The purpose of this Letter to Commission (LTC) is to inform you of the status of the proposed Middle
and North Beach neighborhood circulators. As a result of budgetary constraints, Miami-Dade Transit
(MDT) announced that they will discontinue, truncate, andlor consolidate approximately 2,000,000
miles of Metrobus service countywide. MDT also announced that they will discontinue the Route K
and Route R as part of these bus service changes (see Attachment 1 Route K and Route R).
Initially, it was thought that the loss of these routes would provide an opportunity for the City to partner
with MDT to establish new circulators in the North and Middle Beach neighborhoods. These new
circulators would provide transit service within routes which would have been otherwise impacted by
the elimination of the Route K and Route R and they would also provide a higher quality transit service
through a reduced fare and more frequent headways.
City staff had been in discussions with MDT for several months for the establishment of a North Beach
circulator. However, after MDT announced its plans to establish a combined Middle and North Beach
circulator as a replacement to the Route K and Route R service, the Administration decided to wait until
MDT has implemented its transit service reductions and the City has monitored its effect on transit
riders in North Beach and Middle Beach. At that time, the City will be in a better position to potentially
negotiate additional and/ or modified transit services that improve transit service quality in Miami Beach.
In the interim, as part of the transit service reductions, MDT is planning to implement a new combined
Middle and North Beach circulator that would travel from 17"' Street to 88"' Street (see Attachment 2,
MDT Middle and North Beach Circulator). This proposed route will provide a direct connection from
Stella Marts to Mt. Sinai Hospital.
The new MDT circulator is proposed to be bi-directional with a fare of $2.00 and would operate Monday
through Sunday from 5:50 a.m. to 10:20 p.m. During the weekday peak hours from 5:50 a.m. to 6:00
p.m., four (4) buses will operate to provide headways of 20 minutes in North Beach and 40 minutes in
Middle Beach. During the weekday off-peak hours from 6:00 p.m. to 10:20 p.m. and during weekends,
three (3) buses will operate to provide headways of 30 minutes in North Beach and 60 minutes in
Middle Beach. The route will utilize mini-diesel buses that are 30' in length, as opposed to the
standard 40' buses. These types of buses are less intrusive and less polluting than the standard
buses. and are therefore preferable for residential neighborhoods.
MDT estimates that the Route K and Route R will be eliminated in December 2009, at which time the
new circulator would be implemented. If the City wishes to enhance service quality by decreasing the
headways or the fare, MDT will require a contribution for a portion of the circulator's operating costs.
