This LTC is in response to a complaint issued by Mr. Steven Grossmann concerning the
activities of an alleged Miami Beach Police Department undercover officer. This complaint
was sent by Mr. Grossmann via email on July 10, 2009 to Captain Robert Elmore and was
copied to the Mayor, Commissioners, and City Manager.
The complaint in this matter involved what Mr. Grossmann believed to be an undercover
MBPD officer attempting to lure individuals at Flamingo Park by simulating lewd and
lascivious behavior which he described as inappropriate. A preliminary investigation
revealed that the MBPD did not have any plain clothes/undercover details in place during the
times when the aforementioned activitywasobserved. Also, said investigation revealed that
the MBPD does not have an individual matching the description provided by Mr. Grossmann
working in a plain clothes/undercover capacity.
As a result of these preliminary findings, Mr. Grossmann issued afollow-up email on July 12
retracting his complaint and apologizing for "jumping to conclusions" with regards to this
matter. It should be noted that the retraction was again emailed to the Mayor,
Commissioners, and City Manager.
This complaint should be considered officially closed and unfounded.
