RESOLUTION NO 2010-27401
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
MANAGER TO INFORM THE COMMISSION AND DEVELOP AN
ACTION PLAN AS .APPROPRIATE FOR MAJOR .INITIATIVES,
PROJECTS, OR OCCURRENCES IN MIAMI-DADE COUNTY THAT
SIGNIFICANTLY IMPACT THE CITY OF MIAMI BEACH AND TO
BRING SUCH MATTERS TO THE ATTENTION OF THE MAYOR AND
CITY COMMISSION AS SOON AS PRACTICABLE.
WHEREAS, the .City of Miami Beach is a major attraction and tourist destination for
hundreds of thousands of visitors in the South Florida area annually; and
WHEREAS, as a barrier island connected to Miami-Dade County by three causeways,
the City. of Miami. Beach is uniquely situated and often subject to the effects of major initiatives,
projects, and occurrences on the mainland of Miami-Dade County; and
WHEREAS, in order to stay fully appraised of initiatives which will impact the City of
Miami Beach, as well as to be able to promptly and adequately respond to matters occurring
within Miami-Dade County that will significantly affect the City of Miami Beach with regard to
transportation, development, tourism, and the health, welfare, and safety of those who live,
work, and visit the City of Miami Beach, the Miami Beach City Manager should bring any such
matters to the attention of the Miami Beach City Commission as soon as practicable; and
WHEREAS, the City Manager of the City of Miami Beach should monitor those issues in
Miami=Dade County fhat significantly impact the City of Miami Beach by attending meetings,
reviewing documents, attending contractor interviews and selection .process meetings in order
to .evaluate the City of Miami Beach's position on any such matters and should develop an
action plan relative thereto; and .
WHEREAS, the City Manager's involvement in such processes at their inception should
be reported to the Mayor and City Commission. of the City of Miami Beach as soon as
practicable in order for the Mayor and City Commission to determine whether lobbyists should
be retained on behalf of the City to protect the City's interests with regard to such events,
projects, or occurrences, within Miami-Dade County that-would affect the City of Miami Beach.
NOW,.. THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, as follows:
The Miami Beach City Manager. is hereby directed to develop an action plan for
all major-initiatives, projects, occurrences, or policies in Miami-Dade County that
will significantly impact the City of Miami Beach; and such action plan shall be
presented to the Mayor in the City of Miami Beach as soon as practicable in
order for the Mayor and City Commission of the City of Miami Beach to
determine if lobbyists need to be retained on behalf of the City in order to pursue
and protect the City's interests or if other options should be pursued.

Pursuant to the request of Commissioner Ed Tobin, the above-referenced Resolution
was proposed at the April 14th City Commission meeting and is submitted to-the Mayor and City
Commission for consideration.
