DRAFT plans were then presented to the Transportation and Parking Committee on July 9, 2001
for their input and recommendation to the City Commission, This open public meeting was attended by a
number of people, including a reporter from The Miami Herald who wrote the July 12 article, While the desire
to get the Transportation and Parking Committee input was positive, the draft report should not have been
distributed and made public before the Commission had an opportunity to see the report. For future reports,
we will continue to stress that Commission knowledge of our efforts should not come through the media,
Among the recommendations being made in the DRAFT Immediate Action Plan are the following items:
o The interim hiring of a qualified outside company to provide maintenance oversight. In fact,
Resolution No, 2001-24491, dated June 27, 2001, authorized the City to negotiate with the only
bidder, the Electric Transit Vehicle Institute (ETVI), of Chattanooga, Tennessee;
o The purchase of 24 sets of electric batteries;
o The purchase of one electric/hybrid vehicle for testing purposes;
o The purchase of miscellaneous shop equipment and tools,
Three Resolutions are included in the Agenda for the July 18, 2001 , City Commission Meeting, respectively; 1)
for the appropriation of $744,375 in Federal Transit Administration (FT A), Section 5309 funds earmarked
for capital purchases of the Electrowave Project; 2) for the purchase of 24 sets of batteries; and 3) the
purchase of one electric/hybrid shuttle bus, The Memorandum for this particular Agenda Item also informs
the City Commission that this same source of funding would provide for the purchase, from various vendors,
of miscellaneous shop equipment and tools, These purchases are essential if the City is to succeed in
implementing the I mmediate Action Plan and correcting the ongoing problems with the existing shuttle system,
It should be noted, however, that the Transportation Concurrency Management Area (TCMA) regulations in
the Traffic Circulation and Capital Improvement Elements of the Miami Beach Comprehensive Plan require
alternative transportation with increased development. The average level of service (LOS) standard required
by the TCMA relies on mass transit. It states",., the adopted TCMA LOS standards shall be implemented as
follows", Where extraordinary transit service, classified as the Electrowave shuttle or express or peak-hour
limited stop bus service, exists parallel roadways within 1.4 mile shall operate at no greater than 150% of LOS
D.,," Without the Electrowave shuttle, all roads must average LOS D. This would restrict or force the City to
impose a building moratorium on most planned development and redevelopment projects, due to increased
traffic and lack of adequate capacity, under Florida Statute 163, Concurrency Management. There are some
consequences if we do not use the Electrowave,
