A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING A DONATION TO
THE CITY, IN THE AMOUNT OF $7,000, FROM THE MIAMI BEACH
CHAMBER OF COMMERCE, TO BE APPROPRIATED BY THE CITY
TO OFFSET ANNUAL FEES FOR THE INTERNATIONAL
BACCALAUREATE PROGRAM AUTHORIZED SCHOOLS, FOR THE
2010-2011 SCHOOL YEAR.
WHEREAS, over the past several years, the Miami Beach Chamber of
Commerce has been working with the City and the City's public schools to support
various components of the Education Compact; and
WHEREAS, the Compact reflects the desire of the Miami Beach community to
support excellence in their schools and an investment in the overall enhancement of
education for its residents; and,
WHEREAS, as part of the City's Education Compact, the City agreed to support
discussions with the Miami Beach Chamber of Commerce (the Chamber) and other
appropriate organizations, to identify funding for annual International Baccalaureate
Program operating costs that include required annual fees, ongoing teacher training,
coordinator supplements, books, extra teaching period supplements, and annual exam
registration and fee, per student, for the Diploma Program; and,
WHEREAS, the City advised the Chamber that the City agreed to fund all up-
front costs for the implementation of the International Baccalaureate Program at Miami
Beach public schools, leading to authorization for each Miami Beach public school, in an
amount not to exceed $223,000, for the Middle Year Program and Diploma Program,
and $277,000 for the Primary Year (Elementary) Program; and
WHEREAS, the Chamber agreed to donate $7,000 to the City, would support the
required annual fee for one school year at an International Baccalaureate authorized
school.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND
CITY COPIIMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor
and City Commission hereby accept a donation, in the amount of $7,000, from the
Miami Beach Chamber of Commerce to be appropriated by the City for the
International Baccalaureate Program annual fee for a school, for the 2010-2011
school year.

Supporting Data (Surveys, Environmental Scan, etc.): In the 2009 Survey, nearly two-
fifths of all respondents, 37.3%, felt the 18 year of age and under demographic should benefit
most from limited resources during tough economic times. 67% and 62% of respondents
with children rated Miami Beach city government as excellent or good in supporting meeting
their expectations. 76% of low-income IB graduates go on to get a 4-year degree, compared
to 69% in Miami-Dade Public Schools and 63% at Miami Beach Senior High. The School
Climate Survey of Parents indicates that in 2009 92% of parents felt their children were
getting a good education compared to 74% in 2007, an 18% increase since the
I implementation of the Cit 's Education Com act.

As part of the City's Education Compact, the City agreed to support discussions with the Miami
Beach Chamber and other appropriate organizations to identify funding for annual International
Baccalaureate Program operating costs. Developed with significant community input, the

in our Compact include: teacher recruitment/retention, enhanced communication, family support,
increase well-being, enhance student achievement, improve safety, and improve access to
technology. Enhanced student achievement includes a seamless curriculum of advanced
studies through the International Baccalaureate (IB) program from Pre-Kindergarten through
twelfth grade. On January 6, 2009, the City made a presentation to the Chamber outlining
additional needs to support the IB programs in Miami Beach Schools. The Chamber understood
that as each school becomes authorized annual fees are required to maintain the IB programs.
As a result, the Miami Beach Chamber's Education Foundation made a $7,000 donation to offset
the annual fees for the International Baccalaureate authorized schools for one year. These
funds will be applied to the annual fee for the 2010-2011 school year if authorization has been
attained. It is recommended that the Commission approve the resolution accepting the donation.

BACKGROUND
As part of the City's Education Compact, the City agreed to facilitate discussions with the
Miami Beach Chamber and other appropriate organizations to identify funding for annual
International Baccalaureate Program operating costs that include required annual fees,
ongoing teacher training, coordinator supplements, books, extra teaching period
supplements, and annual exam registration and fee per student for the Diploma Program.
Developed with significant community input, the Compact reflects the desire of the Miami
Beach community to support excellence in their schools and an investment in the overall
enhancement of education for its residents. The areas of focus in our Compact include:
teacher recruitment and retention, enhanced communication of education and community
events, family involvement and support as well as engaging youth and community, increase
the health and well-being of students, enhance student achievement, improve safety and
perceptions of safety in our schools, and improve access to technology. Enhanced student
achievement includes a seamless curriculum of advanced studies through the International
Baccalaureate (IB) program from Pre-Kindergarten through twelfth grade. The following is
the status of implementation for each IB program:
- Diploma Program (DP): Miami Beach Senior High has been authorized to teach the
IB Diploma Program starting in Fall 2010 and may now be referred to as an IB World
School. Current funding allocated for this program from the City is $51,000. To
date, approximately $36,045 has been expended for application fees and
professional development for teachers. The remaining funds will be used for
professional development for teachers.

- Middle Years Program (MYP): Nautilus Middle School, Fienberg Fisher K-8, and
Miami Beach Senior High School (grades 9-10) have formed a triangular partnership
in order to provide the five year MYP. The partnership is currently in candidate
status, implementing the program since August 2008. All three schools plan to
submit one final application on June 1, 2010. A site visit to establish authorization is
anticipated to take place in Spring 2011, with a Summer 2011 authorization
anticipated. Current funding allocated for these programs from the City is $208,000.
To date, approximately $93,912 has been expended for application fees and
professional development for teachers. The remaining funds will be used for
application fees and professional development for teachers.
i Primary Years Program (PYP): South Point, North Beach, Biscayne, Fienberg
Fisher, and Treasure Island Elementary are all candidate schools after submission of
Application A in May 2009. Approximately 99% of staff at each school attended the
City of Miami Beach on-site Level I training at the Convention Center in March 2009.
All staff at the PYP level is required to be trained prior to submission of Application
B, slated for submission in June 2010. Site visits for each school will be scheduled
for Fall 2010 or Spring 2011. Authorization for each school is approximately 4-6
months following the site visit. Current funding allocated for this program from the
City is $277,000. To date, approximately $227,816 has been expended for
application fees and professional development for teachers. The remaining funds
will be used for application fees (Application B) and professional development for
teachers.
CHAMBER SUPPORT
Over the past several years, the Miami Beach Chamber of Commerce has been working
with the City of Miami Beach and the City's public schools, to support various components of
the Education Compact. Recently, the City and Chamber have collaborated to establish the
City of Miami Beach and Miami Beach Chamber of Commerce Speakers Bureau. This
program is providing our schools access to speakers on specialized topics.
On January 6, 2009, the City made a presentation to the Chamber outlining additional needs
to support the IB programs in Miami Beach Schools. The Chamber understood that as
each school becomes authorized, annual fees are required to maintain the IB programs.
As a result, the Miami Beach Chamber's Education Foundation made a $6,620 donation in
March 2009 to fund the annual fee for the Fienberg Fisher K-8 Center Primary Years
Program for one year. For a second consecutive year, the Miami Beach Chamber of
Commerce Education Foundation has made a donation, this year in the amount of $7,000,
to support the implementation of the International Baccalaureate Program in Miami Beach
schools. These funds will be applied to the annual fee for the 2010-2011 school year if
authorization has been attained.
CONCLUSION
The Administration recommends the approval of this Resolution accepting a donation for
$7,000 from the MBCC for the implementation of the IB program in Miami Beach schools.
This approval will assist the Department in accomplishing its measurable objectives linked to
the City's Key Intended Outcome of Enhancing Learning Opportunities for Youth.

This is to confirm that the Miami Beach Chamber of Commerce has
committed a total of $7,000 from its Education Foundation as a
donation to support the implementation of the International
Baccalaureate Program in Miami Beach Schools.
At this time, the Chamber is in the process of transitioning Financial
Institutions, which will be complete before the end of this month. As
such, we are currently unable to secure a transaction from the current
account and will draw funds from the new account to be presented to
the City of Miami Beach prior to May 1, 2010.
