99-23119 RESO RESOLUTION No. 99-23119 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE THIRD AMENDMENT TO THE POLICE CONFISCATION TRUST FUND FOR FISCAL YEAR 1995j99, IN THE AMOUNT OF $301,575,FUNDED FROM THE PROCEEDS OF STATE CONFISCATED FUNDS. WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to be utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and WHEREAS, the Chief of Police of the City of Miami Beach has determined that the need for appropriation and expenditures exist and the appropriation and expenditure of forfeiture funds is in compliance with Section 932.705, Florida Statutes; and WHEREAS, such funds are available in the Police Confiscation Trust Fund. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby adopt the Third Amendment to the FY 98/99 Police Confiscation Trust Fund Budget for the City of Miami Beach, in the amount of $301,575, as reflected in the attached Exhibit "A". This printer will reduce the consumable cost to a third of what it is now with a Techtronix printer. 3,600 REIMBURSEMENT TO THE GENERAL FUND FOR OVERTIME generated by Florida Impact Task Force during the second and third quarters ofFY98/99. 100,000 FURNITURE FOR THE NEW AND REMODELED CLASSROOMS AND TRAINING OFFICES to include tables, modular comers, desks, chairs and worktables. 27,100 THE DADE COUNTY CHIEFS OF POLICE MEETING/BANQUET This meeting is a principal forum in Dade county for the discussion of matters of interest to the law enforcement community. All Chiefs and members of their staffs, who are members, are invited, as well as a number ofloca1 dignitaries. 9,000 FUNDING FOR THE POLICE EXPLORER PROGRAM: State Competition: To allow Police Explorers and a Police Officer to attend the 1999 Florida Association of Police Explorers to take place in Pensacola, Florida, , and also for the purchase of equipment including ballistic vests (2), traffic vests (30) and eye and ear protection (30 sets). 8,500 SPECIAL RESPONSE TEAM EQUIPMENT: ARTICULATING FIBERSCOPE (8mm four-way articulating OlD system $8,800); RIGHT ANGLE ADAPTER for 8mm system ($690.00), and VIDEO CAMERA CONNECTOR ($695.00). To detect and locate hostile subjects and/or hostages during critical incidents. This equipment will help reduce the possibility of serious bodily injury and/or death to police officers, hostages or subjects. 10,185 Special Response Team Equipment (cont'd): THE SAF ARILAND 6004 TACTICAL SYSTEM: leg holsters (30), oc spray pouch (30), double handgun mag pouch (30) and flash bang holder (8) to replace the current holsters which are approximately 14 years old. 3,915 EYE PROTECTION GLASSES AND NOMEX GLOVES (25 EACH) The eye protection the Team is using now is 10 years old and the Team does not have any hand protection available for the officers. 1,450 NEWS MONITORING AND CLIPPING SERVICES. 3,600 STOP STICK RACK KITS 9' to stop perpetrators attempting to elude apprehension by fleeing in a motor vehicle. 8,725 SECURITY ALARM SYSTEM for the Internal Affairs Unit required for CALEA Accreditation standards. 5,500 (2) ELECTRIC PATROL CARS to be used on Lincoln Road Mall. 15,000 SURVEILLANCE AND TECHNICAL EQUIPMENT TO BE USED BY the Strategic Investigations and the Criminal Investigation Units. This equipment will benefit the Department by enhancing investigative techniques that will bring quality technical work to our cases. SID's equipment has not been upgraded in more than five (5) years. ADMINISTRATION RECOMMENDATION Adopt the Resolution BACKGROUND Florida Statute 932.705 provides for expenditures of forfeiture funds for law enforcement purposes. The Chief of Police of the City of Miami Beach has reviewed and identified the need for the appropriation and expenditure of forfeiture funds and confirmed it is in compliance with Section 932.705, Florida State Statutes. ANALYSIS The Administration Amendment to the Confiscation Trust funds to be used to requests authorization to~ adopt the Third operating budget for the FY 98/99 Police Fund in the amount of $30 1,575 from State provide for the expenditures listed in Exhibit "A" . AGENDA ITEM C I 0' DATE~ In accordance with Florida State Statute 932.705, forfeiture funds have been deposited in the Police Confiscation Trust Fund. The City has complied with all statutory procedures involved in the transaction of these funds. CONCLUSION The attached Resolution provides for the Third Amendment to the FY 98/99 Police Confiscation Trust Fund in the amount of $301,575 to be used for the expenditures listed in Exhibit "A".
