A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING THE
APPROPRIATION OF $100,000.00 FROM
BOND FUND 351 TO PAY FOR
BUILDING/FACILITIES MODIFICATIONS AS
REQUIRED BY THE AMERICANS WITH
DISABILITIES ACT.
WHEREAS, in accordance with the Building Department's
memorandum to the Handicapped Advisory Board, there are
approximately 50 public buildings/facilities requiring work to
achieve compliance with the Americans with Disabilities Act (ADA);
and,
WHEREAS, the total estimated cost for the first phase of
modifications to buildings and sidewalks, retrofitting public
restrooms, and other similar work as specified in the list attached
to this Resolution amounts to approximately $100,000.00; and,
WHEREAS, the City must comply with the ADA in a responsible
and expeditious fashion.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the the Mayor
and city Commission hereby authorize the appropriation of
$100,000.00 from the Bond Fund Number 351 to pay for the first
phase of work required to achieve compl' nce with the ADA as
specified in the attached list of project

CORCLUSIORI
The COllllllission' should approve the resolution providinq for the
$100,000 appropriation to pay for the first' phase of the ADA
compliance construction work. The appropriation would allow the
Administration to beqin the request for bid process illllllediately.
In order to expedite this project, some of the work will be
performed by City crews.

The Administration recollllllends that the COllllllission approve the
resolution appropriating these funds from Bond Fund 351 in order to
pay for the first phase of facility modifications required by the
ADA.
BACItGllOUJIDI
In July 1990, the Americans with Disabilities Act was passed by the
U. s. Congress. . Essentially, the ADA requires that existing
buildings provide access to a places of public accollllllodation from
public sidewalks, parking or pUblic transportation, and also to
provide access to restroom facilities and to those areas where
goods and services are made available to the public. The work
required includes, but is not limited to:
providing handicap ramps to restroo..
retrofitting restrooDlS for handicap facilities
providing curb cuts on sidewalks
providing striping and signage for handicap parking
spaces
In recognition of this obligation, the City of Miami Beach's Fiscal
Year 1992-93 Budget included an allocation of $100,000 with the
cOllllllitment that priorities would be set by the Handicapped Advisory
Board. The recollllllended projects incorporated in the attached
exhibit reflect the work of the Handicapped Advisory Board. The
exhibit lists the projects in order of priority. The work has been
prioritized to provide a geographically balanced progression across
the south, central and north regions of the city.
AJlALYSISI
Approximately 40 different modifications are required in order to
bring City-owned buildings to compliance with the ADA (see attached
exhibit) . The cost estimates for each of these jobs vary
significantly. It is anticipated that the first phase of the work
required to achieve compliance with the ADA will approach $100,000.
Work for the remaining locations will be funded by COGB monies
allocated for the next fiscal year. The total estimated cost for
the entire effort will probably fall between $140,000 to $180,000. 47
