A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
TIME-LIMITED CERTIFICATION OF CONSISTENCY WITH
THE CITY'S CONSOLIDATED PLAN TO THE HOUSING
AUTHORITY OF THE CITY OF MIAMI BEACH (HACMB) FOR
ITS FIVE-YEAR AND ANNUAL PLAN FOR FISCAL YEAR
2010, TO BE SUBMITTED BY HACMB TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
(U.S. HUD).
WHEREAS, on July 16, 2008, the Mayor and City Commission approved the City's
2008-2012 Consolidated Plan; and
WHEREAS, the Housing Authority of the City of Miami Beach (HACMB) is proposing
to submit aFive-Year and Annual Plan to the U.S. Department of Housing and Urban
Development (U.S. HUD) as part of the documentation for continued funding for the
operation of and subsidies for rental housing programs administered by HACMB; and
WHEREAS, U.S. HUD requires that local housing authorities obtain and submit a
Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction
where the proposed activity is located; and
WHEREAS, HACMB has submitted to the City its Five-Year and Annual Plan for
Fiscal Year 2010; and
WHEREAS, HACMB has requested that the City issue the required Certification of
Consistency with the City's Consolidated Plan which is in from 2008 through 2012; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request
for a Certification of Consistency with the Consolidated Plan requires City Commission
review and approval; and
WHEREAS, HACMB's Five-Year and Annual Plan for Fiscal Year 2010-2014
includes a Capital Fund Program Statement, and delineates the main goals to be
implemented by HACMB; and
WHEREAS, the Administration has reviewed the proposed activities of the
HACMB's Five-Year and Annual Plan and found them to be consistent with the City's
Consolidated Plan until 2012, at which time the City's current Consolidated Plan expires;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the City Manager to issue atime-limited Certification of Consistency
with the City's Consolidated Plan to the Housing Authority of the City of Miami Beach
(HACMB) for its Five-Year and Annual Plan for Fiscal Year 2010, to be submitted by the
HACMB to the U.S. Department of Housing and Urban Development (U.S. HUD).

Item
HACMB requested a Certification of Consistency with the City's Consolidated Plan as part of its Five-Year
and Annual Plan for Fiscal Year 2010. HACMB is required by the Public Housing Reform Act of 1998 to
submit aFive-Year and Annual Plan and obtain a Certification of Consistency with the Consolidated Plan
from the entitlementjurisdiction where it operates. In accordance with the Consolidated Plan adopted by
the City, each request for a Certification of Consistency with the Consolidated Plan requires City
Commission review and approval.
The proposed Five-Year and Annual Plan for HACOMB is consistentwith the City's Consolidated Plan that
expires 2012. As such, it is recommended that the City Commission approve and authorize the City
Manager to issue atime-limited Certification of Consistency with the City's Consolidated Plan which is in
effect until 2012.

Adopt the Resolution.
ANALYSIS
On February 4, 2010, the Housing Authority of the City of Miami Beach (HACMB) requested a
Certification of Consistency with the City's Consolidated Plan as part of HACMB's Five-Year and Annual
Plan for Fiscal Year 2010. HACMB submits documents to U.S. Housing and Urban Development
(USHUD) annually to enable them to continue receiving federal funding for its housing programs.
HACMB is required by the Public Housing Reform Act of 1998, to submit a Five-Year and Annual Plan.
As part of the Consolidated Plan process, USHUD requires that housing authorities obtain and submit a
Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where they
operate. In accordance with the Consolidated Plan adopted bythe City, each request fora Certification
of Consistency with the Consolidated Plan requires City Commission review and approval. The City's
current Consolidated Plan runs through 2012. In consulting with USHUD, they have advised us that the
City can only issue a Certification of Consistency for activities through 2012. The proposed Certification
is attached hereto as Attachment I. The HACMB will need to return to the City Commission for a
Certification of Consistency for periods covered beyond the current Consolidated Plan.
The Housing Authority's Five-Year and Annual Plan for Fiscal Year 2010 includes a Capital Fund
Program Statement and delineates the main goals to be implemented by HACMB. The Plan identifies
an estimated $244,415 in Capital Fund repairs per year and enumerates key programs and activities for
HACMB, including:
Increasing the supply of assisted housing by applying for additional Section 8 Rental Vouchers,
reducing public housing vacancies, leveraging affordable housing resources to create new units
and increasing homeownership via the Family Self Sufficiency program.

Increasing assisted housing choices through outreach efforts to potential landlords, pursuing
alternate housing resources and implementing Voucher Mobility Counseling.
Addressing housing needs of specific family types by targeting available assistance to the
elderly, continuing Elderly Designation for Rebecca Towers, affirmatively marketing to races/
ethnicities shown to have disproportionate housing needs and investing efforts and resources to
create/locate housing opportunities out of poverty areas.
To meet the mission and goals in the Five-Year Plan the HACMB is implementing the following:
• Special efforts and training to continue to be a high performing authority.
• Commencing construction on two new buildings that will provide more than 30 new affordable
housing units.
• Performing significant physical improvements to presently-owned HACMB buildings and
investing capital funds to continue the renovation and modernization of the HACMB buildings.
• To continue the development of additional supportive services for HACMB participants, HACMB
has created a committee of area community agencies, to discuss and implement new services
and approaches to benefit HACMB's tenants and the community in general.
• Integrating additional vouchers [175 HUD-Veterans Affairs Supportive Housing (HUD-VASH)
Vouchers and 257 Housing Choice Vouchers (HCV) Special Appropriation Vouchers].
The Housing Authority's Five-Year and Annual Plan for Fiscal Year 2010 is a 276 page document.
Copies of the full document can be provided, at your request. An Executive Summary of HACMB's 5-
year Plan is provided as Attachment II.
The City's Consolidated Plan identifies long-term objectives ("Improvements to Housing Authority') and
a five-year strategic plan where key goals are identified. These include the expansion of the supply of
assisted housing, improving the quality of facilities, increasing assisted housing choices, promoting self-
sufficiencyand ensuring equal opportunities. Under the Public Housing Strategy, the Consolidated Plan
identifies HACMB as providing assistance to the lowest income segment of the population through
initiatives such as operating buildings designated for the elderly and administering portable rental
certificates and vouchers. HACMB is currently involved in the construction of additional, new affordable
housing for the elderly and the rehabilitation of an existing multi-family dwelling.
The activities proposed by HACOMB are consistent with the City's current Consolidated Plan.
CONCLUSION
The Administration recommends adoption of the attached Resolution of the Mayor and City Commission
of the City of Miami Beach, Florida, approving and authorizing the City Manager to issue atime-limited
Certification of Consistency with the City's Consolidated Plan to the Housing Authority of the City of
Miami Beach (HACMB) for their Five-Year and Annual Plan for Fiscal Year 2010, to be submitted by
HACMB to U.S. HUD.

Executive Summary
The Housing Authority of the City of Miami Beach (HACMB) is currently working on its
Streamlined 5-Year Plan for Fiscal Years 2010 - 2014 and the Streamlined Annual Plan for Fiscal
Year 2010 (The Plan). As required by U.S. HUD, the HACMB is requesting a Certificate of
Consistency with the City of Miami Beach Consolidated Plan. During the last five years, the
HACMB successfully operated its housing programs consistently with the CMB Consolidated
Plan and complementing the City's Housing Initiatives. The Plan proposes to continue operating
our housing programs consistently with the framework established by the CMB Consolidated
Plan.
During the last five years, the HACMB has been designated by U.S. HUD as a High Performer
Agency. The HACMB has been operating its Public Housing program at Rebecca Towers at full
capacity. In addition, a major renovation initiative has been undertaken at the Rebecca Towers,
resulting in the modernization of elevators, replacement of all windows and doors with high
impact windows and doors, retrofitting of units for ADA compliance, and implementing eco-
friendly water conservation measures. Simultaneously, the HACMB has succeeded in operating
its Section 8 Housing Choice Voucher Program at the extraordinary rate of 99-100 percent
utilization, assisting families, the disabled and the elderly. Finally, the HACMB has initiated its
first rehabilitation and development initiative since the 1970s.
During the next five years, the HACMB looks forward to continue providing quality affordable
housing in collaboration with the CMB. To this end, the HACMB has leveraged funds from
Miami-Dade County and the State of Florida for the rehabilitation and development of
properties in Miami Beach to provide 56 units of new affordable housing for the elderly.
