LTC 329-2009 Estimated ITB Timeframe for Bond-Funded Projectsm MIAMIBEACH OFFICE OF THE CITY MANAGER NO. LTC # 329-2009 200 ~~~ ~0 ~'?~ i2~ 35 LETTER T~ ~OMMISSaG~f~l . TO: Mayor Matti Herrera Bower and Members of the City Commission FROM: Jorge M. Gonzalez, City Manage DATE: November 24, 2009 SUBJECT: Estimated ITB Timeframe for Bond-Funded Projects The purpose of this Letter to Commission is to provide the anticipated timeframe for the issuance of Invitations to Bid (ITB) for the construction of various right-of-way (ROW) neighborhood improvement and water and sewer rehabilitation projects. The projects are divided into two groups - "First Bond Issues" and "Second Bond Issues", as previously approved. The design for the first group of projects has either been completed, or is at an advanced stage. Two of the first group projects (Engineering Studies), involving sanitary force mains, require the completion of an engineering study that will define project scope, and the preparation of construction documents prior to the issuance of ITBs. The first group of projects and their estimated ITB timeframes includes the following: Table 1. -First Bond Issue Projects Project ITB (Calendar Yr ) Nautilus Neighborhood ROW - (BP-7) Aug., 2006 Normandy Isle Neighborhood ROW (BP-4) April, 2007 Normandy Shores ROW JOC Contract Award (BP-3) Jan., 2008 Bayshore Neighborhood ROW -Lower North Bay Road (BP-8B) Late 2009 La Gorce Neighborhood ROW (BP-5) Late 2009 Oceanfront Phase II ROW (BP-6B) Late 2009 Bayshore Neighborhood ROW -Central (BP-8A) Late 2009 Bayshore Neighborhood ROW -Lake Pancoast (BP-8C) Late 2009 Bayshore Neighborhood ROW -Sunset Islands I & II (BP-8E) Late 2009 Star Island ROW Early 2010 Biscayne Point ROW (BP-1) Early 2010 Venetian Islands ROW (BP-13C) Early 2010 24" PVC Sanitary Sewer Improvements Early 2010 12" DIP Water Main Improvements, Collins Ave. 41st to 44th Streets Mid-2010 12" DIP Water Main Improvements, 5th Street, Alton Road to Ocean Drive Mid-2010 Sanitary Sewer Manhole Rehabilitation Mid-2010 Engineering Study: Evaluation of 30" and 42" Force Mains -Collins Ave., So. Given the current competitive construction bid environment, it is anticipated that the second water and sewer and storm water bond issuance amounts may be lower than previously projected. With the current list of projects moving through the bidding process, the first indication of the anticipated savings should occur in the early part of 2010, as construction contracts are awarded. This may present the opportunity for some of the second group projects to achieve fully funded status sooner. Adjusted project construction funding needs will be reflected in the mid-year Capital Budget Update. Staff's intent is to continue to advance projects to "bid ready" status so that, as funding becomes available, the second group of projects can be advanced to the construction procurement phase. The following table includes the projects to be included in the second bond issue: Table 2. -Second Bond Issue Projects Project ~TB (Calendar Yr.)
