Gonzalez, City Manager DATE: October 1, 2009 SUBJECT: FDOT I-395 Project The purpose of this Letter to Commission is to provide you with information on the Florida Department of Transportation (FDOT) I-395 Project (the Project). The Project proposes to reconstruct I-395 from just west of I-95/SR-836 to the western limit of the MacArthur Causeway. The need for improvement is based primarily on substandard traffic conditions and includes the following issues: • Geometric Deficiencies: Poor vertical and horizontal alignments along the mainline and the interchange ramps, as well as insufficient sight distance and vertical clearance throughout most of the project. • Safety Conditions: There have been 248 crashes during the last five years resulting in over 158 injuries and fatalities. • System Connectivity: I-395 connects directly or indirectly to SR 836, MacArthur Causeway, I-95, and Florida Turnpike. • Corridor Capacity: It is estimated that average daily traffic will increase to 206,000 by 2040, which will result in a LOS F. • Evacuation Route: For all surrounding areas in Miami-Dade County, including Miami Beach. • Structural Conditions: The bridges are either structurally deficient orfunctionally obsolete. The Project is currently in the final stage of the Project Development and Environment (PD&E) phase, which involves the preparation of all preliminary engineering documentation required for federal approval and subsequent funding. The estimated project cost is $765 million. The PD&E phase is estimated to be completed in December 2009, at which time right-of-way (ROW) acquisition will begin. For this project, FDOT will have to acquire ROW along the north side of I-395 from NE 3~d Ave to North Bayshore Drive. The project will require the relocation of approximately ten (10) families and five (5) businesses. There are minimal or no adverse environmental impacts. The development of final construction drawings is planned to occur from 2010 to 2012. During the PD&E phase, FDOT developed the following proposed alternatives for the improvement of I-395: Alternative 1: No Build. Alternative 2: Not Viable- Elevated with new entrance and exit ramps off of I-95 at NW 14tH Street. The ramps were part of another project that has been eliminafod from the MPO LRTP, so Alternative 2 is no longer viable. Alternative 3: Preferred Alternative- Elevated with new entrance and exit lamps at N. Miami Avenue. Two new elevated connector facilities (one eastbound and one westbound) between I-95 and I-395. All entrance and exit ramps will be located on the right hand of the freeway, which will be safer because they meet driver expectancy. FDOT plans to build a park in this vacant area. Alternative 4: A tunnel between N. Miami Ave and Biscayne Blvd. Flood walls up to 11 feet would be provided at both ends of the tunnel, which would create a visual obstruction. Alternative 5: Open-cut tunnel, which would permanently close many streets, including NW 3rd Ave. Also as part of the PD&E process, FDOT held a public hearing on August 25, 2009 to inform attendees of the five alternative designs being proposed. Attached is a Project Informational Booklet distributed at the public hearing meeting. FDOT also solicited public comment and input on the proposed designs at this public hearing. The public hearing was well attended, as there were approximately 100 members of the community, elected officials, and government representatives in attendance. There was mixed support from attendees who commented, although the majority of those in support of the Project favored the Alternative 3 build option. City staff will continue to participate in the PD&E Study to ensure any potential transportation impacts to the City are addressed at such time and prior to any further development of the project.
