99-23115 RESO RESOLUTION NO. 99-23115 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE, TO ACCEPT A GIFT OF A PLANTING OF EIGHT (8) SHADE TREES FROM AMERICAN FOREST'S LOCAL SUBSIDIARY, COOL COMMUNITIES, AS A DEMONSTRATION PLANTING PROJECT FOR A LOCAL GOVERNMENT MUNICIPAL BUILDING; AND AUTHORIZING THE ACCEPTANCE OF THE GIFT, INSTALLED ON APRIL 3,1999. WHEREAS, the City of Miami Beach Planning Department is currently in the process of completing the Master Street Tree Planting Plan; and WHEREAS, the Florida Department of Agriculture & Consumer Services has authorized local subsidiary, Cool Communities, to select local municipal buildings for a community tree planting, for the purposes of demonstrating the benefits of shade for the conservation of energy and its associated costs (the Project); and WHEREAS, the City has selected the south facing elevation of the structure at 555 17th Street as appropriate for the Project, as there is no existing tree canopy and the site is highly visible to the community; and WHEREAS, the City has already proceeded to prepare the site insuring that the area is clear of underground utilities and includes existing irrigation to meet the anticipated April 3, 1999 installation date. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, retroactively authorize the City Manager, or his designee, to accept this gift of eight shade trees as a demonstration planting from American Forest's subsidiary, Cool Communities, to be planted on public property by local volunteers and community participants on April 3, 1999. Kasdin and Members of the City Com ission DATE: April 14, 1999 FROM: Sergio Rodriguez City Manager SUBJECT: A Resolution e Mayor and City Commission of the City of Miami Beach, Florida, Retroactively Authorizing the City Manager, or his Designee, to Accept a Gift of a Planting of Trees from American Forest's Local Subsidiary, Cool Communities as a Demonstration Planting Project for a Local Government Municipal Building; and Authorizing the Acceptance of the Gift, Installed on April 3, 1999. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND: The City of Miami Beach Planning Department is currently in the process of completing a Street Tree Planting Master Plan for the City. The designation of specific tree varieties to specific streets will ensure planting continuity throughout the City. Considerations of energy efficiency, conservation, beauty and community pride are intrinsically connected with the development of street tree canopies. The Florida Department of Agriculture and Consumer Services American Forest's Program has been a previous resource of grant money and is now offering an opportunity to plant 225 linear feet with eight shade trees, at no cost to the City. The Project is being funded through American Forest's local subsidiary Cool Communities. The area has been deemed clear of underground utilities and the planting is set for April 3,1999 with volunteers and community participants. ANAL YSIS The Planning Department has been active with the local Cool Communities organization, with Charles Buckles sitting as a member of its Board of Directors. Direct participation and involvement with regard to the reforestation of this City and Miami-Dade County has been an issue gaining greater importance. AGENDA ITEM C 'l ~ DATE~ The selection of the Municipal building at 555 Seventeenth Street will demonstrate to the public the benefits of shade trees by making it a more energy efficient building and reducing interior cooling costs with the shading of the front elevation and roof. The 555 building was selected because of its Southern exposure and the fact that is currently devoid of any shade trees. There are other anticipated positive attributes of this planting in that the sidewalk and street glaring 'heat pocket' effect that now exists on this part of Seventeenth Street will become more comfortable, as well as more beautiful. In previous years, Cool Communities grant money has enabled the City of Miami Beach to acquire trees for plantings for the entire length of Fifty-first Street with Live Oaks, portions of Collins Avenue from Forty-first Street, north, with Coconut Palms and a portion of North Shore Park with Green Buttonwoods and Coconut Palms. Please refer to Exhibit 1, attached hereto, for the specific location for the placement of the trees. CONCLUSION: The Administration recommends approval of the attached Resolution.
