SUBJECT: MDCACP Officers of the Month
This Letter to the City Commission is to provide information on the selection of Miami Beach
Police Officers as Officers of the Month for the Miami-Dade County Association of Chiefs
(MDCACP) of Police for three months thus far in 2009. These outstanding officers were
selected from the MDCACP's fifty-three participating law enforcement agencies in South
Florida.
Officer Larry Marrero was selected as the MDCACP March 2009 Officer of the Month for his
actions in saving a suicidal individual attempting to drown himself, coordinating the life
saving rescue of an injured child from Monument Island, and assisting with solving a 1997
homicide cold case.
Detectives Rob Lanier, Wayne Holbrook, and David McCue were selected as the MDCACP
April 2009 Officers of the Month for their exhaustive efforts in tracking down and ending a
crime spree of a homicide suspect who had terrorized South Florida with his violent
rampage.
Officers Chris Mitchell and Ysidro Llamoca were selected as the MDCACP Officers of the
Month for August 2009 for their efforts in rescuing a drowning victim from the waters by
Government Cut and facilitating Fire Rescue's efforts to reach the victim.
In addition, one of our Miami Beach Police Officers is being recognized as one of the ten top
Police Officers in the United States by the International Association of Chiefs of Police
(IACP) and Parade Magazine at the IACP Convention in Denver, Colorado next month.
(There will be a follow-up LTC after the Convention.)
These growing number of prestigious local and national awards for our law enforcement
personnel is a testament to the fact that the City of Miami Beach has a world class Police
Department.
Please join me in congratulating these outstanding employees on their remarkable
accomplishments.
