A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT THE FOLLOWING GRANT APPLICATIONS: 1) VICTIMS
OF CRIME ACT (VOCA) GRANT FOR FUNDING IN AN AMOUNT
NOT TO EXCEED $59,000 FOR THE CITY'S DOMESTIC
VIOLENCE PROGRAM; 2) MIAMI-DADE COUNTY HOTEUMOTEL
AND HOMELESS MANAGEMENT INFORMATION SYSTEM (HMIs)
GRANT FUNDS IN AN AMOUNT NOT TO EXCEED $24,833 FOR
THE CITY'S HOMELESS OUTREACH PROGRAM; 3) FLORIDA
FOREST HEALTH IMPROVEMENT INITIATIVE GRANT PROGRAM
FUNDS IN AN AMOUNT NOT TO EXCEED $24,000 FOR

ALTON ROAD; 4) RETROACTIVELY, TO MIAMI-DADE COUNTY'S
MUNICIPAL GRANT PROGRAM FOR FUNDING IN AN AMOUNT

PROJECT; AND 5) DEPARTMENT OF TRANSPORTATION
FEDERAL TRANSIT ADMINISTRATION SECTION 5309 BUS AND
BUS FACILITIES LIVABILITY INITIATIVE PROGRAM GRANTS
FOR FUNDING IN AN AMOUNT NOT TO EXCEED $2,500,000 FOR
FUNDS FOR LOCAL CIRCULATOR BUS STOP IMPROVEMENTS;
APPROPRIATING THE ABOVE FUNDS, IF APPROVED AND
ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION
OF ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS
WHEREAS, the Administration plans to apply for funding to continue with the
Police Department's Domestic Violence Program. Funds for this grant come from the
Attorney General and it is to be used to provide services to victims of crimes; and
WHEREAS, this grant pays for a portion of the salary of two victim advocate
positions in the Police Department's Domestic Violence Unit; and
WHEREAS, the City's application for funding is in the amount of $58,000; and
WHEREAS, the match from this grant is 25% of the awarded money and it
comes from Police operating expenditures from the Domestic Violence Unit; and
WHEREAS, the Miami-Dade County Hotel/Motel and HMIs application provides
funding for two programs that were previously funded separately, and are now
combined: 1)Hotel/Motel/ placement program ($12,500); and, 2) HMIs funds ($12,333);
for a total grant of $24,833; and
WHEREAS, Hotel/Motel Funding: Miami-Dade County Homeless Trust provides
federal funding for emergency hoteUmotel placement for homeless persons, specifically
families and hard-to-serve clients, and eligible families who are unable to be placed; and
the program also provides funding for food vouchers for families while residing in
placements, if food arrangements or other resources are unavailable; and
WHEREAS, the City's application is for funding in the amount of $12,500; and
WHEREAS, matching funds are not required and this project supports the key
intended outcome: reduce the number of homeless; and
WHEREAS, HMIS Funds: the City receives Supportive Housing funding on an
annual basis from Miami-Dade County Homeless Trust for the City's Homeless Outreach
Program, and the Homeless Trust requires that all grantees participate in the County's
data-tracking software system the Homeless Management Information System; and
WHEREAS, City staff is required to input client and intake data and maintain
client files and statistical data on each person served which is a labor intensive
requirement, currently being performed by staff in the Community Services Division of
Neighborhood Services; and
WHEREAS, this grant, in the amount of $12,333, will partially cover the salary
costs associated with one position responsible for maintaining the HMIS data and no
new staff will be hired as a result of this grant; and
WHEREAS, matching funds are not required for this grant and this project
supports the following key intended outcome: reduce the number of homeless; and
WHEREAS, approval is requested to submit an application to the Florida Forest
Health Improvement Initiative Grant Program for Remedial Pruning of Mature Mahogany
Trees on Alton Road; and
WHEREAS, Alton Road, from Michigan Ave to 63rd Street, is lined with large
mahogany trees at least 60 years old. Because these trees were not structurally pruned
in earlier years, they often contain structural defects that may result in branch failure. In
addition, the trees on the east side of Alton Road are under power lines and so have
been trimmed by FPL. This has resulted in trees with unbalanced crowns; and
WHEREAS, the proposed project will trim the trees to reduce the possibility of
failure by balancing crowns, reducing crowns and shortening branches as needed, and
ameliorating established structural defects. The goal is to produce safer trees while
maintaining the shade canopy along this major thoroughfare; and
WHEREAS, the Administration plans to apply for funding in the amount of
$24,000 to hire a private contractor to complete this work. No match is required for this
grant; and
WHEREAS, retroactive approval is requested for an application to Miami-Dade
County's Municipal Grant Program for the Alton Road Corridor Project; and
WHEREAS, this project proposes to evaluate the length of the corridor along
Alton Road from 5`" Street to Michigan Avenue in order to identffy deficiencies and
recommend solutions; and
WHEREAS, this study is a proposed project of the Municipal Mobility Plan (MMP)
and include signal progression analysis, transit opportunities analysis, pedestrian and
bicycle amenities, intermodal center locations, parking evaluation and relocation
possibilities, aesthetics, and signage. It will also focus on improving vehicle flow and
analyze ways to provide a more balanced mix between vehicles and pedestrians; and
WHEREAS, funding in the amount of $64,000 is requested for this $80,000
project; and
WHEREAS, the grant requires a $16,000 match coming from the City's
Concurrency Mitigation Fund (158); and
WHEREAS, the Administration proposes applying for funding from the
Department of Transportation FTA Section 5309 Program for funds for South Beach
Local Bus Stop Improvements; and
WHEREAS, the program requires a 20% match and matching funds in the
amount of $500,000 are available from FY 2011/12 PTP funds; and
WHEREAS, this program supports the key intended outcome: Enhance mobility
throughout the City; and
WHEREAS, approval to submit a grant application to the Department of
Transportation Federal Transit Administration Section 5309 Bus and Bus Facilities
Livability Initiative Program Grants for funding in an amount not to exceed $2,500,000 for
funds for Local Circulator Bus Stop Improvements.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to submit the following applications: 1) Victims of Crime Act
(VOCA) Grant for funding in an amount not to exceed $59,000 for the City's Domestic
Violence Program; 2) Miami-Dade County Hotel/Motel and Homeless Management
Information System (HMIs) Grant funds in an amount not to exceed $24,833 for the
City's Homeless Outreach Program; 3) Florida Forest Health Improvement Initiative
Grant Program funds in an amount not to exceed $24,000 for Remedial Pruning of
Mature Mahogany Trees on Alton Road; 4) Retroactively, to Miami-Dade County's
Municipal Grant Program for funding in an amount not to exceed $64,000 for the Alton
Road Corridor Project; and 5) Department of Transportation Federal Transit

Supporting Data:
2009 Community Satisfaction Survey: 1) Residents rated "Preventing Crime" and "Increasing visibility of Police"
as two of the top three most important areas for the City to address to improve public safety; 2)'The Citys efforts
to address homelessness" was a key driver for resident respondents in how they view the city as a place to live,
view city government on meeting expectations and if they would recommend the city as a place to live; 'A lot of
homeless' was rated amongst the top five things that have a negative impact on the quality of life on Miami
Beach; 3) 82% of residents and 81% of businesses rated landscape maintenance in rights of way and public
areas as excellent or good; and 4) and 5) 69% of residents and 57% of businesses rated traffic flow in Miami
Beach as fair or poor. More than half of respondents (51.5%) reported a willingness to use "local bus circulators"
as an alternative to taking a car.
Issue:
Shall the City support the following funding requests and execute the related agreements?
Approval is requested to submit the following grant applications: 1) Victims of Crime Act (VOCA) Grant for
funding in an amount not to exceed $59,000 for the City's Domestic Violence Program; 2) Miami-Dade County
Hotel/Motel and Homeless Management Information System (HMIs) Grant funds in an amount not to exceed

Adopt the Resolution.
ANALYSIS
1.
The Administration plans to apply for funding to continue with the Police Department's
Domestic Violence Program. Funds for this grant come from the Attorney General and it is to
be used to provide services to victims of crimes. This grant pays for a portion of the salaryof
two victim advocate positions in the Police Department's Domestic Violence Unit. The match

2. Approval to submit an application to Miami-Dade County Hotel/Motel and Homeless
This application provides funding for lwo programs that were previously funded separately,
and are now combined: 1)Hotel/Motel/ placement program $12,500; and, 2) HMIS funds,

Hotel/Motel Funding
Miami-Dade County Homeless Trust provides federal funding for emergency hotel/motel
placement for homeless persons. Homeless funds are specifically provided to provide
emergency hotel/motel placements of homeless families with children. In addition, the funds
maybe used to place chronic homeless individuals as well as hard to serve clients on an as-
needed basis. This program also provides funding for food vouchers for families while
residing in placements, if food arrangements or other resources are unavailable. The City's
application is for funding in the amount of $12,500. Matching funds are not required. This
project supports the key intended outcome: reduce the number of homeless.
HMIS Funds:

The Administration proposes applying for funding from the Department of Transportation
FTA Section 5309 Program for funds for the following:
• Pedestrian access and safety improvements, such as crosswalks.
• Bike Racks:
• Real-time Bus Arrival Technology: Installation of time boards at Local Circulator bus
stops.
o Time boards provide real time bus information, such as bus time arrival or a
delayed bus notification.
o Real-time bus arrival information makes transit more user-friendly and more
competitive among other transportation modes.
• Construction of bus bulbs: Bus bulbs are a section of sidewalk that extend from the
curb of a parking lane to the edge of the through lane. Buses stop in the traffic lane
instead of weaving into aparking-lane curbside stop. This creates additional space
at a bus stop for shelters and benches, reduces congestion on sidewalks, and
eliminates having buses weave in and out of traffic.

The program requires a 20% match. Matching funds in the amount of $500,000 are
available from FY 2011/12 PTP funds. This program supports the key intended outcome:

CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to
submit the following grant applications:1) Victims of Crime Act (VOCA) Grant forfunding in
