A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, RETROACTIVELY APPROVING AND AUTHORIZING THE CITY
MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO MIAMI BEACH COMMUNITY DEVELOPMENT
CORPORATION (MBCDC) FOR ITS APPLICATION TO FLORIDA HOUSING
FINANCE CORPORATION 2009 UNIVERSAL APPLICATION FOR THE LONDON
HOUSE APARTMENTS REHABILITATION PROJECT
WHEREAS, in 2007, Miami Beach Community Development Corporation (MBCDC) acquired The
London House Apartments, located at 1965-1975 Washington Avenue, Miami Beach, Florida 33139, for the
intended purpose of providing affordable housing; and
WHEREAS, on July 16, 2008, the Mayor and City Commission approved the City's Consolidated Plan
which addresses the needs of low and moderate income persons and families; establishes priorities, goals
and objectives for community development programs; and sets the framework for subsequent annual plans
and activities which will be funded through the City's grant programs; and
WHEREAS, on August 20, 2009, MBCDC applied for $3 million of federal HOME funds through the
Florida Housing Corporation 2009 Universal Application, to be used for the rehabilitation of The London House
Apartments; and
WHEREAS, a Certification of Consistency, stating that MBCDC's proposed use of funding is
consistent with the City's approved Consolidated Plan, is a requirement of said application; and
WHEREAS, the Administration has reviewed MBCDC's proposed rehabilitation plan for The London
House Apartments and found it to be consistent with the City's Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the mayor and City Commission hereby retroactively approve and
authorize the City Manager to issue a Certification of Consistency with the City's Consolidated Plan to Miami
Beach Community Development Corporation (MBCDC) for The London House Apartments Rehabilitation
Project.

of federal HOME program funds administered through the State of Florida's Housing Finance Corporation 2009
Universal Application for the rehabilitation of The London House Apartments, an affordable housing project. The
application required a Certificate of Consistency from the City of Miami Beach, as the HUD entitlement jurisdiction,
stating that the applicant's intended use of program funds is consistent with the City's Five Year Consolidated Plan.
The City's Consolidated Plan addresses the needs of low and moderate income persons and families, and establishes
priorities, goals and objectives for community development programs and sets the framework for subsequent annual
plans and activities which will be funded through the City's grant programs.
In accordance with the Consolidated Plan adopted by the City, each request for a Certification of Consistency with the
Consolidated Plan requires City Commission review and approval. Due to application deadline time constraints, the
Certificate of Consistency required execution prior to the next available City Commission meeting.
The applicant's proposed use of funding is consistent with the City's Consolidated Plan. It is recommended that the
City Commission retroactively approve and authorize the City Manager's issuance of a Certification of Consistency
with the City's Consolidated Plan.

ANALYSIS
On August 20, 2009, Miami Beach Community Development Corporation (MBCDC) independently applied for
$3 million of federal HOME program funds administered through the State of Florida's Housing Finance
Corporation 2009 Universal Application. The application required a Certificate of Consistency from the City of
Miami Beach, as the HUD entitlementjurisdiction, stating that the applicant's intended use of program funds is
consistent with the City's Five Year Consolidated Plan. The City's Consolidated Plan addresses the needs of
low and moderate income persons and families, and establishes priorities, goals and objectives for community
development programs and sets the framework for subsequent annual plans and activities which will be
funded through the City's grant programs. The Consolidated Plan identifies, under priority housing needs,
households that are very low income and are paying more that 50% of their income on housing needs and/or
are living in substandard housing; households at 51 % to 80% fall under medium priority in the Plan. The
Consolidated Plan identifies MBCDC as the City's Community Development Housing Organization (CHDO).
As a local non-profit, MBCDC has been awarded CDBG and HOME funds from the City to assist with several
multi-family rehabilitation projects.
MBCDC acquired the London House Apartments in 2007 with funds from the City of Miami Beach
Redevelopment Agency. A significant part of the rehabilitation is to re-configure the building in order to have
one, two and three bedroom units providing affordable housing toincome-eligible families. The rehabilitation
will include:
• Rehabilitation of the original historic elements, such as facade, complete ground level terrace with
ornaments and the second and third floors;
• Complete structural rehabilitation and new roof;
• New windows, doors and the refurbishing of the existing out of service elevator;
• The addition of a third story on the existing 1965 two story building.

MBCDC's application for the subject funds is for the rehabilitation of The London House Apartments, a
contributing structure in the National Register Miami Beach Architectural District, located at 1965-1975
Washington Avenue. The building, designed by Robert M. Little and built in 1948 as a two and three-story
apartment hotel, serves today as a rental apartments consisting of 55 studio units.
The estimated construction cost is $4.7 million, of which MBCDC has already secured a total $1,340,048 in
State and federal funds. Construction completion is estimated for Fall 2011.
CONCLUSION
The Administration recommends adoption of the attached Resolution of the Mayor and City Commission of the
City of Miami Beach, Florida, approving and authorizing the City Manager to issue a Certification of
Consistency with the City's Consolidated Plan to Miami Beach Community Development Corporation for its
application to Florida Housing Finance Corporation 2009 Universal Application for the London House
Apartment Rehabilitation Project.
