RESOLUTION NO. 99-23097
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE PURCHASE OF
AERIAL LADDER TRUCK CYLINDERS AND ACCESSORIES FROM
LADDER TOWERS, INC., AS THE SOLE SOURCE PROVIDER OF SAID
GOODS.
WHEREAS, pursuant to Section. 2-367 (c) of the Miami Beach City Code, the
Mayor and City Commission, may enter into contracts for goods and/or services where
only one source for the product or service is evident; and
WHEREAS, the purchase of hydraulic cylinders and accessories is necessary
to maintain certified Aerial Ladder Trucks; and
WHEREAS, the Procurement Director has determined that Ladder Towers, Inc.
is the sole source supplier for these hydraulic cylinders and accessories; and
WHEREAS, additionally, the City has complied with the requirements for sole
source purchases, pursuant to Section 2-367 (c) of the Miami Beach City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission of Miami Beach, Florida, authorize the purchase of Aerial
Ladder Truck Cylinders and accessories from Ladder Towers, Inc., as the sole source
provider of said goods.
PASSED and ADOPTED this 17th day of March, 1999.

Dear Mr. Wilson:
Per my telephone conversation with Chief Leo Krug on March 9, 1999, UL understands
the lift cylinders are beyond repair and need to be replaced.
New cylinders are required to be installed in accordance with the Fire Apparatus
Manufacturer's (OEM) recommendations.

RECOMMENDATION
Adopt the Resolution.
FUNDING
$11,764.40 Two (2) Cylinders Funding is available from the Fire Suppression
Division Account No.011.1210.000674
BACKGROUND
The Fire Department currently requires the purchase of two (2) hydraulic lift cylinders for Aerial
Ladder Truck No.1.
On September 9, 1998 the City Commission approved the purchase of two (2) cylinders from Ladder
Towers, Inc. as a sole source (Commission Memorandum No. 539-98) for Ladder Truck No.3.
The City operates three (3) Aerial Ladder Trucks each with sixteen (16) hydraulic cylinders of
different size and function. The Fire Shop mechanics conduct periodic repair and maintenance of
these cylinders to maintain certification; however, the cylinders reach a point in which they must be
replaced. These cylinders must be purchased from Ladder Towers, Inc., the original equipment
manufacturer (sole source letter attached) in order for the Ladder Trucks to maintain certification.

ANALYSIS
As the delivery time for these cylinders ranges from 12 to 14 weeks from receipt of order, and these
cylinders are a sole source from Ladder Towers, Inc., it would be advantageous to obtain approval
to purchase Aerial Ladder Truck cylinders and accessories as required.
CONCLUSION
The City Commission should adopt the Resolution authorizing the purchase of Aerial Ladder Truck
cylinders and accessories from Ladder Towers, Inc., as the Sole Source Provider of Said Goods.
