SUBJECT: Selection of a Capital Improvement Projects (CIP) Director
With the announcement of the retirement of Jorge Chartrand as the CIP Director in 2008,
the City began recruiting for a new CIP Director.
Recruitment Process
Applications and resumes were accepted beginning October 15, 2008. As of March 4, 2009,
the City had received 208 applications/resumes for this position.
A preliminary screening for qualifications was done by City staff. Of that screening, 32
applicants were selected to proceed to a telephone interview. Three (3) of those candidates
withdrew, and one (1) did not return the City's telephone calls. Over a period of several
weeks from January 12, 2009 through March 10, 2009, the remaining 28 candidates were
interviewed over the telephone by a panel consisting of Jorge Gomez, Planning Director;
Emanuel Mayer, Special Assistant to the City Manager for CIP Issues; and Kristin Tigner,
Assistant Director of Human Resources. Of the 28 candidates interviewed, 11 were
selected for a panel interview.
Of the 11 selected for a panel interview, two (2) candidates withdrew. The remaining nine
(9) were interviewed in person by a panel consisting of Tim Hemstreet, Assistant City
Manager; Alex Rey, Building Director; Kristin Tigner, Assistant Director of Human
Resources; Christina Cuervo, Capital Improvement Projects Oversight Committee (CIPOC)
member; and Johnny Martinez, Director of the Office of Capital Improvements for Miami-
Dade County. The panel interviews were conducted on March 6, 9 and 13, 2009. Of the
nine (9) candidates interviewed, there was consensus amongst the panel that three (3)
should proceed to a public participation process and final interview with the City Manager.
A public participation process with the three (3) final candidates was held on April 6, 2009 at
the Miami Beach Convention Center. Three (3) stakeholder groups were represented in this
process: Developers/Contractors; Home Owners Associations/Community Representatives;
and City Staff. The following individuals that were invited to participate from the community
are listed below. Please refer to the individual sign-in sheets attached (Attachment 1)
indicating those participants invited and who attended.

Each of the three (3) final candidates spent approximately 45 minutes with each stakeholder
group, introducing themselves and answering questions from the stakeholders. At the end
of each 45 minute session, the candidates left the room and the stakeholders provided
general observations and feedback on the candidate. The candidates then met with a
different stakeholder group for 45 minutes and repeated the process until each candidate
had met with each stakeholder group. It is important to note that the stakeholder groups did
not rank or score the final candidates, but instead provided input for the City Manager's
consideration.
On April 7, 2009, each of the final candidates was interviewed by a panel including the City
Manager; Tim Hemstreet, Assistant City Manager; Trish Walker, Chief Financial Officer; and
Emanuel Mayer, Special Assistant to the City Manager for CIP Issues. After considering the
feedback of the stakeholders and the candidates' performance in the final interview, Charles
Carreno was selected as the top candidate for the City's CIP Director.
In amulti-phased process such as this one, it is expected that the top performers will stand
out from the other candidates in each phase, with the best candidate remaining after the
final phase. Mr. Carreno performed extremelywell during each phase of the process. While
there were no official rankings or scorings in some of the phases, it was noted consistently
by participants at each phase that Mr. Carreno was one of the strongest candidates, if not
the strongest candidate.
Credentials
Mr. Carreno is a registered Professional Engineer both in the state of Florida and in the state
of New York. He holds a Bachelor of Science in Civil Engineering from the University of
Florida. Mr. Carreno has almost twenty-five years of experience in the industry. He
possesses broad knowledge and work experience in both the private and public sector. He
has extensive experience with municipal infrastructure projects which include utility
infrastructure, roadway construction, streetscapes, pump stations, parks, seawall restoration,
wetland mitigation, groundwater remediation and environmental assessments.
From 2005 to the present, Mr. Carreno has been a Project Director/Manager for The Related
Group of Florida (TRG), on the firm's largest residential development project -Icon Brickell.
This project consists of three towers totaling over 184 levels, 1,794 units, over 4 million
gross square feet, and over $1 billion in program costs. As part of his overall duties, Mr.
Carreno was directly responsible for all aspects of the Icon Brickell development, including
design, construction, finance, marketing, and personnel. All design disciplines (i.e., all
design professionals), contractors, and vendors/suppliers reported to him and he had full
contracting authority. In addition, all TRG staff for the project (up to 60 individuals) also
reported directly to him. Under his management, the project came in over $25 million under
the budget.
Mr. Carreno worked for Hazen and Sawyer, PC, an environmental consulting engineering
firm, from 1990 to 2005 in a number of capacities and on a variety of projects. In his early
years with Hazen and Sawyer, he worked in project manager/project engineer roles on water
and wastewater treatment, collection/transmission facilities projects throughout southeastern

Florida, including the Miramar Wastewater Reclamation Facility Utility Infrastructure
Program, with a $52 million project scope, and the Buckeye Cellulose Corporation (formerly
Proctor & Gamble) $40 million piping and pumping facilities to dispose of treated effluent.
Mr. Carreno worked on Aguas de Cartagena Effluent Disposal Project in Cartagena,
Colombia, a World Bank and Inter-American Development Bank financed program valued at
$120 million to provide potable water and sanitary sewer facilities to the city of Cartagena,
Colombia. For his last four years with Hazen and Sawyer, PC, Mr. Carrerio was the Deputy
Program Manager for the City of Miami Beach Infrastructure Improvement Program, a $335
million underground utility infrastructure program with over 37 construction contracts and 20
consulting engineering contracts.

Mr. Carreno's professional credentials, education, work history, and particularly his
experience in managing over $ 1 billion of large scale high rise construction; complex civil
engineering design; and working with the City of Miami Beach make him uniquely qualified to
serve as the Capital Improvement Projects (CIP) Director.

Biography
Charles O. Carreno, P.E., has a diverse background in large civil works including public
and private sector work experience. He has directed the planning, design, and
construction administration of various projects including high-rise residential
condominium projects with multiple commercial components such as a hotel, spa, night
club and restaurants, as well as municipal utility infrastructure projects which include
utility infrastructure, roadway construction, streetscapes, pump stations, parks, treatment
works, solid waste landfills, seawall restoration, wetland mitigation, groundwater
remediation and environmental assessments. He is currently directly responsible for the
largest multi-family residential condominium project in the State of Florida located in the
City of Miami Brickell Financial District -Icon Brickell. The Icon Brickell project is a
$1.258 program consisting of over 4.OM gross SF, three high-rise towers consisting of
184 levels, 2,100 space parking garage, 148 key five star boutique hotel, five
restaurants, nightclub and a 28,000 SF five star luxury spa.
Mr. Carreno also has extensive experience in the design, construction management and
implementation of municipal utility infrastructure projects in the State of Florida and
abroad. He has led or participated in feasibility studies, design basis reports and master
plans for over $700 million of municipal works. Mr. Carreno possesses broad
experience in the design, construction management and implementation of utility
projects and his responsibilities have included schedule and budget control, project
management, supervision of administrative, technical and construction management
staff, construction claim review and negotiation, quality assurance /quality control and
contract administration.
