2009-27125 ResoRESOLUTION NO. 2009-27125 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RE-APPROPRIATING ONE HUNDRED TWENTY-FIVE THOUSAND DOLLARS ($125,000) FROM AVAILABLE FY 08/09 CAPITAL BUDGET FUND 440-2234-069357 (REPAIRS, REPLACEMENT, AND RECOVERING OF MBCC AIRWALLS) FOR TRANSFORMER AND ELECTRICAL UPGRADES IN HALL C IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS ($100,000) AND TO REPLACE THREE HUNDRED FORTY FEET (340 FT) OF DETERIORATING HVAC CHILLED WATER PIPING INSULATION IN THE C BALLROOM IN AN AMOUNT NOT TO EXCEED TWENTY-FIVE THOUSAND DOLLARS ($25,000). WHEREAS, the electrical distribution system in Hall C does not currently support events with large electrical requirements and to improve this situation, electrical transformers and added electrical infrastructure need to be installed in the Hall C catwalks; and WHEREAS, Hall C is the only exhibit hall that does not have the power capabilities needed to carry out events with large electrical requirements; and WHEREAS, funding in the amount of $125,000 is available from the Repairs/Replacement/Recovering of the Miami Beach Convention CenterAir Walls project in account 440-2234-069357, which was originally budgeted and appropriated in the amount of $2,200,000 ($1,500,000 from FY 07/08 Capital Budget Fund 442-2234-069357 and $700,000 from FY 08/09 Capital Budget Fund account 440-2234-069357); and WHEREAS, the HVAC chilled water piping insulation above the C ballroom ceiling has been deteriorating for several years. The insulation is now saturated, which causes water to drip on the acoustical tiles; and WHEREAS, this situation is worsening and should be corrected as soon as possible; and WHEREAS, the City Administration and Global Spectrum anticipate at least $400,000 available to be re-appropriated from the Air Wall Project; and WHEREAS, the future event schedule only provides brief windows for these projects to be completed: August 15 -September 1, or September 9 -September 25. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby re- appropriate one hundred twenty-five thousand dollars ($125,000) from available FY 08/09 Capital Budget Fund 440-2234-069357 (repairs, replacement, and recovering of MBCC air walls) for transformer and electrical upgrades in Hall C in an amount not to exceed one hundred thousand dollars ($100,000) and to replace three hundred forty feet (340 ft) of deteriorating HVAC chilled water piping insulation in the C Ballroom in an amount not to exceed twenty-five thousand dollars ($25,000). Supporting Data (Surveys, Environmental Scan, etc.): The 2009 Community Satisfaction Survey reported residents attend the Convention Center attend events at the Convention Center on average 2.70 times per year. Item Summary/Recommendation: The electrical distribution system in Hall C does not currently support events with large electrical requirements. Large events using Hall C must install temporary electrical cabling in order to support electrical requirements of the show, which is time consuming and costly. To improve this situation, electrical transformers and added electrical infrastructure need to be installed in the Hall C catwalks. Hall C is the only exhibit hall that does not have the power capabilities needed to carry out events with large electrical requirements. The scope of work involves adding two new transformers and new overhead electrical feeders to Hall C. This project will enhance electrical safety services and reduce overall operational cost for events. It will take between three (3) to four (4) weeks to complete this project with a lead time of three (3) weeks for materials. The HVAC chilled water piping insulation above the C ballroom ceiling has been deteriorating for the last several years. The insulation is now saturated, which causes water to drip on the acoustical tiles. Additionally, the leak corrodes the tracks that hold the tiles in place. This situation is worsening and should be corrected as soon as possible. The overall project is expected to take between two (2) to three (3) weeks to complete, with a lead time of one (1) week for materials. The future event schedule only provides brief windows for these projects to be completed: August 15 - September 1, or September 9 -September 25. Otherwise, this project would have to wait until spring of 2010. FUNDING Funding in the amount of $125,000 is available from the Repairs/Replacement/ Recovering of the Miami Beach Convention Center Air Walls project in account 440- 2234-069357, which was originally budgeted and appropriated in the amount of $2,200,000 ($1,500,000 from FY 07/08 Capital Budget Fund 442-2234-069357 and $700,000 from FY 08/09 Capital Budget Fund account 440-2234-069357). A contract in the amount of $1,700,846.21, plus the JOC fee of $33,166.00 for the Repairs/Replacement/Recovering of MBCC air walls, is pending approval, which leaves a balance of $465,987.79 available for re-appropriation. BACKGROUND Transformer and Electrical Upgrades -Hall C The electrical distribution system in Hall C does not currently support events with large electrical requirements. Large events using Hall C must install temporary electrical cabling in order to support electrical requirements of the show, which is time consuming and costly. The costs associated with installing temporary power are assumed by the event producers, which often leads to complaints as it drives up the costs associated with producing the event. To improve this situation, electrical transformers and added electrical infrastructure need to be installed in the Hall C catwalks. Halls A, B ,and D have the transformers and the electrical infrastructure currently in place; Hall C is the only exhibit hall that does not have the power capabilities needed to carry out events with large electrical requirements. Moreover, Hall C is the most sought-after exhibit hall in the Convention Center due to its proximity to public parking. Replacement of HVAC Chilled Water Piping Insulation - C Ballroom The HVAC chilled water piping insulation above the C ballroom ceiling has been deteriorating for the last several years. The insulation is now saturated, which causes water to drip on the acoustical tiles. This also necessitates the acoustical tiles to be constantly replaced to ensure they don't fall down on clients, and to make sure the space looks presentable for the public. Additionally, the leak corrodes the tracks that hold the tiles in place. This project was originally put on hold due to the convention center expansion project. However, this situation is worsening and should be corrected as soon as possible. The overall project is expected to take between two (2) to three (3) weeks to complete, with a lead time of one (1) week for materials. The future event schedule only provides brief windows for these projects to be completed: August 15 -September 1, or September 9 -September 25. Otherwise, this project would have to wait until spring of 2010. CONCLUSION The Administration recommends that the City Commission approve the proposed resolution.
