Gonzalez, City Manager~1~ ^' DATE: December 4, 2009 ~/ SU6JECT: Construction Mitigation Measures to Improve Art Basel Experience The purpose of this Letter to Commission is to provide the status update of what the City of Miami Beach is implementing to mitigate the negative effects of construction on the large crowds of people attending Art Basel. The following is a list of active construction projects throughout the City. 35th Street Restrooms Construction of the structural shell is underway. Contractor intends to work through Friday, December 4, 2009. Work does not impact collector or arterial roads. City Center Bid Package 9A Contractor was requested to demobilize off of Washington Avenue starting Wednesday, December 2, 2009 at noon and not to initiate construction until Monday, December 7, 2009. Contractor remains working on project along 18'" Street between Washington Avenue and Collins Avenue. 18`h Street is open to local traffic only. Cky Hall Garage Impacts to traffic along Meridian Avenue and 18`h Street are anticipated through Thursday, December 3, 2009 due to exterior fapade work. Work activities will continue through the weekend with respect to the interior office building and plaza completion, i.e. landscaping, irrigation, site grading between the City Hall Garage and City Hall. This plaza work is anticipated on Saturday and Sunday. Collins Park Cultural Campus Collins Park Phase 1 (east of Collins Avenue) was expedited for completion prior to the Art Basel event date. Phase 2 which consists of the Collins Park campus work west of Collins Avenue was phased to provide additional parking for the Art Basel patrons. A temporary parking lot was constructed which provides an additional 200 parking spaces. Work is currently limited to the Rotunda and along the east limits of Phase 2 . The 21s` Street right-of-way work was expedited for the event and all hardscape work in the 21g` right-of-way was completed. This expedited work provides for additional on-street parking and pedestrian sidewalks. South Pointe Phase 2 Contractor remains working in project limit areas. Project is located south of Fifth Street and work is concentrated on residential streets with no impact to collector or arterial roads. Basel Impacts December 3, 2009 Page 2 of 2 Lummus Park Serpentine Walkway Contractor is replacing the serpentine walkwaywithin Lummus Park between 8"' and 9`"Streets. Work does not impact collector or arterial roads and pedestrian traffic is relocated to the east Ocean Drive sidewalk for the one -block project limits. Work will continue through Friday, December 4, 2009. Lincoln Lane North - Meridian to Meridian Court Contractor was requested to delay mobilization until December 7`", 2009. Lincoln Lane Extension from Drexel to Washington Avenue Contractor was requested to delay mobilization until December 7'", 2009. New World Symphony /Pennsylvania Avenue Garage All construction activity isoccurring on-site, no right-of-way areas are affected. Weekend hours will be consistent with Code requirements. All work associated with the New World Symphony Concert Hall will be in the interior except for some re-painting of the Eastern facade. Scott Rakow Youth Center Contractor is working in the interior of the building. Work does not impact collector or arterial roads. Nautilus Neighborhood Contractor is working through Friday, December 4, 2009. Work is concentrated along residential streets with no impact to collector or arterial roads. Indian Creek Water t Sewer Replacement Contractor has limited work operations to Indian Creek Drive between Collins Avenue and 30"' Street. Deep sewer replacement requires 24-hour continuous sewer bypass and cannot be demobilized until the work is complete. Work impacts traffic along Indian Creek Drive from its intersection at Collins Avenue to 36`" Street due to the required Maintenance of Traffic devices. Normandy Shores Neighborhood Contractor is working through Friday, December 4, 2009. Work is concentrated along residential streets with no impact to collector or arterial roads. Normandy Shores Clubhouse Contractor is working in the interior of the building. Work does not impact collector or arterial roads.
