RESOLUTION NO. 95-21795
A RESOLUTION OF THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, CONSENTING TO AND CONFIRMING THE
APPOINTMENT OF RICHARD BARRETO AS CHIEF OF
POLICE FOR THE CITY OF MIAMI BEACH.
Whereas, the City Manager has appointed Richard Barreto as the Chief of Police of the City
of Miami Beach Police Department; and,
Whereas, pursuant to Section 4,02 of the City of Miami Beach Charter, as well as Section
2-3 of the City Code, the City Manager has power to appoint directors of City departments with the
consent and confirmance of the Mayor and the City Commission; and,
Whereas, the Mayor and the City Commission wish to consent and confirm the appointment
of Richard Barreto as Chief of Police of the City of Miami Beach Police Department.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City
Commission have consented to and confirmed the appointment of Richard Barreto as the Chief of
Police of the City of Miami Beach,

ADMINISTRATION RECOMMENDATION:
Pursuant to the requirements of Article IV, Section 4,02 of the City Charter and Section 2,3
of the City Code, it is recommended that the Mayor and the City Commission adopt the
attached Resolution consenting and confirming the appointment of Richard Barreto as Chief
of Police for the City of Miami Beach,
BACKGROUND:
During his 25 years with the City of Miami Beach Police Department, Richard Barreto has
earned his way up through the ranks, gaining valuable experience in a wide variety of areas
including patrol, narcotics undercover, VIP security, DEA, safe streets, SWAT, criminal
investigations, special weapons, operations, and administration. Mr. Barreto started his career
in law enforcement as a City of Miami Beach Police Officer in March, 1970, progressing
through the ranks up to Assistant Chief of Police in August 1994, The next month, Mr,
Barreto was asked to be the Acting Chief of Police,
Mr. Barreto will be fulfilling the City's plans to: implement a departmental reorganization aimed
at diversifying the command ranks; hire the largest group of Police Officers the City has ever
hired which will permit enhanced service in areas such as traffic enforcement, domestic
violence, and juvenile crimes; and create a neighborhood enhancement unit to address a
variety of quality of life issues,
In Mr. Barreto's own words, "My immediate goals as Chief [are] to return the Department to
budgeted strength, insure that workforce diversity becomes a reality as opposed to a concept,
to work with the City Attorney's Office to reduce liability, and lastly, to develop a strategic
policing plan that will forge our earlier efforts with a sense of direction..., In my current
assignment as Acting Chief of Police, I have experienced a series of new challenges and have
gained a perspective of our future direction, The Police Department has an excellent staff and
it is through their competence and cooperation that we have been able to provide the current
level of service to the community,"
