99-23098 RESO RESOLUTION NO. 99-23098 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT GRANT APPLICATIONS, IN AN ESTIMATED TOTAL AMOUNT OF $50,000, TO THE SPORTS FOR LIFE PROGRAM, FUNDED BY THE FLORIDA TOBACCO PILOT PROGRAM'S COMPREHENSIVE YOUTH SPORTS PROGRAM, FOR THE PURPOSE OF DEVELOPING AND PROMOTING TOBACCO-FREE SPORTS EVENTS AND PROGRAMS FOR YOUTHS FROM AGES 9-17; AUTHORIZING THE ACCEPTANCE OF THE GRANTS, IF AWARDED; APPROPRIATING THE AWARDED FUNDS, IN COMPLIANCE WITH THE TERMS OF THE GRANTS; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO SAID GRANTS. WHEREAS, the Sports for Life Program, funded by the Florida Tobacco Pilot Program's Comprehensive Youth Sports Program, promotes tobacco-free lifestyles among Florida's youth, by encouraging participation in sports and physical fitness activities; and WHEREAS, the Sports for Life Program is offering local member agencies applications for support grants, designed to provide funds to host tobacco-free sports events and programs for youths from ages 9-17; and WHEREAS, the City's Parks and Recreation Department provides several specialty camps which would be eligible to receive up to $10,000 each if the grants are awarded; and WHEREAS, sports programs may include, but not be limited to, swimming, roller hockey & in-line skating, fishing, baseball, soccer, ice skating and golf. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, approves and authorizes the City Manager, or his designee, to submit grant applications for funding in an estimated total amount of $50,000, to the Sports For Life Program's comprehensive Youth Sports Program, for the purpose of developing and promoting tobacco free sports events and programs for youths from ages 9-17; authorizing the acceptance of the grants, if awarded; appropriating the awarded funds, in compliance with the terms of the grants; and authorizing the Mayor and City Clerk to execute all necessary documents related to said grants. ADMINISTRA TION RECOMMENDATION: Adopt the Resolution. BACKGROUND: The Sports for Life Program, funded by the Florida Tobacco Pilot Program's Comprehensive Youth Sports Program, promotes tobacco-free lifestyles among Florida's youth by encouraging participation in sports and physical fitness activities. The Sports for Life Program represents a partnership between the Florida Sports Foundation, Florida's 13 Regional Sports Commissions, community-based youth sports organizations and leading health advocacy organizations including the American Heart Association, American Cancer Society and American Lung Association. The Awards Program is the focal point of the Sports for Life Program initiative and is designed to provide funds to Florida's numerous sports and youth organizations to host tobacco-free sports events and programs for youth aged 9-17. AGENDA ITEM LieD 3-\l-93 DATE The main goal of the Awards Program is to utilize sports to empower the maximum number of youth to make positive choices about tobacco usage. Each Sports for Life participant will be asked to sign a tobacco-free pledge card that will be collected and used as one of the program's main measurement tools. The Statewide Sports For Life Partnership is responsible for the overall management of the Awards Program. However, Florida's Regional Sports Commission will assist in coordinating the Sports for Life Program in their community. ANALYSIS: It is the Parks & Recreation Department's intention to submit applications, in amounts not to exceed $10,000 per application, to develop community-based sports programs, incorporating and promoting the Sports For Life message. Examples of sports programs to be developed may include, but not be limited to, swimming, roller hockey & in-line skating, fishing, baseball, soccer, ice skating and golf All programs will be developed with the purpose of promoting sports as a healthy lifestyle, an alternative to juvenile delinquency and teaching skills that will better serve the participant throughout their entire life.
