WHEREAS, on October 14, 2009, the Mayor and City Commission approved the issuance of Request for Qualifications (RFQ) No 03-09110, for the design of a Citywide Comprehensive Stormwater Master Plan in the City of Miami Beach (the "RFQ"), and WHEREAS, the purpose of the new Stormwater Management Master Plan will be to create a comprehensive model that will evaluate the existing system to identify those basins that are experiencing reduced levels of service, and WHEREAS, the RFQ was issued on October 20, 2009, with an opening date of November 19, 2009, and WHEREAS, a pre -qualification meeting to provide information to prospective proposers was held on October 30, 2009, and WHEREAS, Bidsync sent notices to 4,626 prospective proposers of which 94 viewed the RFQ resulting in the receipt of eight (8) proposals by A D A Engineering, Inc , AECOM, Calvin, Giordano & Associates, Inc , Camp Dresser & McKee, Inc (CDM), Craven Thompson & Associates, Inc , Keith and Schnars, P.A , Post. Buckley, Schuh & Jernigan (d/b/a PBS&J), URS Corporation Southern, and WHEREAS, the City Manager, via a Letter to Commission (LTC) No 339-2009, appointed the following individuals as committee members • Charles Carrefio, P E — Director, Capital Improvement Projects Office • Drew Chesler — Resident and President of Gold's Gym • Christina Cuervo — Resident and CIP Oversight Committee Member • Ricardo Guzman — Senior Planner, Planning Department • Fernando Vazquez, P E — City Engineer, Public Works Department, and WHEREAS, the Evaluation Committee (the "Committee") convened on January 7, January 11, and January 12. 2010, to evaluate, score, and rank the proposals based on the evaluation criteria stated in the RFQ, and WHEREAS, the Committee invited each firm for presentations and interviews on January 13. 2010. and based on the scores and rankings of the Committee members, Camp Dresser & McKee, Inc (CDM) was selected as the top-ranked firm, URS Corporation Southern was selected as the second -ranked firm, and Post, Buckley, Schuh & Jernigan (d/b/a PBS&J) as the third -ranked firm, and WHEREAS, the Committee also recommended to the City Manager. at his discretion. to invite the top three (3) firms to outline a proposed plan and specific approach for the City of Miami Beach and present their findings to the City Manager and/or City Commission, and WHEREAS, after considering the review and recommendation of the Evaluation Committee, the City Manager exercised his due diligence and recommends that the Mayor and City Commission enter into negotiations with the top-ranked firm of Camp Dresser & McKee, Inc (CDM), and should negotiations with CDM fail, to negotiate with the second - ranked firm of URS Corporation Southern, and should negotiations with URS be unsuccessful to negotiate with the third -ranked firm of Post, Buckley, Schuh & Jernigan (d/b/a PBS&J) NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) No 03-09/10, for the preparation of a new Citywide Comprehensive Stormwater Management Master Plan in the City of Miami Beach (to supersede the existing comprehensive stormwater management master plan), authorizing the administration to enter into negotiations with the top-ranked firm of Camp Dresser & McKee, Inc (CDM), and should the Administration not be able to negotiate with the top-ranked firm, authorizing the Administration to negotiate with the second -ranked firm of URS Corporation Southern, and should the Administration not be able to negotiate an agreement with the second -ranked firm, authorizing the administration to negotiate an agreement with the third -ranked firm of Post, Buckley, Schuh & Jernigan (d/b/a PBS&J) PASSED AND ADOPTED THIS 5 DAY OF Februar y 2010. ADMINISTRATION RECOMMENDATION Adopt the Resolution ANALYSIS The City of Miami Beach is one of 16 municipalities that entered into an Interlocal Agreement with Miami -Dade County in 1993. authorizing Miami -Dade County to be the lead permittee in submitting a National Pollutant Discharge Elimination System (NPDES) Stormwater Permit Application. One condition of the Interlocal Agreement requires Miami Beach to develop a Stormwater Management Master Plan (SWMMP) that is consistent with Miami -Dade County's Master Plan In 1997. CH2MHill prepared a Stormwater Master Plan that prioritized drainage basins, recommended a five-year Capital Improvements Program. and provided hydrologic and water quality calculations for the priority basins The SWMMP developed in 1997, by CH2MHdl, has proven to be out-of-date as a result of changes in land use as well as modifications to the contributing watersheds as a result of re -grading and new construction The purpose of the new SWMMP will be to create a comprehensive model that will evaluate the existing system to identify those basins that are experiencing reduced Levels of Service (LOS) The preparation of a computer hydraulic model will allow the City to evaluate cost-effective stormwater infrastructure improvements to meet the City's adopted LOS, remediate excessive flooding, prioritize stormwater basins, develop a phased capital improvement plan, establish Commission Memorandum - RFQ 03-09-10 - Comprehensive Stormwater Master Plan February 3, 2010 Page 2 of 7 sustainable stormwater policy, as well as ensure continued compliance with the City's NPDES permit, and other federal, regional and local agencies This work will provide more comprehensive data and models that will assist the design efforts of the neighborhoods not yet in construction The models developed will also allow the City to better evaluate drainage hot spots as well as reexamine the technical rationale that prioritized basins in the former Stormwater Master Plan, and if need be, re-establish these watershed boundaries so as to reprioritize basins accordingly This updated study will also provide a systematic approach to provide drainage solutions to neighborhoods which are currently slated for construction as well as those which are in under design Priority will be given to those neighborhoodswhich timelines are more immediate The Master Plan will also evaluate the relationship between discharge and backflow protection and will seek solutions to provide proper storm water evacuation while protecting the City from imminent backups resulting from high tidal conditions (i e Tideflex Valves, Injection Systems, etc ) The current budget is $600,000 plus a supplement from the Flamingo / West Avenue neighborhoods as needed Funding for this work will be appropriated from the Line of Credit approved in May 2009 with repayment from Future Stormwater Bonds SCOPE OF SERVICES The scope of work to be performed includes an initial evaluation and benchmark inventory of the City's existing stormwater infrastructure, which will be developed through the utilization of the City's existing library records, as well as, the City's newly instituted Geographic Information System (GIS) The study will also look at the current LOS of the existing systems, as well as, identify and prioritize problem areas.
