A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING THE REALIGNMENTS OF THE
SOUTH BEACH LOCAL ROUTE EXTENSIONS TO BELLE ISLE AND
COLLINS PARK AS REQUESTED BY COMMUNITY REPRESENTATIVES
OF EACH RESPECTIVE NEIGHBORHOOD, AND REQUEST THE
IMPLEMENTATION OF THE REALIGNMENTS BY MIAMI-DADE TRANSIT,
AS PART OF THE JUNE 2010 BUS ROUTE SELECTION PROCESS.
WHEREAS, on June 8, 2005, the City Commission adopted Resolution No. 2005-25934,
which authorized the execution of an Inter-local Agreement (ILA) with Miami-Dade County
(County) for the operation of a bi-directional transit circulator route service in Miami Beach to be
known as the "South Beach Local" (SBL); and
WHEREAS, service commenced on September 25, 2005 and the SBL replaced both the
City's Electrowave Shuttle Service and Miami-Dade Transit's (MDT) Route W; and
WHEREAS, MDT has provided an expanded level of service at significantly less cost to the
City as a result of the City and County combining and coordinating transit resources; and
WHEREAS, on June 14, 2009, MDT and the City extended the SBL to Collins Park and
Belle Isle and modified existing bus stops; and
WHEREAS, City staff conducted an onboard customer survey to determine the ways in
which the SBL can be improved and the survey included questions on the new extensions to
Belle Isle and Collins Park to see how passengers are reacting to them; of the frequent
passengers, 64% believe the new stop at Collins Park should remain and 55% believe the new
stop at Belle Isle should remain; and
WHEREAS, there were approximately fifteen (15) residents at a meeting held on October
26, 2009 in the City Commission Chambers, where the overall sentiment was that the SBL is a
valued transit service in the community and the new extensions should remain; however, a
suggestion was made to add a new stop for the 5th and Alton Shopping Center and Parking
Garage; and
WHEREAS, there were approximately forty (40) residents at a meeting held on October 27,
2009 at the Rebecca Towers, where the overall sentiment was that the Belle Isle stop is
underutilized and should be removed; and
WHEREAS, at the February 1, 2010 Transportation and Parking Committee (TPC) meeting,
MDT presented several options for the realignments of the SBL at Belle Isle, Collins Park, and
5th Street at Alton Road; and
WHEREAS, the TPC discussed the presentation and the alternatives presented, and
following this discussion, it voted to recommend realignments at each of the locations; and
WHEREAS, for Belle Isle, the realignment recommended provides direct service between
Belle Isle and Collins Park with an added stop at the Social Security Office and Walgreens; for
Collins Park, the recommended realignment provides service to Collins Avenue and 23`d Street;
and for 5th Street at Alton Road, the proposed realignment adds a new stop at 5th and Alton,
which would require buses to continue on Alton to 9th Street and would eliminate the stops on
West Avenue at 6th and 8th Streets; and
WHEREAS, the Administration recommends that the Mayor and City Commission approve
the realignments of the South Beach Local route extensions to Belle Isle and Collins Park as
requested by community representatives of each respective neighborhood, and requesting the
implementation of the realignments by Miami-Dade Transit as part of the June 2010 Bus Route
Selection Process.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
the realignments of the South Beach Local route extensions to Belle Isle and Collins Park as
requested by community representatives of each respective neighborhood, and request the
implementation of the realignments by Miami-Dade Transit, as part of the June 2010 Bus Route
Selection Process.

In response to public outreach meetings and a customer survey, City and MDT staff evaluated new South
Beach Local (SBL) route realignments to Belle Isle, Collins Park, and the development at 5`" Street and Alton
Road.
At the February 1, 2010 Transportation and Parking Committee (TPC) meeting, MDT presented several
options for three realignments of the SBL route. MDT staff discussed the positive and negative impacts
associated with each of the changes. MDT also provided estimated calculations for changes in peak hour
headways from every 12 minutes to every 13 or 14 minutes.
The TPC discussed the presentation and the alternatives presented. Following this discussion, it voted to
recommend realignments at each of the locations. For Belle Isle, the realignment recommended provides
direct service between Belle Isle and Collins Park with an added stop at the Social Security Office and
Walgreens. At Collins Park, the recommended realignment provides service to Collins Avenue and 23`d
Street. The proposed realignments add a new stop at 5`"and Alton, which requires buses to continue on Alton
to 9`h Street. This would eliminate the stops on West Avenue at 6`h and 8`h Streets.
In spite of ridership decreases, the South Beach Local is MDT's most successful operating bus circulator.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The City Commission adopted Resolution No. 2005-25934, dated June 8, 2005, which executed
an Inter-local Agreement (ILA) with Miami-Dade County (County) for the operation of a bi-
directional transit circulator route service in Miami Beach to be known as the "South Beach
Local" (SBL). Service commenced on September 25, 2005 and the SBL replaced both the City's
Electrowave Shuttle Service and Miami-Dade Transit's (MDT) Route W, serving, the entire South
Beach community. MDT became the provider of bus shuttle services on South Beach in lieu of
the previous provider, the Miami Beach Transportation Management Association. MDT has
provided an expanded level of service at significantly less cost to the City as a result of the City
and County combining and coordinating transit resources instead of competing for the same
ridership. The partnership allows the City to comply with the requirement of the People's
Transportation Plan (PTP) Surtax to expend 20% of the City's PTP share on transit purposes. If
not used for transit services, the 20% share of PTP funds would be returned to the County.
The SBL ILA expires on October 11, 2010 and the City will soon begin negotiations with the
County for a new agreement.
SOUTH BEACH LOCAL RIDERSHIP
Annual ridership for the SBL in FY 2007/08 decreased 4.8%, compared to ridership in FY
2006/07. FY 2008/09 ridership decreased 31 % relative to FY 2007/2008. This decrease can be
attributed to numerous factors including a change in the method for collecting ridership data,
changes in the economy, and changes in transit service. Approximately 3% to 8% of the
decrease may be a result of some tourism business shifting to the Middle Beach neighborhood
following the opening of the Fontainebleau and Eden Roc Hotels in late 2008. Additionally, the
County experienced asystem-wide decrease in transit ridership of approximately 10% when
comparing Summer 2008 ridership data with Summer 2009 data. In spite of the ridership
decreases, the South Beach Local is MDT's most successful operating bus circulator.

JUNE 2009 ROUTE EXTENSIONS
On June 14, 2009 MDT and the City extended the SBL to Collins Park and Belle Isle and
modified existing bus stops. A new Collins Park stop on the 21St Street and Park Avenue
provides residents with access to the Bass Museum, Miami City Ballet, Miami Beach Library
and the Beachwalk at 21St Street. The Belle Isle stop on the Venetian Causeway at Island
Avenue East provides residents from that area access to Publix, Lincoln Road, the Collins Park
Cultural Center, and other destinations in South Beach. Since Belle Isle is an isolated area in
respect to the South Beach neighborhood, the ridership that is generated at this new stop will be
dependent on the population of Belle Isle. The population of Belle Isle and South Beach are
approximately 2,023 and 29,274, respectively.
The new route extensions and stops described above have increased travel times as well as
headways (or frequency of bus service) for the SBL. During off peak hours, the headways
increased from 15 minutes to 20 minutes. During peak hours, the headways increased from 10
minutes to 12 minutes. See Attachment A, Existing South Beach Local Route Maps, Clockwise
and Counter-Clockwise.
The City has been coordinating with MDT to monitor ridership at these new stops. The average
weekday ridership in October 2009 for the Belle Isle stop is 58 passengers, or 1 % of the total
SBL ridership, and for the Collins Park stop is 268 passengers, or 4% of the total SBL ridership.
Ridership data for the new stops are provided below.
PUBLIC INPUT
City staff conducted an onboard customer survey to determine the ways in which the SBL can
be improved. The customer survey was administered from Saturday, October 17tt' to Thursday,
October 22, 2009. The survey included questions on the new extensions to Belle Isle and
Collins Park to see how passengers are reacting to them. Of the frequent passengers, 64%
believe the new stop at Collins Park should remain, and 55% believe the new stop at Belle Isle
should remain.

City staff conducted two public meetings on the SBL. The first meeting was held on Monday,
October 26, 2009, 6:30 p.m. at the Miami Beach City Hall Commission Chambers. The second
meeting was held on Tuesday, October 27, 2009, 2:00 p.m. at the Rebecca Tower North Multi-
purpose Room at 200 Alton Road. The new proposed Belle Isle and Collins Park extensions
were discussed.
There were approximately fifteen (15) residents at the general public meeting held on October
26, 2009. The overall sentiment was that the SBL is a valued transit service in the community
and the new extensions should remain. However, a suggestion was made to add a new stop for
the Stn and Alton Shopping Center and Parking Garage.
There were approximately forty (40) residents at the Rebecca Towers meeting held on October
27, 2009. The overall sentiment was that the Belle Isle stop is underutilized and should be
removed. Attendees also requested that the stop in front of the Social Security Administration
Office be restored and that a new stop should be installed at the Stn and Alton Shopping Center
and Parking Garage.
PROPOSED REALIGNMENTS
In response to the results of the public outreach meetings and SBL customer survey, City and
MDT staff developed proposed realignments to the SBL, which were presented to the
Transportation and Parking Committee (TPC).
At the February 1, 2010 TPC meeting, MDT presented several options for three realignments of
the SBL route. The three realignments are a change in routing to Belle Isle, Collins Park, and Stn
Street at Alton Road. MDT staff discussed the positive and negative impacts associated with
each of the changes. MDT also provided estimated calculations for changes in peak hour
headways from every 12 minutes to every 13 or 14 minutes.
The TPC discussed the presentation and the alternatives presented. Following this discussion, it
voted to recommend realignments at each of the locations. See Attachment B, TPC Motions
and Letter Presented to TPC.
The recommended realignments are listed below. See also Attachment C, Proposed South
Beach Local Route Maps, Clockwise and Counter-clockwise.
1. Belle Isle: The realignment would provide direct service between Belle Isle and
Collins Park, with an added stop at the Social Security Office.
2. Collins Park: The recommended realignment would provide service to Collins
Avenue and 23`d Street.
3. Stn Street at Alton Road: The recommended realignment would add a new stop on
the southeast corner of Alton Road and 6tn Street, which would require the SBL to
continue north on Alton Road to Stn Street. This would eliminate the existing stops on
West Avenue at 6tn and Stn Streets.
Should the Commission wish to proceed with the recommended realignments proposed by the
community, reviewed by City staff, and endorsed by the TPC, as well as the increased travel
times and less frequent headways, they can be implemented in June 2010. MDT would not
change the route again until June 2011. Therefore, any realignments approved would be
effective for one year.

CONCLUSION AND RECOMMENDATIONS
The proposed realignments of the South Beach Local as showh in Attachment C, are
anticipated to improve transit access and will enhance the quality of life for local residents and
visitors. The Administration recommends the South Beach Local realignments for approval and
adoption by the City Commission.

recommends implementation of Option 2 which would provide direct
service from Belle Isle to Collins Park, providing stop to Social Security
Office and Walgreens with the understanding that headways should not
exceed an additional thirty (30) seconds; to be examined in eight (8)
months from route change to see if it is successful.

change in headways.

Dear Mayor Bower, Commissioners, Members of the Transportation and Parking Committee, Members of
the Neighborhoods/Community Affairs Committee:
The Belle Isle Residents Association is dedicated to working with the Mayor and her staff, the
Commissioners, the Neighborhoods/Community Affairs Committee and the members of the transportation
committees of Miami Beach and Miami-Dade to bring effective public transportation to our community.
Belle Isle, a community of over 2000 residents, has had minimal access to public transportation before
the advent of the South Beach Local, a service recently begun in mid-June of 2009. To bring more
effective service to our community, which in turn will increase ridership, requires a partnership between
the City and our Association. To this end we offer the following suggestions:
The City and MDT should adopt the route originally recommended by the Belle Isle Residents
Association, chosen by the Association because it affords better services for the community than
the one Miami-Dade Transit implemented. The adoption of the original plan guarantees an
increase in ridership, since it brings riders to the Library, The Bass Museum, The Botanical
Garden (and our polling place), Lincoln Road, the Convention Center, City Hall, Macy's, New
World Symphony Hall, and the Jackie Gleason Theater. This also meets the needs of the
residents of Rebecca Towers, who require a safe route to the Social Security Building.
The City should add a bus stop at 6~" and Alton to allow for easy access from South Pointe and
Rebecca Towers to the 5~h Street Mall.
• The City should give priority to the existing plan to build a much needed bus shelter at the Belle
Isle bus stop. It is exceedingly difficult to wait at an open bus stop shelter in inclement weather
and on hot sunny days. The lack of a bus shelter reduces the likelihood of one's choosing to ride
the bus. This would also eliminate one of the stops of the A bus, adding a small savings.
The Belle Isle Residents Association is in the process of developing and executing a vigorous
campaign to educate the Belle Isle community about the South Beach Local's bus routes. At
present, most residents of Belle Isle are either unaware or unsure of the routes, or of how to
distinguish the Local from the A bus. As part of this campaign, the Association has designed a
poster advertising the South Beach Local routes and plans to distribute it to all residents of Belle
Isle. In addition, members of the association and volunteers in the community plan to speak with
residents of Belle Isle, not only to explain the routes, but how they can benefit from riding the bus
The residents of Belle Isle appreciate all of your efforts to continue the South Beach Local in our
neighborhood and look forward to working with you to make the route a success.
