2001-24555 RESO RESOLUTION NO. 2001-24555 A RESOLUTION OF THE MAYOR AND MEMBERS OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND APPROPRIATING AN EXPENDITURE OF UP TO $50,000 TO INFORM AND EDUCATE THE VOTERS OF THE CITY OF MIAMI BEACH OF THE BALLOT QUESTIONS ON THE NOVEMBER 6, 2001 REFERENDUM IN ORDER TO ACHIEVE A MORE INFORMED ELECTORATE VOTE. WHEREAS, on November 6, 2001 the voters of the City of Miami Beach will be presenled with various questions on the City's ballot; and WHEREAS, in an effort to explain and educate the voters on each of these potenlia1 queslions through a voter's guide and other means, the Administration is requesting approval to spend up to $50,000 for expenses that will include printing, graphics, translation services, layout, mailing, advertising and other miscellaneous costs; and WHEREAS, it is expected that these City efforts will result in a more informed electorate vote. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, thaI the Mayor and City Commission approve and appropriate an expenditure of up to $50,000 to inform and educate the voters of the City of Miami Beach of the ballot questions on the November 6, 2001 referendum in order to achieve a more informed electorate vote. From: Subject: ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING $50,000 Funds are available from the General Fund Operating Contingency for FY 2001-2002. BACKGROUND On November 6, 2001 Ihe voters of the City of Miami Beach will be presenled with various questions on the City's ballot. The following lists the potential questions that could be on this ballot: I. Amendment to the "City Pension Fund for Firefighters and Police Officers" to allow Police Officers and Firefighters to purchase up to two years additional service and up 10 6% additional benefit multiplier. 2. Amendment to City Pension Fund for Firefighlers and Police Officers to include domestic partners as defined and registered in accordance with ordinance as persons who may receive beneficiary and survivor benefits from the fund. 3. Amendment 10 Section 27 of the City's Related Special Acts to provide dependent coverage for domestic partners in the health plan. 4. Provide that Ihe City's contribution to its health plan for officers and employees of the City be changed from one-half ofthe cost ofthe benefits to a benefit to be established by Ordinance. Clarification ofthe City Charter Section 1.03 (C) by deleting reference to "Platted," to confirm that the Zoned Floor Area Ratio of all applicable waterfront property may not be increased without voter approval; and amended to state that commencing July 18, 2001, the applicable Zoned Floor Area Ratio which may not be increased without voter approval is changed from Floor Area Ratio existing on June 4, 199710 Floor Area Ratio existing on November 7,2001. 6. Amending Chapter 82, Article VI of the Miami Beach City Code enlitled "Naming of Public Facilities and Establishment of Monuments and Memorials"; to provide that public facilities shall not be named or renamed for living persons unless the naming or renaming is submitted to the electorate of the City by referendum at the next regularly scheduled election and so approved by a majority of the electorate voting in such referendum. 7. Renaming of Flamingo Park Baseball Sladium to "Skip Bertman Stadium". In an effort to explain and educate the voters on each of these potential questions Ihrough a voter's guide and other means, the Administration is requesting approval to spend up to $50,000. This expenditure will include printing, graphics, translation services, layout, mailing, advertising and other miscellaneous costs. CONCLUSION 11 is recommended that the Mayor and City Commission appropriate and approve an expenditure of up to $50,000 to inform and educate the voters ofthe City of Miami Beach of the ballol questions on the November 6, 2001 election.
