A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING PURSUANT TO SECTION 2-367 (d) OF
THE MIAMI BEACH CITY CODE, THE SOLE SOURCE PURCHASE AND
INSTALLATION OF PAY ON FOOT (POF) STATIONS AT MUNICIPAL PARKING
GARAGES FROM CONSOLIDATED PARKING EQUIPMENT IN THE AMOUNT
OF $750,038 AND FURTHER APPROPRIATING THE AMOUNT OF $750,038
FROM FUNDS PREVIOUSLY APPROPRIATED IN PARKING FUND 480 FOR
THE MASTER METER PHASE 3 CAPITAL PROJECT.
WHEREAS, pursuant to Section 2-367 (d) of the Miami Beach City Code, the City
may enter into contracts for goods and/or services where only one source for the product or
service is evident; and
WHEREAS, the City of Miami Beach Parking Department purchased a Federal APD
system-wide parking control and access system for its garages and attended lots; and
WHEREAS, effective August 1, 2005 Federal APD has named Consolidated Parking
Equipment as their local authorized distributor for the South Florida area; and
WHEREAS, Consolidated Parking Equipment is the sole source distributor of
Federal APD equipment (see Exhibit B); and
WHEREAS, the City Administration had previously appropriated funds for the
purchase of multi-space and single space parking meters system wide; and
WHEREAS, the Parking Department has completed the deployment of Phase I and II
of the multi-space parking meters and has also completed the replacement of the single
space parking meters citywide; and
WHEREAS, In a continued effort to seek out efficiencies in other areas of the parking
system as well as substantial operational cost savings, the Administration is expanding the
use of Pay On Foot (POF) stations in the City's Parking Garages; and
WHEREAS, the use of funding previously appropriated for increasing our single
space and multi-space parking meter inventory, if approved, would be used forthe purchase
of POF stations and funding will continue to be available for additional parking meters, if
needed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve pursuant to Section 2-367 (d) of the Miami Beach City Code,
the sole source purchase and installation of Pay on Foot (POF) stations at municipal parking
garages from Consolidated Parking Equipment in the amount of $750,038 and further
appropriating the amount of $750,038 from funds previously appropriated in Parking Fund
480 for the Master Meter Phase 3 Capital Project.

Commission approve, pursuant to Section 2-367 (d) of the Miami Beach City Code, the sole source purchase and
installation of Pay on Foot (POF) Stations from Consolidated Parking Equipment, a sole source provider of this type of
equipment which is compatible with the citywide parking revenue control/access card system, in the estimated amount
of $750,038.

FUNDING

BACKGROUND
The City Administration had previously appropriated funds for the purchase of multi-space and single space
parking meters system wide. The Parking Department has completed the deployment of Phase I and II of
the multi-space parking meters and has also completed the replacement of the single space parking meters
citywide.
In a continued effort to seek out efficiencies in other areas of the parking system as well as substantial
operational cost savings, the Administration is expanding the use of Pay On Foot (POF) stations in the City's
Parking Garages.
The use of funding previously appropriated for increasing our single space and multi-space parking meter
inventory, if approved, would be used for the purchase of POF stations. Funding will continue to be available
for additional parking meters, if needed.
Pursuant to Section 2-367 (d) of the Miami Beach City Code, the City may enter into contracts for goods
and/or services where only one source for the product or service is evident. The City of Miami Beach
Parking Department purchased a Federal APD system-wide parking control and access system for its
garages and attended lots. Effective August 1, 2005 Federal APD has named Consolidated Parking
Equipment as their local authorized distributor for the South Florida area and Consolidated Parking
Equipment is the sole source distributor of Federal APD equipment (see Exhibit B).

ANALYSIS
In the City's continued effort to improve parking services to residents and visitors alike, the Parking
Department is recommending implementation of POF Stations at attended parking facilities. The initial
installation recommended and approved was at the 13th Street and Collins Avenue Parking Garage ("13th
Street Garage"). The initial first year expense for the 13th Street Garage POF Station was, with spare parts,
$92,000.00. The payroll reduction first year was $124,000.00.
The POF Station technology is simply taking the existing operation one step further with a significant
technological enhancement. The automatic pay station is the existing gated parking revenue control
vendor's (Consolidated Parking Equipment, Inc.) option for pay on foot.
The POF is an ATM type technology designed to improve our cash management, lower our labor costs and
operational expenses, and improve customer service. The following is a brief account of the patron's
transaction:
A patron drives into a facility and pulls a magnetically striped ticket from the ticket dispenser as they
currently do in any of our gated facilities. The patron will go about their business and upon returning to the
facility for exiting will pay their parking fees at a POF Station. The patron approaches the POF Station and
will:
• Insert their ticket; and
• POF will calculate their stay and compute their fee and display the amount owed; and
• Patron will insert their payment by either cash* or credit card; and
POF will return the ticket to the patron, encrypted with a code as being "paid"; and
• Patron will have a prescribed time frame (i.e., 15 minutes) to retrieve their vehicle and insert the
"encrypted" ticket into the exit verifier machine at the exit lane; and
The exit verifier machine will scan the ticket to confirm the payment and lift the gate to allow a
successful exit. No parking booth attendant has to assist in the transaction.
*POF has capability to provide change in US funds, $5.00, $10.00 and $20.00 bills.
As a contingency, in the unlikely case that a patron forgot to use the POF Station, the system will also be
equipped with a credit card acceptor at the exit verifier (exit lane) in order to allow the patron a "last chance"
opportunity to pay for their parking fees. In all cases, there will be several parking spaces set aside for
patrons that inadvertently forgot to use the POF and need to temporarily park to satisfy their parking fees.
Reduced LaborExgenses:
Each manned 24 hour cashier shift that is reduced in lieu of a POF station equates to an annual cost
savings of $121,600.
POF Stations will be augmented at City Parking Garages, which will allow for further adjustments to the
current staffing levels of cashier/attendants. An operational expense savings is expected at all affected
facilities. It is important to note that other service levels will remain consistent as traffic control, supervision,
and security levels will be maintained in the facility 24 hours aday/seven days aweek/365 days a year.
The financial impact of the City's Living Wage Ordinance as well as anticipated amendments will
significantly increase operational (labor) costs. These and other escalating costs, utilities, maintenance
supplies, coupled with a projected flat revenue, require us to look towards increased efficiencies either
through enhanced technologies or other strategies. Clearly, the human element cannot be completely
removed from this equation as some level of interaction will always be necessary; however, the prospect of
decreasing labor costs annually is certainly an avenue we should continue to pursue. The projected annual
savings is $304,000; therefore, the investment is recovered in an estimated 2 1/2 years.

Reduced Traffic Congestion:
Historically, exit lane cashiered operations have created large queues of vehicles, particularly during events
that start/end at relatively the same time. Each exit lane cashier transaction maytake anywhere between 45
seconds and two (2) minutes contingent upon the complexity of the transaction (merchant validation,
disabled validation, etc).
The POF model is designed to reduce the queuing of vehicles up the ramps and process customers at a
POF stations where transactions may be processed in seconds. Validations will continue to be processed
manually; however, these will not be handled at the vehicle level at an exit gate but, rather, at a centrally
located POF cashier station at the pedestrian level.
Improved Cash Management:
Cash management is improved as cashiers are no longer handling transactions and/or cash. The POF
Station is aself-contained unit with secured cash boxes and full auditing capabilities. The POF Station is
linked to the garage's central computer located in the garage manager's office, where perpetual diagnostics
are performed to ensure its efficient operation.
Improved Customer Service
Customer service is improved as patrons have multiple payment alternatives at their fingertips and they no
longer have to wait in queues in the exit lane. In fact, the system is capable of handling special event
transactions where a flat rate maybe programmed and the patron may pay their parking fees at any point in
time of their stay. Future enhancements may include a remote payment option whereby a patron may be
able to pay their parking fee at a POF Station at a remote site.
Other Benefits
Federal APD, the POF manufacturer is introducing a new line of POF equipment in the next 30 days or so.
While functionality of the equipment shall remain the same, this new model will be different in appearance
and the unit prices shall be higher than the units currently in place at City garages. Production of the
existing model will be cease shortly. The City has an opportunity at this time to purchase the remaining
inventory of the current model at current prices. Therefore, it is advantageous to the City to pursue the
acquisition of this equipment now.
CONCLUSION
In conclusion, it is the Administration's goal to proceed with a system that provides the most options and
flexibility; has a proven track record both here in the City and in other communities; provides substantial
operational cost savings; and is our best overall value for our investment. Therefore, the Administration
