This decision was made after extensive focus group discussions, an assessment of what the City and the Police Department require of our next Chief of Police, and feedback from the community. Don has been with the City of Miami Beach Police Department since 1981 when he began as a Police Officer serving in the Uniform Patrol Division, Marine Patrol Unit and as a Motorcycle Patrol Officer. In subsequent years, Don served as a Sergeant and Lieutenant. In 1994, Don ranked first in the Promotional Assessment Center Exam and was assigned as Captain of the Strategic Investigations Unit, overseeing the major narcotics investigations, street narcotics, organized crime and special investigations. During this time, he also served as the dayshift commander for the Patrol Division with oversight responsibility for 75 Police Officers. In 1996, he became Major of the Patrol Division where he developed and instituted the first change to the Department's deployment program in over 25 years, implementing a "Community Policing" initiative focused on problem solving and partnerships that would empower community groups and the Police force to foster positive police/community relations. Don has been serving as the Assistant Chief of Police since 1999. His responsibilities have included command of the Police Department's four divisions: Patrol, Criminal, Support, and Technical. In this position, he has served as the second in command of the Police Department, overseeing 381 sworn officers and 164 civilian employees. Most recently, Don has been an integral part of our successful special events planning process, including the Source Awards and Labor Day weekends. He was also instrumental in our recent contract negotiations with the Fraternal Order of Police, which was endorsed by over 90% of our sworn officers.
