2009-27124 ResoRESOLUTION NO. 2009-27124 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE ALTOS DEL MAR SCULPTURE PARK CONCEPT PLAN. WHEREAS, the City is the owner of Altos del Mar Park (the "Park"); and WHEREAS, on October 17, 2007, the Mayor and City Commission approved the issuance of Request for Proposals (RFP) No. 02-07108 for Establishing a Cultural Arts Themed and/or Other Passive Recreational Activities Program in Altos Del Mar Park located on Collins Avenue, between 76th and 77th Streets in the area of Miami Beach known as North Beach (the RFP); and WHEREAS, on July 16th, 2008, the Mayor and the Commission approved Resolution No. 2008-26851, accepting the recommendation of the City Manager and authorizing the Administration to enter into negotiations with the successful proposer, Altos Del Mar Sculpture Park, Inc. (ADMSP); and WHEREAS, on June 3, 2009, the City Commission adopted Resolution No. 2009-27100, which approved and authorized the Mayor and City Clerk to execute a Management Agreement with ADMSP; and WHEREAS, pursuant to Section 9.7.5 of the Management Agreement, ADMSP submitted its Concept Plan for review to the Planning Board; and WHEREAS, the Planning Board considered and approved the Concept Plan at its June 23, 2009 meeting; and WHEREAS, accordingly, the Concept Plan is being submitted for review and approval to the City Commission; and WHEREAS, the City Administration recommends approval of the Concept Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the Altos Del Mar Sculpture Park Concept Plan. Supporting Data (Surveys, Environmental Scan, etc.): The 2009 Community Satisfaction Survey shows that 73.3 % of residents and 58.7 % of businesses feel the City has the "right amount" of cultural events available. Residents also attend cultural activities (such as art shows, film festivals and live performances)10.61 times per year on average. The same survey shows that residents attend museums on average 6.85 times er ear. However, 29.3% of residents also feel the Ci has "too few" museums. Once the Concept Plan is approved by the City Commission, ADMSP will submit preliminary plans and specifications to the City Manager for review, comment and approval. Subsequently, ADMSP will submit final design to the applicable City boards for review and approval. CONCLUSION The Administration recommends adopting this resolution, which approves the ADMSP Concept Plan. Gomez, AIt~ ~ fir" Planning Director L ' f SUBJECT: File No. 1936 -Altos Del Mar Sculpture Park PLANNING BOARD SATE: June 23, 2009 At the June 3, 2009 meeting, the City Commission adopted a resolution authorizing the Mayor and the City Clerk to execute a Management Agreement with Altos del Mar Sculpture Park, Inc. (ADMSP), whereby ADMSP would design, develop, operate and maintain a sculpture park within a portion of Altos del Mar Park. ADMSP's proposal contemplates the design, development, construction and, thereafter, operation and maintenance, of a public sculpture park (hereinafter referred to as the Sculpture Park). The Sculpture Park would display, in changing exhibitions, major works of sculpture from internationally established sculptors of the 19th, 20th, and 21st centuries. The artwork would be displayed in three (3) distinct landscaped areas--referred to, respectively, in ADMSP's proposal as the 1) "Dunetields;" 2) Maritime, Garden; and, 3) "Tree Allees." These are intended to serve as natural "outdoor galleries," and would enable visitors to navigate freely through exhibits, enjoying the natural beauty created by the landscaped areas, as well as the beauty of the works of art themselves. ADMSP would be responsible for all costs associated with design, development, construction, operation, and maintenance of the Sculpture Park, including, without limitation, construction of all proposed improvements. ADMSP has retained the services of ArquitectonicaGEO to create the proposed Sculpture Park Design. The Management Agreement, as recommended by the Finance Committee and approved by the City Commission, is for an initial term often (10) years, with two (2) five year renewal options. The City retains significant supervision, oversight and control and because it is a management agreement as opposed to a lease or a conveyance, the Section 1.03 Charter provision (sale, exchange or conveyance or leases of 10 years or longer), does not apply. Finally, the Committee recommended that the concept plan for the sculpture park go to the Planning Board for review and that any concerns raised by the Planning Board should be directed to the Commission. It should be noted that the Agreement also requires Planning Board approval of the Concept Plan. Concept Plan Preliminary Evaluation Planning staff have undertaken a Preliminary Evaluation ofthe proposed Concept Plan fortheAltos Del Mar Sculpture Park, located generally between Collins Avenue and the Erosion Control Line of the Atlantic Ocean, from 76th to 77th Street. This block was originally a part of the historic Altos Del Mar single family residential neighborhood prior to it being re-designated by the City Commission as a City park at the request of the North Beach community in the mid-1990s. Planning Board File No. 1936 June 23, 2009 Page 2 The proposed sculpture park is located within the boundaries of the locally designated Harding Townsite/South Altos Del Mar Historic district, which was designated in 1996. Consequently, the final design for the Park, including the site plan, landscaping plan, pathways, entrance gateways, buildings and other park features, such as lighting, shall be subject to review and approval by the Historic Preservation Board at a public hearing. The Concept Plan for the proposed sculpture park has been skillfully conceived and well thought through in relationship to its stunning oceanfront setting. The park has been designed not only in consideration of the delicate ecology of Miami Beach, through the extensive use of natural and recycled materials as well as natural land forms, but also in terms of a very high level of aesthetic appeal, educational and cultural benefit, and passive recreational and meditative opportunities for both individuals and groups. The Plan is also very considerate of the context of the evolving single family residential neighborhood to its north as well as to the extremely important connection with the Beach Walk and Ocean Terrace to the south. Upon the completion of the final design and construction of the park, along with the installation of its sculptures, and the development and implementation of highly proactive and aggressive park management and maintenance policies, Altos Del Mar Sculpture Park should rapidly gain international recognition as both a "must see" sculpture park as well a rare coastal ecological garden of international stature. And most importantly, the park should command exceptional appeal to local residents who are seeking relaxation, contemplation, and quiet moments, as well as intimate and stimulating cultural and social opportunities at individual and group levels, both private and public. The proposed Altos Del Mar Sculpture Park promises to be extraordinary addition to Miami Beach's growing inventory of cutting edge cultural and recreational assets. The Planning Department has previously introduced the concept of this sculpture park to the Historic Preservation Board. The concept was strongly embraced by all members of the Board. The Planning Department looks forward to the final design and formal presentation of the Altos Del Mar Sculpture Park, at North Beach, to the Historic Preservation Board for formal approval.
