SUBJECT: PAY ON FOOT (POF) AND MULTI-SPACE PAYSTATION DEPLOYMENT -UPDATE
Pursuant to Section 2-367 (d) of the Miami Beach City Code, on April 14, 2010, the
Mayor and Commission approved the sole source purchase and installation of Pay
on Foot (POF) Stations from Consolidated Parking Equipment (CPE), a sole source
provider of this type of equipment which is compatible with the citywide parking
revenue control/access card system, in the estimated amount of $750,038 and
further appropriate the amount of $750,038 from funds previously appropriated in
Parking Fund 480 for the Master Meter Phase 3 capital project.
Subsequently, the City Commission requested an update regarding the deployment
of Pay On Foot stations at municipal garages as well as the future deployment of
multi-space paystations at on-street and off-street metered facilities. The following
is the deployment schedule for each initiative:
POF (Pay On Foot) Stations at Garages
The 12th Street and 13th Street Garages were the first two garages fully converted
to POF operations and are the model for the parking system's other garages with
93% and 84%, of each respective garage's total transactions processed through
POF stations.
All POF stations have been ordered from CPE. The order is phased into two
shipments, the initial shipment is expected to arrive by July 15th and the balance
within 30 days. In the interim, preparation for their installation is underway with
specific site locations identified at each garage and permitting will commence
shortly.
Each garage, with the exception of the 12th Street and 13th Street Garages, will
require some level of physical improvements, including establishing a centralized
cashier station that is capable of processing all transactions, including disabled
parkin validations, which must be processed manually. The 17th Street Garage
and 7 Street Garage will be the next two facilities transitioned to full POF
operations followed by the 16th Street "Anchor" Garage. The Pennsylvania Avenue
Garage will be a full POF operation from inception of operation as will the Sunset
Harbor Garage when constructed. The followiing chart depicts the number of
existing and future POF installations at each garage.

Multi-Space Paystations:
Currently, there are a total of 545 multi-space paystations deployed citywide at both
off-street surface parking lots and on-street parking locations (Phases One - 250;
Phase Two - 250; and Phase Three - 45)). Phase Four will be comprised of 100
units. The following locations are scheduled to be converted from single space (SS)
meters to multi-space (MS) paystations before the end of the calendar year:
