A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
TOTAL APPROPRIATION AMOUNT OF $96,731 FROM THE
REMAINING BALANCE OF PEOPLE'S TRANSPORTATION

INTERSECTION IMPROVEMENTS IN THE AMOUNT OF
$49,878 FOR THE CITY OF MIAMI BEACH CAPITAL
IMPROVEMENT PLAN FOR THE FISCAL YEAR 2008-09
CAPITAL BUDGET.
WHEREAS, Miami-Dade County Ordinance Number 02-116 requires that 20% of
People's Transportation Plan ("PTP") funds received by the City of Miami Beach (the "City")
must be appropriated for transit projects and 80% for transportation projects; and
WHEREAS, the City's Component of the Fiscal Year 2007-08 PTP fund was
$2,960,734, and $2,864,003 has already been appropriated for eligible transit and transportation
projects, which leaves a balance of $96,731 that remains to be appropriated; and
WHEREAS, $46,853 shall serve to fund the construction of the Collins Avenue and 6tn
Street Intersection Right-of-Way ("ROW") Improvements, and $49,878 shall serve to fund the
design and engineering of the 71St Street and Dickens Avenue Intersection Improvements,
which. are deemed qualified, eligible transportation and transit projects pursuant to the PTP
fund; and
WHEREAS, the proposed improvements for the Collins Avenue and 6tn Street
Intersection Project include the installation of a crosswalk on the south side of the intersection,
pedestrian activated flashers, and Americans with Disabilities Act ("ADA") curb ramps which
were previously approved by the City Commission; and
WHEREAS, on October 24, 2006 the City's Planning Board requested a feasibility study
for the 71 Street and Dickens Avenue intersection in order to determine and establish safety
and operational improvements; and
WHEREAS, the 71St Street and Dickens Avenue Intersection Improvement Project will
include the design and engineering of the physical improvements to this intersection, and shall
require the development of construction drawings to be approved and permitted by the Florida
Department of Transportation, which is estimated to cost approximately $50,000; and
WHEREAS, the City Administration would recommend that the Mayor and City
Commission approve the appropriation of $96,731 of the remaining PTP funds for Fiscal Year
2007-08, where $46,853 would fund the construction of the Collins Avenue and 6tn Street
Intersection ROW Improvements, and $49,878 would fund the design and engineering of the
71 Street and Dickens Avenue Intersection Improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve and authorize the total appropriation amount of $96,731 from the remaining balance of
People's Transportation Plan Fund for Fiscal Year 2007-08 to fund the construction of the
Collins Avenue and 6th Street Intersection Right-of-Way Improvements in the amount of
$46,853, and to fund the design and engineering of the 71St Street and Dickens Avenue
Intersection Improvements in the amount of $49,878, for the City of Miami Beach Capital
Improvement Plan for the Fiscal Year 2008-09 Capital Budget.

Item Summa /Recommendation:
The Municipal Component of the FY 2007-08 Peoples' Transportation Plan (PTP) fund for the City of
Miami Beach was $2,960,734. As of September 30, 2008 the City appropriated $2,864,003 of the PTP
funds received for transit and transportation projects, leaving a balance of $96,731 that has yet to be
appropriated for eligible projects. The Administration recommends that the $96,731 balance in FY 2007-
08 PTP funds be allocated and appropriated to fund the Collins Avenue and 6th Street Intersection Right-
of-Way (ROW) Improvements and the 71St St. and Dickens Ave. Intersection Improvements. Proposed
improvements for the Collins Avenue and 6th Street Intersection Project include the following: installation
of a crosswalk on the south side of the intersection, pedestrian activated flashers, and ADA curb ramps.
The curb ramps and crosswalk improvements were previously approved by the City Commission;
however the additional improvements for the pedestrian activated flasher have increased the project's
construction cost.
On October 24, 2006 the City's Planning Board requested for the City to conduct a feasibility study of
the 71St Street at Dickens Avenue intersection to determine the opportunity for safety and operational
improvements. The City conducted a feasibility study, which recommended to: reduce the majority of
crashes consisting primarily of rear-end, sideswipe and angle crashes at the intersection; improve
intersection awareness, especially at the east, west and north approaches; and improve safe pedestrian
crossing. As a result of a public workshop held on October 15, 2008 and subsequent discussions with
Transportation Division and Planning staff, it was determined that a second phase of this project was
warranted to make the intersection more pedestrian and bicycle friendly, in addition to improving its
overall operations. The City is retaining AECOM to conduct the Phase 2 Study, which will evaluate the
effectiveness and the recommendations provided, develop more specific engineering treatments, and
coordinate the proposed improvements with FDOT, Miami-Dade County, and Miami-Dade Transit. The
next phase, which will include the design and engineering of the physical improvements to this
intersection, is anticipated to begin in July 2009. This will require the development of construction
drawings to be approved and permitted by FDOT, which is estimated to cost approximately $50,000.

AMOUNT AND FUNDING
This resolution is requesting the appropriation of $96,731 from the Fiscal Year (FY) 2007-08
Peoples' Transportation Plan (PTP) Fund as a City of Miami Beach FY 2008-09 Capital Budget
mid-year appropriation.
BACKGROUND
On November 5, 2002, the Miami-Dade County (County) voters approved the levying of a one
half of one percent discretionary surtax on all transactions occurring in the County, which
transactions are subject to the state tax imposed on sales. The proceeds of such surtax are to
benefit qualified transportation and transit projects County-wide. Surtax collection began
January 1, 2003.
The Ordinance creating the half-percent transportation surtax calls for 20 percent of the surtax
proceeds to be distributed directly to municipalities on a pro rata basis for use on local
transportation and transit projects. Municipalities must apply at least 20 percent of their share of
surtax proceeds toward transit uses and must submit their transportation plans to the County
according to established deadlines. Florida Statute 212, Title XIV defines the purposes for
which surtax proceeds may be expended. The City entered into an Interlocal Agreement (ILA)
with the County on August 13th, 2003 in order to receive their share of surtax proceeds.

ANALYSIS
Pursuant to County Ordinance 02-116, 20% of PTP funds received must be appropriated for

of $96,731 that has yet to be appropriated for eligible projects (see Table 1). The Administration
recommends that the $96,731 balance in FY 2007-08 PTP funds be allocated and appropriated
to fund the construction of the Collins Avenue and 6th Street Intersection Right-of-Way (ROW)
Improvement Project and to fund the design and engineering of the 71St Street and Dickens
Avenue Intersection Improvements.

Collins Avenue and 6th Street ROW Improvements
The proposed pedestrian safety improvements for the intersection of Collins Avenue and 6th
Street were developed at the request of residents and the City Commission. Proposed
improvements include the following: installation of a crosswalk on the south side of the
intersection, pedestrian activated flashers, and ADA curb ramps. The Transportation Division,
in coordination with the Engineering Division, developed construction plans for these
improvements (see Attachment 1, Collins Avenue and 6th Street Plans). The plans were
submitted to the Florida Department of Transportation (FDOT) and a special permit was issued
on Monday, January 5, 2009. The curb ramps and crosswalk improvements were previously
approved by the City Commission; however the additional improvements for the pedestrian
activated flasher have increased the project's construction cost. The engineer opinion of cost
for construction, including contingency, is $46,853 (see Attachment 2, Collins Ave and 6th Street
Cost Estimate); however the City intends to negotiate a competitive price.
71St Street and Dickens Avenue Intersection Improvements
On October 24, 2006 the City's Planning Board requested for the City to conduct a feasibility
study of the 71St Street at Dickens Avenue intersection to determine the opportunity for safety
and operational improvements. The City retained the firm AECOM (formerly DMJM Harris, Inc.)
to conduct this analysis. The feasibility study consisted of analyzing the safety and traffic
operations for the intersection. The study concluded with the development of a proposed
alternative to improve the following conditions:
