99-23095 RESO RESOLUTION NO. 99-23095 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, PROCLAIMING MARCH 29TH THROUGH APRIL 4TH, 1999, "NATIONAL COMMUNITY DEVELOPMENT WEEK" IN THE CITY OF MIAMI BEACH. WHEREAS, the week of March 29th through April 4th, 1999, has been designated as "National Community Development Week"; and WHEREAS, the City is an entitlement city and receives approximately $2.7 million dollars from the Community Development Block Grant (CDBG) program to fund capital improvement projects, public services, economic development, commercial and neighborhood revitalization, housing rehabilitation, and historic preservation projects; and WHEREAS, the City, as in other communities throughout the nation, celebrates this year the twenty-fifth anniversary of the CDBG program which has developed a strong working network of relationships between local government, low-and-moderate income residents of community development target neighborhoods, and non-profit agencies which provide community. development and housing services and help make possible our commitment to these neighborhoods; and WHEREAS, the City recognizes that the CDBG program is a partnership of federal, local government, non-profit and community efforts, and that the services funded by the federal CDBG program, administered by the local government and often delivered by local non-profit organizations, relies heavily on the dedication and goodwill of our combined efforts; and WHEREAS, during "National Community Development Week 1999", the City will publicly praise and recognize the CDBG subrecipient agencies for provision of essential services and programs to our low-and-moderate income residents. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City hereby designates the week of March 29th through April 4th, 1999, as "National Community Development Week" in the City of Miami Beach, and further urges the legislature to continue to preserve and fully fund the Community Development Block Grant program. ~~ l May r PASSED AND ADOPTED THIS 17th DAY OF ,1999. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND Communities across the nation will celebrate the 25th anniversary of the Community Development Block Grant (CDBG) program during National Community Development Week from March 29 through April 4, 1999. The CDBG program has continued to strengthen America's communities by providing child care, health care, senior citizen programs, infrastructure programs, and affordable and accessible housing. This year, the City of Miami Beach will kick-off the week's activities beginning on Saturday, March 27, 1999 with the grand opening ofUNIDAD of Miami Beach's coral rock house block party celebration. The newly renovated facility will serve as the permanent home of the Miami Beach Hispanic Community Center. During National Community Development Week, entitlement cities across the nation have been asked to adopt Resolutions to illustrate the highlights and accomplishments of the CDBG program. Community Development Week allows cities, large and small, to demonstrate to Congress and the general public the important role the CDBG program has played in ensuring the viability and improved quality ofIife for our cities, in general, and low and moderate income people in particular. ANALYSIS The City of Miami Beach has participated in the celebration of the CDBG program every year since the first National Community Development Week was held nearly thirteen years ago. The City wishes to continue the tradition through a proclamation making March 29 through April 4) 1999 National Community Development Week. AGENDA ITEM ~Ib 3-ll-c)} DATE This year, 23 subrecipients were awarded CDBG funds for the primary purpose of benefitting low and moderate income individuals through the provision of services such as child care, youth programs, elderly care, and health programs. CONCLUSION The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida, adopt a Resolution proclaiming March 29 through April 4 I 1999, "National Community Development Week" in the City of Miami Beach.
