A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DE-ACCESSIONING THE "SPEED LOVE SEAT'
SCULPTURE DESIGNED BY THE ARTIST ANTONI MIRALDA.
WHEREAS, on October 3, 1995, a Professional Artists Selection Panel was created for
the visual artists' project of Lincoln Road, as part of the renovation of Lincoln Road: and
WHEREAS, on April 12, 1996 the Professional Artists Selection Panel commissioned
"Speed Love Seat," by Antoni Miralda; a sculpture made of recycled truck tires representing a
double chair; and
WHEREAS, the Tourism and Cultural Development Department received a letter on
October 16, 2007 from the Public Works Department advising that, on September 12, 2007, the
"Speed Love Seat" was removed for public safety reasons; and
WHEREAS, the Public Works Department stated that the artwork had become worn and
had exposed wires (associated with the steel belts embedded in the radial bands of the tires)
and these wires had the potential of causing injury when sat upon, or if a person were to brush
by the artwork; and
WHEREAS, at the December 10, 2008 Commission meeting, an agenda item was
presented requesting approval for de-accessing the artwork and the Administration was asked
to contact the artist and find out what would be the budget to replace the artwork; and
WHEREAS, on January 5, 2009, a proposed budget was received for the fabrication of
the artwork, including transportation and installation, in the amount of $26,500, and
WHEREAS, at the February 17, 2009, Neighborhoods/Community Affairs Meeting, staff
gave an update on the cost of having the artwork replaced and the members requested that the
Art in Public Places (AiPP) Committee review and recommend whether the artwork should be
replaced or de-acessed; and
WHEREAS, on February 24, 2009, the AiPP Committee met and discussed the de-
accession of "Speed Love Seat," and
WHEREAS, the AiPP Committee expressed a concern that the character of Lincoln
Road has changed since the artwork was commissioned in 1996 and the Committee's overall
vision of AiPP is for more substantial work from more prominent artists; and
WHEREAS, subsequently, a motion was made and passed unanimously recommending
the de-accessioning of "Speed Love Seat," and
WHEREAS, this recommendation was provided to the Neighborhoods/Community
Affairs Committee at their April 17, 2009 meeting and the Committee did not take action on the
item; and
WHEREAS, accordingly, the Administration hereby recommends that the Mayor and
City Commission approve the de-accessioning of the "Speed Love Seat" sculpture designed by
the artist Antoni Miralda.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA that the Mayor and City
Commission hereby approve the de-accessioning of the "Speed Love Seat" sculpture designed
by the artist Antoni Miralda.

Lincoln Road, as part of the renovation of Lincoln Road. Subsequently, on April 12, 1996 the Professional
Artists Selection Panel commissioned "Speed Love Seat" by Antoni Miralda, a sculpture made of recycled
truck tires representing a double chair.
The Public Works Department advised the Tourism and Cultural Developed Department, via
memorandum on October 16, 2007, that on September 12, 2007, the "Speed Love Seat" artwork had
become worn and had exposed wires associated with the steel belts embedded in the radial bands of the
tires. These wires had the potential of causing puncture or scratch injury when sat upon or if a person were
to brush by the artwork.
At the December 10, 2008 Commission meeting, an agenda item was presented requesting approval for
deaccessing the artwork. Staff was asked to contact the artist and find out what would be the budget to
replace the artwork. On January 5, 2009, a proposed budget was received for the fabrication of the two
new chairs in stainless steel which will provide a longer life and a more stable metal surface. The total cost
including fabrication, transportation and installation is $26,500.
At the February 17, 2009, Neighborhoods/Community Affairs Meeting staff gave an update on the cost of
having the artwork replaced. The members requested that the Art in Public Places (AiPP) committee
review and recommend whether the artwork should be replaced or deacessed and give a recommendation
to the Neighborhoods/Community Affairs.
On February 24, 2009, the AiPP committee met and discussed the deaccession of "Speed Love Seat."

Advisory Board Recommendation:
On February 24, 2009, the AiPP Committee unanimously passed a motion recommending de-accessioning
of the Speed Love Seats.

On October 3, 1995, a Professional Artists Selection Panel was created for the visual artists' project
of Lincoln Road, as part of the renovation of Lincoln Road. Subsequently, on April 12, 1996 the
Professional Artists Selection Panel commissioned "Speed Love Seat" by Antoni Miralda, a
sculpture made of recycled truck tires representing a double chair.
The Tourism and Cultural Development Department received a letter on October 16, 2007 from the
Public Works Department advising that on September 12, 2007, the "Speed Love Seat" was

letter from the Public Works Department, the artwork had become worn and had exposed wires
associated with the steel belts embedded in the radial bands of the tires. These wires had the
potential of causing puncture or scratch injury when sat upon or if a person were to brush by the

CONCLUSION
Based on the above information, the Administration recommends de-accessioning the "Speed Love
Seat" sculpture designed by the artist Antoni Miralda.
