The purpose of this LTC is to provide the Mayor and Commission with an update
describing some of the areas the Administration focused on during the week of Monday,
July 23 - Friday, July 27, 2001.
Commission Workshop - A City Commission Workshop was held on July 23 to discuss
the City's planned public improvements that are funded through the three major bond
issues, (Stormwater, Water/Sewer, and General Obligation). The overall message of the
workshop was that a disconnect exists between the expectations of the community and
the funding authorized by the various funding sources. Important to acknowledge is that
the G.O. Bond projects were not Master Planned, and as such, projects are not fully
defined. We are able to say that there is an average of$116 per linear foot ofG.O. Bond
funding available and a general description of this level of treatment was presented. As
the City proceeds with its Neighborhood Planning efforts, a list of defined projects will
be created for future funding cycles. An LTC with further details about this item will be
sent shortly.
Collins Avenue - Work is progressing on schedule with all construction activity.
Situations, including a gas and sewer leak, were resolved in a timely manner minimizing
the inconvenience to the business community. Representatives from the Administration
met with each hotel on the East side of Collins to update them on the status of
construction. There will be a work zone change from the West to the East side from
Lincoln Road to 19th Street beginning this weekend. Construction is still expected to be
completed by December 14,2001 .
Source Awards Weekend - The Administration has continued to work to assure that
planning and resources are appropriately allocated for all events associated with the
Source Hip Hop Music Awards beginning on Thursday, August 16 and concluding with
the Awards Show taping at the Jackie Gleason TOPA on Monday, August 20. The

Administration has continued the monitoring of hotel occupancy; monitoring of special
and nightclub events; assessing the impact of City permitted special events; developing
and maintaining ongoing community contact, including with nightclub and hotel owners;
researching internet information and websites; limiting off-duty police available for those
weekends to maximize the number of officers available; and developing appropriate
transportation plans, Representatives from the Administration held a conference call on
July 26 with representatives from the Source Magazine to discuss on-going planning for
the event. In addition, representatives from the Administration met with Miami-Dade
County Manger Steve Shiver and other County representatives to discuss the allocation of
resources and support from the County for this and future special events weekends.
Beach Concessions - Representatives from the Administration have scheduled a meeting
with hoteliers and concessionaires for August 14 to discuss the future of water sports, the
layout and distribution of beach chairs, and the issue of storage containers.
58th Annual Playground Revue - The Parks and Recreation Department staged this
traditional fun filled evening of entertainment that included summer campers between the
ages of 5 - 17 who performed music and dance routines to the theme of "Summer Fun"
for an audience of over 2,000 family members, friends and camp participants.
South Pointe Advisory Board - Meeting was held on July 26. Items discussed
included: South Pointe Streetscape Project Report where a construction update was given
and the possibility to enter into a litigation with contractor, Atlantic Civil was discussed;
Alaska Parcel Up-zoning Application to the Planning Board which included a discussion
about implementing a temporary pedestrian walkway at the time of constructing the
parking lot to be used during construction of the Murano Grande project (determined to
not be feasible at this time because there is no development agreement executed); 321-
327 Michigan Avenue-Proposed Single Parent Family Housing and Resource Center
where a presentation was made by Lynn Summers, a consultant to the Housing Authority,
who provided an overview of the proposed project and program; and a Parking Status
Report - where there was a discussion about the proposed surface parking lot at the old
site for the Community Garden.
