Gonzalez, City Manager ~~ DATE: July 14, 2009 SUBJECT: VENETIAN ISLANDS WATER QUALITY This Letter to Commission is to forward a report received by City staff regarding the results of tests conducted by Xenco Laboratories onbehalf ofSchwebke-Shiskin & Associates, Inc., of water pipe samples taken from Rivo Alto Island (Attachment A). After receipt of Attachment A, the Public Works Director, along with the City Engineer and the Assistant Public Works Director, met with the Director of Environmental Health and Engineering Division, Miami-Dade County Health Department and the Chief of Water Treatment Facilities o(the Miami-Dade W ater & Sewer Department to discuss the contents of the report submitted by Schwebke-Shiskin & Associates. Inc. to the Miami-Dade County Health Department. It was decided at the meeting that as a precautionary measure the City would collect and test eight (8) water samples from the Rivo Alto Island water distribution system. One (1) sample was taken at the Venetian Causeway water transmission line entry point and seven (7) samples were taken from the Rivo Alto Island water distribution system in the general vicinity where water main coupons (sections of pipe) were cut on the last week of May 2007. All samples were tested by Florida Spectrum Environmental Services, a Florida state- certified laboratory (Attachment B}. The results shown in Attachment B indicate that all eight (8) samples met the U.S. Environmental Protection Agency (EPA) National Primary Drinking W ater regulations. As an example. the arsenic Maximum Contaminant Level (MCL) allowed in drinking water by EPA is 0.010 mg/L. The City water samples results recorded MCLs of 0.0007 or 0.0008 mg/L. The State of Florida by delegation from EPA monitors and enforces all federal standards of the "Safe Drinking Water Act". Upon reviewing the report we noticed that Arsenic: Barium, Calcium, and Total Organic Carbon levels were high. As you know, arsenic is a naturally occurring element that is also a poisonous metalloid. Although evidence of this element was found in the watermain we do not know, or claim to understand; how it interacts with water. For this reason, we contacted the Health Department for information on acceptable levels of the mentioned elements in watermains, see attached email from Mr. Caballero of the Health Department. Mr. Caballero recommends testing the water at specific locations to ascertain the effect of the tuberculated watermains on water quality. In consideration of the recent watermain sections taken at the islands I believe that the City of Miami Beach should have no objections to performing water quality tests if they have not already done so. The problem is that +,ve cannot compare these results with the Drinking Water Standars approved because the matrix is soil. It seems sample was taken from the sediment in the water main and not from the vaatcr. Yes; the level of arsenic and barium are high, maybe because the age and composition of the old pipe, but does not mean the +.vfter quality could be compromised. I vrould take +roaler samples before the affected area, in the affected area and after the affected area. that is the only way to know if there is any changes in tivater quality. I really think the volume of water is affected by this sediment, but that is another talk.
