SUBJECT: LOBBYISTS WHO FAIL TO FILE THEIR LOBBYIST EXPENDITURE AND
COMPENSATION FORM IN A TIMELY MANNER.
On April 22, 2010 a list of lobbyists who failed to submit their Lobbyist Expenditure and
Compensation Form was sent to Robert Meyers, Executive Director, Miami-Dade County
Commission on Ethics and Public Trust (Attachment "A").
As a result of a meeting with the City Attorney's office, the City Clerk's office has sent one
more follow-up letter (Attachment "B") notifying those lobbyists who fail to file their Lobbyist
Expenditure and Compensation Form informing them that a $50.00 per day fine is being
imposed and if the fine has not been paid or appealed by June 1, 2010, the lobbyist will be
suspended from lobbying in the City of Miami Beach.
The City Clerk's office has found the reporting process extremely labor intensive and costly
and will be recommending an ordinance change in the very near future.

Subject: Lobbyist Expenditures and Comprensation Filing
Dear Mr. Meyers:
Pursuant to City of Miami Beach City Code 2-485(a), "On October 1 of each year, lobbyists
subject to lobbyist registration requirements shall submit to the city clerk a signed statement
under oath as provided herein listing all lobbying expenditures, as well as compensation
received, for the preceding calendar year with regard to the specific issue on which the lobbyist
has been engaged to lobby. A statement shall be filed even if there have been no expenditures
or compensation during the reporting period. The statement shall list in detail each expense by
category, including food and beverage, entertainment, research, communication, media
advertising, publications, travel, lodging and special events."
Also, pursuant to Section 2-485(d), the City Clerk shall notify Miami-Dade County Commission
on Ethics and Public Trust of the failure of a lobbyist to file a report and/or pay the assessed
fines after notification.
My office has sent three (3) letters, made telephone calls and email in an attempt to notify the
following individuals of their faillure to submit the Lobbyists Expenditures and Compensation
Forms to the City of Miami Beach City Clerk's Office for the year 2008. Because of the amount
of staff resources expended with no response, an ordinance change will be recommended.
Attached please find the list of the registered lobbyists that have not filed a Lobbyists
Expenditure Form for 2008.

SUBJECT: Lobbyist Expenditure and Compensation Form
Although the City Clerk's Office has noticed you on several occasions of your obligation to file
lobbyist compensation/expenditure disclosure statements by October 1, 2009, you have not as
of date complied with this disclosure requirement. Accordingly, and pursuant to Miami Beach
City Code section 2-485(d), a $50 per day fine commencing October 2, 2009 has been
assessed against you, which fine shall continue until your compliance with this
filing requirement.
The City Code further provides that "...Any lobbyist who fails to file the required Statement by
December 1 (2009], shall be automatically suspended from lobbying until all fines are paid,
unless the fine has been appealed to the Miami-Dade County Commission on Ethics and Public
Trust".
If by June 1, 2010 the subject fine has not been paid or appealed you will be suspended
from lobbying the City of Miami Beach.
