SUBJECT:
As part of the City's Major Events Planning process, the City of Miami Beach has been
working to assure that planning and resources are appropriately allocated for all events
associated with the Labor Day weekend.
Attached is the Major Events Plan for the weekend that highlights the City's traffic plan,
Goodwill Ambassador Program, related events, information hotline, emergency and
staff contacts, nightclub events, and a copy of our enhanced welcome brochure that
was distributed to all local hotels this week.

Major Events Plan
Related Events
In Addition to Labor Day Weekend, the following events will be held at City facilities:
Friday, August 31, 2001 and continuing through Tuesday, September 4, 2001, the Miami
Beach Convention Center will be hosting the Annual Home Show. For more information,
contact Bob Papke at 305-673-7317
Sunday, September 2, 2001, the "Fiesta Splash" will be held in North Beach on 73'd Street
and Ocean Terrace from 2:00 p.m. - 10:00 p.m. This family oriented event will include
sporting activities (volleyball, water sports, etc) and live entertainment including a variety of
musical acts throughout the day. For more information, contact Maggie Fernandez at 305-

Traffic Plan
The City of Miami Beach has established a plan to improve traffic flow in the South Beach
Entertainment District for the upcoming Holiday Weekend. Traffic will be monitored
throughout the weekend and enhanced resources will be provided to assist the traffic flow.
Parking meters along the eastside of Washington Avenue from 5th to 15th Street will be
bagged on Friday, August 31, 2001 and will remain bagged throughout the weekend.
Depending on the traffic flow/demand experienced, additional parking meters may be bagged
and traffic diversion may occur.
Washington Avenue valet operations will be moved to the west side of Washington Avenue
between 6th and 16th Street beginning on Friday, August 31, 2001 at 6:00 p.m. throughout the
weekend.
The Electrowave will provide weekend service along its regular route. This free service will
be running northbound on Collins Avenue and southbound on Washington Avenue between
5th and Lincoln Road and then proceeding along Meridian Avenue to Convention Center
Drive up to 23rd Street.
Due to the limited availability of parking spaces in Miami Beach and expected traffic
congestion, it is recommended that residents and employees utilize the City parking lots and
garages and use the Electrowave Shuttle Buses. The lots in operation will be: 42nd Street
Garage, "Convention Center (Preferred Lot), "1 ih and Washington Avenue lot, "1 ih Street
Garage, "16th Street Garage, "13th Street Garage, "13th and Collins Avenue lot, "1ih Street
Garage, "10th and Collins lot, and "ih Street Garage. ("Denotes facilities near Shuttle Bus
stops.)

Goodwill Ambassador Proaram
The City has established the Goodwill Ambassador Program as part of our major events plan
to assist during certain major events. The Goodwill Ambassador Team is comprised of
civilian volunteers. The concept is a combination of several successful citizen involved crowd
control concepts which have been tried and tested in many cities and states throughout the
country. Our first deployment of the Goodwill Ambassador last weekend worked very well.
These teams will be utilized during the Labor Day weekend. Beginning on Friday, August 31
and continuing through to September 3, 2001, there will be a Goodwill Ambassador Team
working throughout the afternoon and evening hours of the weekend. Lt. Lynda Veski of the
Miami Beach Police Department will coordinate both of these teams with the assistance of
Mr. Tom Battles of the U.S. Department of Justice, Community Relations Division. Goodwill
Ambassadors will wear gold t-shirts identifying them as a Miami Beach Goodwill
Ambassador.
The primary role of these teams will be to serve as a liaison between the police and the
visitors to Miami Beach. It is important to understand that these teams will consist of
volunteers from many segments of the community. It is also equally important to know that
none of the volunteers are law enforcement officers. They will have no authority to detain or
arrest and will not possess any weapons. Since Miami Beach has become a destination
venue for many, we believe that this goodwill ambassador concept is ideal for the City of
Miami Beach.
The following are the shifts available over the course of the weekend:

Saturday, September 1:
Sunday, September 2:
Monday, September 3:
7:00 p.m. - 12:00 midnight
5:00 p.m. - 10:00 p.m. and 10:00 p.m. to 3:00 a.m.
5:00 p.m. - 10:00 p.m. and 10:00 p.m. to 3:00 a.m.
3:00 p.m. - 8:00 p.m.

Information Hotline:
The City will be continuing our 24-hour Information hotline (305-673-7400) throughout the
weekend that will be available for visitors and residents to call with any issues or concerns.
Additionally, an operation center will be established at the Police Department to monitor
events and situations and allocate appropriate resources over the weekend. A relief station
will be established at the Miami Beach Police Department Community Room for the Goodwill
Ambassador Teams.
