SUBJECT: New World Symphony ("NWS") Letter -Request for Proposal -Landscape
Architect
The purpose of this Letter to Commission is to transmit the attached letter received
yesterday from Howard Herring, President and Chief Executive Officer, of the New World
Symphony.
As you may be aware, the selection process for the Landscape Architect for Lincoln Park is
being managed by NWS and its Development Manager, Hines Limited Partnership, as part
of its Development Agreement with the City. The selection process was divided into two
separate processes. The initial process was an open Request for Qualifications that was
facilitated by the City through our distribution and advertising network. The respondents to
this initial RFQ process were to be evaluated by an Evaluation Committee made up of three
persons appointed by NWS and by three persons appointed by the City Manager.
On June 1, 2009, NWS/Nines received 13 proposals to the RFQ, of which 12 were deemed
responsive.
The purpose of the Evaluation Committee was to `short list" the firms that responded to the
RFQ. The short listed firms would then be issued a Request for Proposal, which would then
be evaluated by the Evaluation Committee, which would make a final recommendation to the
Cily Manager and the City Commission. Initially, the proposed process had the City
Commission approving the short listed firms prior to the issuance of the RFP. This would
have carried the selection process into the September/October 2009 time period.
The purpose of Mr. Herring's correspondence is to advise the City that the Evaluation
Committee selected two firms to be short listed: 1) Hargreaves Associates, and 2) West 8.
The selection of these two firms for short list was unanimous by the Evaluation Committee.
NWS advises in its letter that due to the unanimous short listing of the two firms, ~
because of the time constraints for the project, NWS has decided to proceed with tla'e -,-
issuance of the Request for Proposals to these two firms. The intent is for NWS to returf~o ~,~
the City Commission at its July 15, 2009 meeting with a recommended Landscape Architect ; ~
for Lincoln Park. - ~ ;

June $ 2009 at 5:30 AM with the purpose of reviewing and discussing responses to the
RPQ and developing a short list of Landscape Architects to receive a Request for
Proposal (RFP). After a detailed discussion of professional stature and experience,
qualification of project team, and similarity of comparable projects, the LC reached
unanimous agreement that the short list would include two firms: Hargreaves
Associates and 4Nest 8.
As developer for the park, kno~~~ng the Citc• Commission's concern for timely
management of the park process toward completion of this third element of the. City
Center development, and with the unazvmous consensus of the Evaluation Committee,
we are issuing an ILFI' to these two firms on June 12, 2009.
4Ve will issue a draft RFP for your review. UVe are striving to be prep<ued to make a
comprehensive presentation and recommendation at the July 15, 2009 City of Miami
Beach Commission meeting. If the City Commission accepts the EC's recommendation
nn july 15, 2009, it will have a significant positive impact on the timing of P<~rk
development.
