' ~ BE" IT' RESOLVED' BY `.THE CITY COUNCIL OF THE CITY OF
'MIAMI BEACH, FLORIDA, that a Special .Ad '.Hoc Blue Ribbon Rent
Control. Commission be and the .same is hereby created consisting "
` - of seventeen members, to be .appointed; to have. the'qualitica-. ~:.'
- ~~tons ; and to be charged with; the performance ~of the duties and
obligations hereinafter; and having the rights, dutes>and re-
. -sponsblities hereinafter set forth: -
-~ - - : r ~ -The membersh.p~_.o,f__.,sad .Commission. sYiall be comprised
of seventeen members., each Councilman to .appoint two members`, ;
. '..one being a landlord, a.nd the other being a tenant; with-three
:members to be a~ppoaited by the Council at large, who shall be,
neither landlord nor enant;. nor have•any direct financial
` ~ interest in residential rental facilities. All members shall
hold office at`the will of the Council. The Commission shall
. ~ elect-its own chairman and vice-chairman. The first order of '
..business of "the Commission shall be the selection of an attorney-
at~-law~possess.ing special skills, .qualifications and experience
in'rent control law to aid,,,~advise, assist and counsel, the Com- •
Y rrnssiobn, in the achievement) of the objective and purpose ~of :said
Commission. -Such appointment shall be subject to the approval
°~'. of the City Council and. such appointee shall be entitled to and -~
`'receive such' compensation-as-shall be determined by ,the City
Council., ~ <P _
~~ Said Commission shall have fu•11,power to call and holed
.~`pubTic hearings, assemble .and collate all necessary and pertinent
material, information, data, and research, necessary and proper •
- to enable said-Commission to. draft a suitable, appropriate,•valid,
legal and coristtut.ional proposed ordinance fixing. and controlling
•: ~ .
" r`es°dental• rents-. -Such proposed ord4nance is to be submitted to
• the City Council fo:r its consideration at the earliest possible
- date, .but in. no event later, than October .l, 1973. The Commission
' sfiall hold its first and organizational meeting at the earliest
possible time immediately following its appointment and consttu- -'
" tion. Its meetings shalta~be held at such times anal places as
shall be fixed and determined by it. The City-Manager is hereby
'directed and authorized to furnish, supply, and make available to -
'_ - .the said Commssion~a~ll necessary secretarial assistance and
telephonic service. The City Manager=shall also be charged with-
the duty and responsibility of provdin-g suitable and proper
" ~ accommodations for the transaction of the business of the said
. ,Commission., anal for the holding of its publs~c hearings.
• `~ ~Eaeh member 'of the Commission shall serve without _
- compensation, but any reasonable out-of-pocket expenses, as
apprgved by the City Manager, shall be reimbursed. City Manager .
is ::further authorized and directed to make the services of any
administration personnel available to the Commission in order
- - to prpvide assistance to the :Commission in the performance of.
its duties and functions. The~Commission:.shall be governed with
- .• -- the- special -and ,.grimar•y objective-.and. responsibility of .completing
'thee said proposed-ordinance, as herein required: -~The~Cominission
' shall submit to t'he City Council and to. the City -Manager, interim
reports as to its' progress in completing its ,assignment as herein-
above set forth., ~ •
