2001-24511 RESO RESOLUTION NO. 2001-24511 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF STATE, DIVISION OF CULTURAL AFFAIRS, FOR A PHASE II CULTURAL FACILITIES GRANT, IN THE AMOUNT OF $500,000, FOR THE RENOVATION OF THE COLONY THEATER, WITH A LOCAL MATCH OF $1,000,000 COMPRISED OF $700,000 FROM THE UNITED STATES DEPARTMENT OF THE INTERIOR, SAVE AMERICA'S TREASURES PROGRAM AND $300,000 FROM TAX INCREMENT REVENUE BONDS, TAX EXEMPT 1998B BOND SERIES, CITY CENTER/HISTORIC CONVENTION VILLAGE; AND TO APPROPRIATE THE FUNDS, IF AWARDED. WHEREAS, the Florida Legislature makes grants to cities, counties and non-profit organizations through the Department of State under the Cultural Facilities Program for renovation, construction or acquisition of cultural facilities; and WHEREAS, the Colony Theater is a historic, cultural facility on the National Register of Historic Places that is owned by the City of Miami Beach; and WHEREAS, the City previously has been awarded a Phase I Cultural Facilities grant in, the amount of $500,000, for the renovation of the Colony Theater and seeks an additional Phase 11 Cultural Facilities grant, in the amount of $500,000; and WHEREAS, the City has the required $1,000,000 local match comprised of $700,000 from a grant award from the United States Department of the Interior, Save America's Treasures Program and $300,000 from an appropriation of Tax Exempt Increment Revenue Bonds, Tax Exempt 1998B Bond Series, City Center/Historic Convention Village approved by Redevelpoment Agency Resolution 390-2001; NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the City Manager, or his designee, to submit an application the Florida Department of State, Division of Cultural Affairs, for a Phase II Cultural Facilities grant, in the amount of $500,000, for the renovation of the Colony Theater, with a local match of $1 ,000,000, comprised of $700,000 from the United States Department of the Interior, Save America's Treasures Program and $300,000 from Tax Increment Revenue Bonds, Tax Exempt 1998B Bond Series, City Center/Historic Convention Village, and to appropriate these funds if awarded. ADMINISTRATIVE RECOMMENDATION Adopt the Resolution. ANALYSIS The City has actively pursued grant awards in order to fund the renovation of the Colony Theater. A major resource has been the Florida Department of State, Division of Cultural Affair's Cultural Facilities program, which awards multi-phase grants for the renovation of major cultural facilities. Each phased grant award requires a 2:1 local match and has a maximum limit of $500,000. An applicant can only apply for a total of four phases for the same project. The City has previously been awarded a Phase I grant of $500,000 and seeks an additional Phase II grant of $500,000. The required match of $1,000,000 comes from two sources. Pursuant to Resolution 2001-24303, approved on March 28, 2001, $700,000 comes from a grant from the United States Department of the Interior's Save America's Treasures Program. Pursuant to Redevelopment Agency Resolution 390-2001, approved on June 27,2001, the remaining $300,000 comes from a $1,417,000 appropriation of tax increment revenue bond funds from the 19988 Tax Exempt Bond Series. The remaining $1,117,000 will be used a~or a Phase III grant request to the Department of State in August 2002.
