SUBJECT: Tim Hemstreet Appointed As Co Administrator of Loudon County, Virginia
The purpose of this LTC is to advise you that Assistant City Manager Tim Hemstreet has accepted
the position of County Administrator for Loudon County, Virginia and his appointmentwas approved
unanimously by Loudon County's Board of Supervisors earlier today. His appointment is effective
December 7, 2009, and his last day with the City of Miami Beach will be November 20, 2009.
Loudon County is located just 25 miles from Washington, D.C. The home of Dulles International
Airport, Loudoun County has a population of 283,315 and approximately 3,200 County employees.
I hired Tim in April 2001 -among my first hires at the City of Miami Beach - as Special Assistant to
the City Manager. During his tenure at the City, I have assigned Tim some of the most challenging
tasks -the creation of a Capital Improvements Projects Office, leading the City's Building Taskforce,
joint venture negotiations, including Cirque du Soleil, among many other responsibilities. Tim
served as the Capital Improvement Projects (CIP) Office Director from 2001-2005. Appointed
Assistant City Manager in 2005, throughout his tenure, Tim oversaw a portfolio which included CIP,
Planning, Building, Economic Development, Parking, Redevelopment Agency, Public Works and
Joint Ventures.
Over my nine (9) years as City Manager, I have taken great pride in building a strong organization,
bolstered by professional administrators. For the last eight (8) years, Tim has been a great asset to
my team and this organization. He has served this organization and our community with
professionalism, integrity and strong personal and professional ethics. Personally, I am grateful to
Tim for his years of service to this community and for being part of my team. I am very proud to see
him grow professionally.
Please join me in congratulating Tim on his appointment as County Administrator for Loudon
County, Virginia. Loudon County is certainly lucky to be gaining such a highly qualified professional
that brings a breadth and depth of City government experience with him.

Tim Hemstreet Appointed Loudoun County Administrator
The Loudoun County Board of Supervisors voted unanimously today to appoint Tim Hemstreet to serve as
County Administrator, effective December 7, 2009.
Hemstreet, 41, comes to Loudoun County from the City of Miami Beach, Fla., where he has held management
positions since April 2001. He has served as Assistant City Manager and Assistant Executive Director of the
Redevelopment Agency since March 2005. Before that, he was director of the Capital Projects Office.
His responsibilities as Assistant City Administrator for Miami Beach include overseeing the Departments of
Public Works, Planning, Capital Improvements, Economic Development, Public/Private Joint Ventures and the
Redevelopment Agency Construction. The City of Miami Beach has approximately 2,000 employees, an annual
operating budget of $425 million, and a capital budget of $800 million.
Before joining the City of Miami Beach, he held several management positions with the Cities of Tamarac and
Hollywood, Fla. He served as Assistant City Manager and Finance and Policy Officer for the City of Tamarac.
Hemstreet, who grew up in Northern Virginia, earned both a Bachelor's Degree in Political Science and a
Master's Degree in Public Administration from James Madison University in Harrisonburg, Va. He and his wife
Pam have two young sons.
He will replace Kirby M. Bowers, who retired in April 2009 after serving as Loudoun County Administrator for
nearly 17 years. Hemstreet was selected from a pool of about 150 applicants following a comprehensive
nationwide search. Llnda A. Neri has been serving as Interim County Administrator since Bowers retired.

Supervisors. "He is very well qualified for this appointment and ready to tackle the many challenges that the
county faces, particularly the FY 11 budget. I look forward to working closely with Tim and the staff as we move
