SUBJECT: Nadadores Swim Team - Request~for Pool Time
:This LTC is intended to provide you with information in response to inquiries you may have received' from the
Nadadores Swirn Team regarding the availability of City pool rental time for their swim team practices. Some of
you have met with Nadadores previously. Some of our more:newly elected officials have also been contacted by
~~ ~, the Nadadores with the request to assist them in obtaining more pool access at a reduced cost. As documented
in the following information, the Nadadores have frequently approached the administration and the Commission
anal requested .exclusive use of a city pool for their swim team practices at a cosf less than the City's established
rates. Throughout the years a .number of the City's`elected officials and the Administration have worked to assist
the Nadadores going back to the 1990's. Each time the Administration has made a best effort to assist them in
their requests based on facility utilization; programmatic activities at the facilities; and the impact it would have on
our residents using our pool facilities.
CURRENT POOL UTILIZATION. ~-
~; As~the City's population has grown younger,. there has been ever-increasing access to recreational facilities for
exercise and Ieisure..This demand from .both #amilies and individuals has changed the use of our parks and
recreation facilities. Pools that back in the 1990's were old, unheated and in disrepair have been replaced with
multi-lane heated swimming pools with interactive water playgrounds. The facilities are utilized year round by our
. residents for activ_ ities such as open pool time, lap swimming, youth swim team, Learn to Swim. programs, water
therapy programming,. Seniors Water Aerobics and Aqua Babies. In FY 08/09, more than 141,500-people used
the City's three pools,~with adult residents comprising almost 53,000 of the pool users.

As you. know, the City hasthree pools that provide different amenities to our residents.. Normandy has four swim ;
lanes;.. Scott Rakow has. six =swim lanes, and ~ Flamingo has eight swim lanes. The pools have varied

1., 2009 and February 28; 2010 (Flamingo on Tuesdays, Normandy on 1/Vednesdays and Rakow on Saturdays),
just concluded: The current schedule is;
Normandy and Flamingo Parks pools: open 6:45 A.M'.; close 9:00 P.M.
• Scott Rakow pool:.open at 6.:45 A.M. for lap swimmers on Tuesdays to Thursdays; closes at 2:00
P.M: -for the .general public; but remains open until approximately 8:30 - 9.:00 P,M. for .youth
programming; youth swim team. and adult fitness:

In the early 1990's the Scott Rakow Youth Center developed an adult swim team as an instructional program.
This instructional class was offered to develop an adult swim program in Miami Beach that provided .both. social .
and: athletic components. The Scott Rakow Youth Center Swim Team became the Nadadores Master.Swim
Team. 1n September of 1998, the Nadadores formed a private organization, elected a board and collected team
dues. They entered into their first rental agreement for the use of the Rakow Pool on October 1, 1998, with a
rental rate of $27:96 with tax. (based on;a 25% multiple use discount) and $40.00 for lifeguards, or a total of

$67.96 for a two hour rental. Later in 1999, the Nadadores requested a fee waiver due to hardship, which was
granted for the rental rate only. In April of 2001, the Flamingo Pool was closed for reconstruction and the Rakow
Pool became increasingly utilized for lap swimmers displaced from Flamingo both in the morning. and evenings,
as well as a growing youth swim program. In late May, 2001, representatives from the Nadadores and Parks
and Recreation .met to discuss the growing demand on pool access by the public and a request from the
Nadadores for additional pool time.
The City Commission, City Administration and the Parks and Recreation Department had a good working
relationship with the Nadadores Swim Team throughout the time they used a city pool. The City made every
effort to accommodate the Nadadores whenever it did not impact our residents, recreational swim programs or
open lap swimming. Some of these efforts are documented in the attached Letter to Commission dated July 1,
200,1, and a :letter to Mr. Mario Chyzyk dated, February 6, 2006 (also attached).
The last- rental arrangement with the City, effective December, 2005, was for Tuesday .nights at Scott Rakow
from 7:30 - 9:00 pm, with the pool closed to the general public. The rental' fee for this exclusive usage was
$125.00 per practice (1.5 hours rent = $75; 2 hours pool guard labor costs = $50). Ln December, 2005, the Parks
and Recreation Department also. offered the Nadadores the opportunity to use Scott Rakow during open swim in
the evenings., keeping two lanes available for use by the general public, with the Nadadores .using the remaining
four lanes, including their coach on deck. Since this was not an exclusive/full pool rental, the fee structure for this
use was consistent with current pool use fees (team members which are residents of Miami Beach were to have
use free of charge.; non- resident team members would pay the normal $6 non-resident fee). In February, 2006,
the Nadadores requested that the fees be .lowered to $45 from $125 for their exclusive use of the Scott Rakow
pool on Tuesdays at Rakow and that, additionally, the swim team also be permitted the use of five lanes on
Thursdays at this reduced rate, leaving. only one lane for open swim and the general .public. The administration
did. not grant this request for several reasons, including the fact .that this would reduce public access almost
exclusively for two days a week, and because the flat fee was not an option when five of six lanes were being
used; a user fee would apply for non-Beach residents. Another request from a Nadadores team representative
was made in April 2007, asking the administration to re-visit the $125 fee, pool ,closures and lane availability.
On March 31, 2008, the Parks and Recreation Department staff contacted the Nadadores regarding two
practices that were scheduled and .staffed by Recreation Pool Guards but unattended by the Nadadores. On
April 1, 2008, Mr. Drew Stoudt, a representative of the Nadadores; responded back that they would no longer be
using Scott~Rakow as they found another pool that was able to provide additional practice days at a better rate.
RECENT REQUEST
More recently, on November 25; 2009, administration met with two representatives of the Nadadores swim team
and Commissioner Wolfson to discuss the Nadadores' request to provide the team with access to a city pool at
least one time (but preferably two) per week, in the evening. We presented the current pool schedules showing
that the pools were very busy with general public use and our own learn- to-swim, adult and swim team
programs.. Although there were some options presented to the Nadadores, they advised the City that they did
not meet their needs. The options included: hours after the pools closed to the public at 9:00 p.m.; days in which
the pools were scheduled closed for the winter season; and on a weekend evening. (Please note that now that
we are in March the~pools are open every day, and our winter season schedule has concluded until next year).
It is important to note that the Nadadores indicated that not only did the times not meet their needs, the cost was
a concern. It was explained to them that the rates to rent the pool, as established by the City Commission on
July 30, 2003 (Resolution No. 2003-25306) are $150 for a three hour. rental and $40 each additional hour, in
addition to $25.00 per hour per staff (pool guard). It was further explained that the City was implementing a
winter schedule due to budgetary issues to reduce operational costs, and that we were in no position to provide
the rental for lessthan what was established by the Commission. We concluded the meeting with the
understanding that there were no times currently available that met the current needs expressed by the
Nadadores. At this point, the options available to provide the Nadadores swim team access to a pool include:
rental of the Rakow pool on either Monday or Friday mornings (or both) until the start of summer program on
June 14th from 7:00 a.m. to 9:00 a.m. at the rate of $100 for the two hours (based on the stated rate of $150.00

for a three hour rental), plus the cost of one lifeguard for two hours on overtime (at an estimated average rate of
$33.50 per hour), for a per~rental cost of approximately $215.00. As an alternative, they can use three of the six
lanes (with a coach) on either Tuesday, Wednesday or Thursday (one day only) from 7 a.m. - 9 a.m., but their
non-Beach. resident swimmers would pay the non-resident rate. Another alternative for the Rakow pool is two
hours on either Saturday or Sunday late afternoon after the pool closes to the public; the fees would be
comparable to an exclusive rental ($215). The Normandy Isle Park Pool only has four lanes and therefore it is
not recommended that this facility be considered unless the Nadadores wish to rent it after the pool closes to the
general public. Options available for the Flamingo Park Pool include the use of four of the eight lanes at
Flamingo one day a week from 6:4.5 - 9:00 a.m. This, of course, may significantly impact morning lap swimmers
which are residents and potentially result in complaints from the lap swimmers. Team .members would pay based
on residency status, and the team would be permitted to have a coach. In the evenings, the Nadadores can
choose an option to use the Flamingo Park pool for two hours from 8:00 p.m. to 10:00 p.m. (with a coach) one
day a week. Because the pool closes at 9:00 p.m., a one hour rental ($50) and one hour staff overtime expense
($33) would apply. However, swimmers arriving before 9:00 p.m. would pay based on Beach residency. The
Flamingo Park pool is used extensively by lap swimmers, and especially in the evenings. However, volume is
lighter after 8:00 p.m. so the•impact of accommodating the Nadadores as suggested above one night a week
might be less of a concern for daily lap swimmers.
It is important to note that if the Nadadores organization is a Miami Beach-based non-profit with a 501 (C) 3
designation (must provide a copy. of 501(C) 3 certificate with Miami Beach street address and contact), the
organization would be eligible for up to a 1.00% waiver (rent only) for the pool ,rental fee one time per month,
maximum of six per year, and they must pay all direct expenses (Lifeguards) and provide insurance. If they are a
501(C) 3 but not Miami Beach=based, they would be entitled to the 100% waiver (rent only) one time per month,
for a maximum of three per year. They must .pay all direct expenses (Lifeguards) and Insurance would be
required. No admission can be charged in either instance. If the Nadadores are not a 501(C) 3 but area "Not for
Profit" organization they may also be eligible for other discounts depending on their actual organizational status.
In addition, they would also be entitled to a reduction of 25% of the established rate (rental rate only) for renting
the same area for a minimum of three (3) times during a six (6) month period.
CONCLUSION
As you can see, this has been a recurring request every few years. The City continues to be willing to help
accomodate the Nadadores' needs, but must do so within the confines of all of the other competing demands on
the pools and pool programming. I believe the options presented to the Nadadores over the years and most
recently do a good job of fairly balancing all of these needs. Additionally, we believe the City fee schedule and
available discounts provide a reasonable rate for providing use (in some cases exclusive use) of a public facility
consistent with acost-recovery model. It is important to note that if indeed the majority of the Nadadores
members are Miami Beach residents, then only a few members would be impacted by the non-resident fees.
It is understood that the Nadadores of South Florida is one of many organizations doing excellent community
service, and the City's past efforts to accommodate the. team are well documented as far back as the early
1990s. Should the Nadadores wish to avail themselves of the options that have already been offered, the Parks
and Recreation Department is ready to help implement.

The Administration is in receipt of a number of a-mails that have also been sent to the ~
:Commission concerning the above referenced subject. The following information is being
- prdvided as clarification of the contents of these. e-mails:

board and established team dues. The Nadadores requested to become a private {Not for
Profit) organization and on October 1, 1.998.entered into a rental agreement for use of the
.Scott Rakow Youth Center Pool. The rental fee for the pool. was $27.90 with tax. (based on
a 25% multiple use discount} and $40.00 -for lifeguards for a total $67.96 for a two hour
rental.

- ~n March 14, 1999, the Nadadores requested a fee .waiver stating a hardship with pool
fees and the compensation of a swim coach. The Parks and Recreation administration
submitted a request for fee waiver on March 15, 1999 and subsequent approval was given
by City Manager Sergio Rodriguez to waive the rental fees, not including staff, on Augusf 8,
1999: ~ -
~n April 9, 2001,. the Flamingo Park Pool -was closed far construction.- In response, the
morning and euening adult open swim programs were relocated to the Scott Rakow Youth
Center Poo! and scheduled based on available hours prior to or after the youth participating
in the Cen#er's summer program.
~n .May 25, ,2001, a meeting was held with Tam Qougherty, President of the Nadadores
Masters Swim Team, and Kevin Smith and Kenneth IlVierleski of the Parks and Recreation
Department. -The i~rmeeting focused on the fact that. the .Flamingo Poo! was demolished
which greatly reduced the availability of swimming opportunities to our residents, the
summer youth recreation program that would begin City wide on June 18, 200'1, and the -
need. toexpand the summerhours for the Scott Rakow Youth Center pool until 9;00 p.m. to
meet these-summer recreation programs and-adult open swim. It was also stated that#his
- issue would be further complicated by the anticipated demolition of .the Normandy pool

sometime in the fa{l of 2Q01. It was stressed to Ntr. Dougherty that the- City and the
Nadadores have worked together in the past to find workable solutions that met the needs
of both the team -and the community and they were once again requested to assist. in
reaching an amenable solution.
..Taking into consideration the existing parameters, the following options were presented to
Mr. Dougherty:
• Rental of the Scan Rakow Youth Center.Pool-Mondays.through Fridays from. 9:00 p.m.
to 10:0.0 p.m. I Saturdays before 9:00 a.m. and after 8:00 p.m. I Sundays before 11:00
a.m. and after 7:00 p.m., at a $35.00 rental fee (standard rents! fee charged to all
groups) plus $20.00 per hour staffing fee. ~ ~.
Rental~of the Normandy Pool Tuesdays and Thursdays from 8:00 p.m. to 10:00 p.m. at
. a $83.75 rental fee (standard rental fee charged to aN groups is $125.00, but multi-
users, such as the Nadadores, .receive a 25% discount) plus $20.00 per hour staffing
fee.
Join the adult open swirn Mondays through Fridays from. 7:00`p.m. to 8:45 p.m. at the
Scott. Rakow Youth Center at $1.25 per adult, no coaches would be allowed and all
pool regulations established for open. swim would need to be complied with...
Mr:. Dougherty was requested to take the above referenced options back. to the Nadadores
Swim Team Board of Directors and, due to the impending schedule change to take effect
on June 18, 2041, promptly advise the Administration as to how the team wished to
proceed., Mr, Dougherty did not respond back to the Parks and Recreation Administration
as requested. ~ ~ ~ -, , ~ -
TheNadadores Masters Swim Team has expressed their preferenceforthe Scott Rakow
.Youth Center Pool. In order to accommodate this request the .resident open swim program
currently m place would need to be displaced one night per. week with the pool closing
earlier. than scheduled to accommodate a private facility rental. Theis would .impact a
number of citizens currently using the pool for open swim: Attached for your information is
a daily record of the. adult swim program usage at the Rakow .pool from when it began on
June 18, 2001 through July 2, 2001.
As indicated in the 13 days recorded, there have been eighty-eight (88) swimmers in the
morning and seventy-two. (72} in the evening with the pool having o close five (5} evenings
due to inclement weather.
It is important to again. emphasize that in the fall 2001, the Normandy Pool is scheduled for
construction.. This closure will further impact the Recreation Division's ability to provide a
balanced schedule of aquatic programs. Normandy`s After-School Programs, Learn to
.Swim classes and community. open swim will also be moved to the Scott Rakow Youth
Center. The Administration is working diligently to reasonably address the requests for
recreational services of our residents, however it may cause some inconvenience while we
go through this construction process. The New;Flamingo Park Pool is scheduled to open
in the summer of 2002 and. these issues should be resolved by then.
Also, please note the attached letter sent by Mayor Kasdin as his response to the a-mails
he received concerning this matter. Mayor Kasdin stressed the fact that the Nadadores
were welcome in our Gity pools, offered the options for the group's consideration and
explained the impact that the renovations will have on our residents.
In light of such constraints it is the Administration's position that the Parks and Recreation
Department has offered reasonable options to the Nadadores Master Swim Team and it is
now up to the group to accept one of the options or make other arrangements at another
facility for the summer. The Parks and Recreation Department remains committed to
working with alt interested user groups and will revisit this request again prior to the
implementation of the fall. programs.

Dear Nadadores Swim Team Members and Aff liates:
I am in receipt of your email and thank you for taking the time to bring your Concerns
regarding the Nadadores Swim Team's schedule and rate changes at the Scott Rakow
Youth Center. In opening, please note that, at no point, has the Parks and Recreation
Department, prohibited the swim team from utilizing City facilities. As you may be
aware, the swim. team's fee waiver has expired and the City's fee waiver process is
presently under review. It is the objective to have an established fee waiver process for
all facilities and organizations that would be seeking fee waivers.
Additionally, as the City engages in park/facility renovations, there is impetus for
attracting all members of the Community to use parks facilities, particularly at the height
of the summer months. I~iowever, with Flamingo Park Swimming Pool closed for
renovations, and Normandy Park Swimming Pool closing priox to the end of the year, the
Parks Department is currently working to accommodate the needs of our residents with
exceedingly diminished resources. It is for this reason that the Parks and Recreation
Department has provided the following options for the Nadadores Swim Team:
• Scott Rakow Youth Center Pool -Mon. through Fri. - 9pm to IOpm /Sat. -Before
9:OOam -After $:OOpm /Sun. - Before I lam -After 7pm
*$3~.00 rental fee + $20.00 staffing fee per hr.
• Normandy Swimming Pool -Tues., Thurs. - $pm - 1 Opm *$83.75 rental fee + $20.00
staffing fee per hr.
As a point of reference, these issues were addressed at the May 25, 200 i meeting
between Tom Dougherty, Nadadores Team Captain, Kevin Smith, Parks and Recreation
Director, and Ken Wierieski, Recreation Supervisor Ii. i have been advised that at that
time, Mr. Smith requested that Mr. Dougherty disseminate the information regarding
these options to the Nadadores Swim Team and advise the Parks and Recreation
1epartment in order to proceed with the new arrangements.
I feel that it is imperative, that as long time friends and/or residents of this Community,
the Nadadores Swim Team work together with the City during this strenuous, but
exciting period of park renovations. It is certainly, not the intention of the City of Miami
Beach to make the Nadadores Swim Team feel unwelcome. As you have mentioned, the
team is an integral part of our community and it is the goal of the Parks and Recreation
Department to entice all members of the Community to enjoy and partake of our
facilities.
I assure you that, although we are unable to accommodate the Team's previous schedule
and fee waiver at this time, the City will gladly revisit the issue once our new fee waiver
policy is in place.

Honorable Mayor. Kasdin, City Commisioners and Directors:
I am sure that you have by now read the .letter which I rece'sved this morning
regarding the use of the Rackow pool by the Nadadores swimming team. { A copy
follows this letter.) 1 am writing in support of the team being allowed to
keep their present schedule.
If what the letter says is true, it.is surprising to me that you, have a pool
manager that is not familiar with swimming, pool management and pool safety
issues. I am sure that your pool must keep statistics en users during that
time period and can verify whether or not this pool is required for other
community users besides the Nadadores. I see a willingness of the Nadadores
to share the pool, certainly they can have a few lanes to practice in.
i would think that the initiative that this swimming group has taken in
forming their own teams is something that should be encouraged in a sea side
community like Miami Beach.
What is most unfortunate of this issue is that it appears to be one of
prejudice against a minority group in Miami Beach. With Miami Beach's past
tarnished image of prejudice against minorities, I would think that we would
want to be always vigilant and sensitive in our treatment of minorities.

Dear Members of the Miami Beach community, Nadadores Swimmers, and Friends
and. Supporters of Athletic Alternatives on the Beach,
On Friday afternoon, June 14, the Department of Parks and Recreation made
it officially known to our Captain, Thomas Dougherty, that we are no longer
welcome on Tuesday and Thursday nights, our usual practice times, at the
Scott Rackow Youth Center .Pool located at 2775 Sheridan Ave. on Miami Beach.
After almost six years of practicing at this facility on these same nights,
we were told that only 5 nights later, beginning on Tuesday evening, June
1 fi, the pool would now be open for "community swimmers." Despite having
never been late with our pool rental fees or any other discrepancies, these
Tuesday and Thursday night workou#s must be moved up to Normandy Pool on the
79th St. Causeway. In addition, Director Kevin Smith told us that our not
for profit fee waiver is no longer valid and they will be increasing our
rental fee from $40.00 to $120.00 per practice. This could result in a
substantial raise in our presently $5.00 a person swimming fee.

Recreation was unaware that many of our Tuesday & Thursday night swimmers
come by bicycle, skates 8~ skate boards, and walking. Also unknown to Ken
Wierliski was that we attract a core group of over 25 swimmers on these
nights simply because of the location alone. It doesn't get more "community"
than this! This is truly incredible that he was unaware of this, after
almost 6 years of our participation at this facility. The Normandy facility
is not located near most of our swimmers who come by means of bikes, foot and
skates. This, he admitted had never been discussed with Director of Parks
and Recreation Mr. Kevin Smith or Assistant Director of Parks and Recreation
Ms. Sugar ~irtel when the decision was made.
This gradual removal from the Youth Center has a history. Last Qctober,
with equally short notice, the City of Miami Beach Parks and Recreation gave
us notice that the Youth Center would be taking back our Monday night
practice to make roam for more community swimmers. Qur objection was met
with a compromise t4 "share" the pool with the community. What they didn't
tell us until after we agreed, was that they would take away our lane lines,
clock and there would be absolutely na coaching. The fact is, they never had
more than a handful of community swimmers to justify this. Those that came
d'+dn't interfere with our workouts, and the community swimmers, we
made sure, always had Qtenty of room to swim, some even joined our groups •~
What caused the only interference with those compromised workouts, was the
Scott Rackow Pooi Manager: Mr. John Schaecter. Even on nights where there
were no community participants, if he heard swimmers agreeing to swim a set
together in the {pool, he would come over with-a11 the caring and
condescension he could muster, and tail us to stop. Even written workouts
were forbidden) We were treated like children who were not behaving simply
,for wanting to take the boredom out of lap swimming by making it #un.
In conversation with Ken Wierliski over this matter, he reiterated Mr.
Schaecter's feeling that, workouts, no matter how inaudible, intimidated the
"community swimmers". Furthermore, Mr. Wierliski, went on to say that when
swimmers swam by the "community swimmers" who (he assumed] on{y wanted to
"bob" and "float"that the swoosh of water intimidated them as well. I
mentioned that this was a good reason for fans. lines; that they are marketed
as °non turbulent lane fines" because they act as the shock absorbers in the
pool and flatten out the vortex of water as tt~e swimmer

work. out, and patronize the local businesses.
* We are about the only adult athletic alternative on the beach to
discos, shopping and dining. isn't it time we have a City interested in an
athletic alternative?
* We have raised money over the years for these charities: South Beach
Aides Project, Quest, The 1Nomen's Fund, Episcopal Aids Ministry, Tanqueray
Aids Ride and Shelbourne House. Deny us that we are the community when we
have produced thousands of dollars of revenue for these charities including
almost $9,000.00 this year so far.
We are the only USMS (United States Masters Swimming) team on Miami
Beach. We travel all over the world competing and representing our Miami
Beach community in a way which few people know: honest, disciplined,. hard
working and charitable.

we don't care about color, sexual persuasion, or ethnic background.
And to think that the city of Miami Beach can't give us 4 hours a weekt

Dear Mr. Chyzyk:
This is in response to your recent letter as well as the emails from your fellow Nadadores received
by the Miami Beach Mayor and City Commission expressing concern that the Nadadores swim
organization has in some manner been mistreated and not being given appropriate consideration
by the City.
Presently the Nadadores rent the Scott Rakow Youth Center pool on Tuesday evenings from 7:30
P.M. to 9:00 P.M. The Nadadores have repeatedly requested that the City rent the Scott Rakow
Pool to. your organization for exclusive use a second. evening per- week, and consistently the
perception is that the City has not complied. The Scott Rakow.Youth Center_.has started a youth
water polo program which has a direct conflict with the open swim program and has furtr~er
prevented the Nadadores from having a second evening rental.
The City Administration, including Assistant City Manager Robert Middaugh and ,Parks and
Recreation Director ..Kevin Smith, -has been in .communication .with representatives of the
Nadadores organization. This is an issue that arises every year, and each time the City has made
a concerted effort to balance the needs of the Nadadores with those. of our other residents and
program participants.
On November 18, 2005, Kevin Smith responded to Mr. Christopher DiGilio, Coach for the
Nadadores, who requested the City revisit the issue of an additional night of rental as well as a
reconsideration of the fees being charged to the organization.
Prior to this correspondence, on October 1, 2004, the City .responded to the request of the
Nadadores to have more pool time, Kevin Smith had a telephone conversation with Larry Hughes,
the Nadadores representative at that time. They discussed equalizing the pool rental fee paid by
the Nadadores to be consistent with the City Commission approved pool rental rate for all rentals
and an accommodation to allow Thursday night use by the Nadadores during the open swim time.
Mr. Hughes did not respond to the offer. .
Even though the Nadadores did not respond to the City offer of additional pool use time, the City
.proceeded to adjust the pool rental rate effective December 1, 2005 to be consistent with our other
rentals to the rate of $~ 25 for one and one half hours of use.
Evening and weekend hours continue to be in high demand since that is wheri the children are out
of school. ,Below are the current hours for open swimming available for all ages at the Youth
Center. (These times are subject to change based on the youth programming needs.) In particular
..note that the pool still. remains available for open public swim on Thursdays from 8:00 - 9:00 PM.,
(as opposed to 7:15 p.m. -- 9:00 P.M.), a slight modification from the schedule in place prior to the
initiation of the Water Polo program.

The Scott Rakow Youth Center was created and built in 1976 for the Youth of Miami Beach with
the primary mission of providing programs and services to the youth residing in the City of Miami
Beach. Based on this basic premise it is clear that the public youth programming must come first.
Any adult public program is implemented on a space available basis and rentals only after the
`public programming needs are addressed.
The Scott Rakow Youth Center swimming pool is' heavily utilized. Our team to swim program has
over 78 participants. Our pre-swim and swim team programs have over 1.08 participants and the
numbers are constantly increasing. Your assertion that "we schedule programs out of nowhere" is
not correct. A youth water polo team had been requested by the Miami Beach public and we are
very happy to accommodate. The transition from swim team to Water Polo is very common.~We
expect the Water Polo team to be as successful as the swim teams. The SRYC has also .had
many of our young athletes tum into successful swimmers.~Manyof the SRYC swimmers are now
competing- in ~ the Junior Olympics level and our youth swim teams at tinier participate in
.competitions two to three times a month.
The Nadadores of South Florida is one of many organizations doing excellent community service.
The value of the.contributions made by~each of these community service organizations ran not tie
determined or prioritized by the City. The City must treat each organization with the same level of
fairness, respect and courtesy: Based on the City's-past efforts to accommodate the Nadadores of
South Florida, it is clear your organization has been shown fairness, respect and every courtesy by
the City. It should also be noted that the Nadadores of South Florida is the only organization to
which the City repeatedly rents very scarce pool space.
Please understand, as .previously stated the Scott Rakow Youth Center is just that, a youth center
and the programs for youth will always come first, even if at some time in the future due to
overwhelming demand all adult program time is eliminated. As the City is successful in opening
the Normandy Park Pool oradding lights to the Flamingo Pool resources and additional swim time
will be made available to the community and possibly for rentals such as yours.

participants is FREE.
