99-23093 RESO RESOLUTION NO. 99-23093 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING TO CONSIDER RENAMING OCEANFRONT PARK AFTER MARJORY STONEMAN DOUGLAS WHEREAS, a request to rename Oceanfront Park after Marjory Stoneman Douglas was referred by the Mayor and City Commission to the Community Affairs Committee for discussion and recommendation; and WHEREAS, the Community Affairs Committee considered and reviewed the aforestated renaming of said public facility and, after reviewing the proposal in accordance with the established selection criteria, as set forth in Article VI, Sections 82-501 through 82-504 of Chapter 82 of the Miami Beach City Code, unanimously recommended that the Mayor and City Commission consider the proposal to rename Oceanfront Park after Marjory Stoneman Douglas; and WHEREAS, pursuant to Article VI of Miami Beach City Code, Chapter 82-504, the Mayor and City Commission must now hold a public hearing to consider the aforesaid renaming. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearing to consider renaming Oceanfront Park is hereby called to be held before the Mayor and City Commission in their Chambers on the Third Floor of City Hall, 1700 Convention Center Drive, Florida at 2:00 p.rn. on Wednesday, April 14, 1999, and the City Clerk is hereby authorized and directed to publish appropriate Public Notice of the said Public Hearing in newspaper of general circulation in the City of Miami Beach, at which time and place all interested parties will be heard. BACKGROUND At its meeting of February 24, 1999, the Community Affairs Committee reviewed a proposal submitted by the Reverend Linnea Pearson to rename Oceanfront Park after Marjory Stoneman Douglas. During the meeting, the Committee also discussed Poinciana Park, which is named "Poinciana Park in Honor of Marjory Stoneman Douglas". The Committee unanimously approved the proposal to rename Oceanfront Park after Marjory Stoneman Douglas, with the provision that her name be removed from Poinciana Park in order to prevent confusion once Oceanfront Park is named after Ms. Stoneman Douglas. At the March 3, 1999 City Commission meeting the Commission accepted the recommendation from the Committee. ANALYSIS Pursuant to Chapter 82 of the Miami Beach City Code, the City Commission is required to consider the proposal at a public hearing. As such, the Administration is requesting that a public hearing be set for the City Commission meeting of April 14, 1999 to consider said proposal. If the City Commission approves the proposal by 5/7ths vote at the public hearing, then the name selection will be submitted to the electorate of the city by referendum at the next regularly scheduled election. The name selection must then be approved by a majority of the electorate voting at the referendum in order to change the name of Oceanfront Park. CONCLUSION The Administration recommends that the City Commission set the required public hearing for 2:00 p.m. on April 14, 1999 to consider renaming Oceanfront Park after Marjory Stoneman Douglas.
