99-23109 RESORESOLUTION NO. 99-23109 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, STATING TO THE METROPOLITAN PLANNING ORGANIZATION (MPO) AND THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), THAT THE CITY OF MIAMI BEACH DOES NOT SUPPORT THE PLAN BEING PROPOSED BY URBAN WATCH FOR THE RECONSTRUCTION OF 1-395 IN DOWNTOWN MIAMI. WHEREAS, on March 17, 1999, the Mayor and City Commission held a discussion regarding Urban Watch's proposal to remove the 1-395 flyover, from North Miami Avenue to the MacArthur Bridge, and replace it with an at-grade landscaped boulevard with an underpass for through traffic to Miami Beach; and WHEREAS, the Urban Watch Plan does not incorporate sound roadway design standards and/or regional mobility, such as service to Miami Beach; and WHEREAS, certain roadway access restrictions of the Plan could result in traffic diversion to the residential and historic Venetian Causeway, as an alternative to the MacArthur Causeway; and WHEREAS, the proposed underpass for through traffic to Miami Beach could be susceptible to tidal surges and become impassable during hurricane emergency evacuations; and WHEREAS, the City of Miami Beach wishes to be directly involved, if and when the MPO/FDOT plans for the 1-395 area are resubmitted for governmental and public input. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby state to the Metropolitan Planning Organization (MPO) and the Florida Department of Transportation (FDOT), that the City of Miami Beach does not support the plan being proposed by Urban Watch for the reconstruction of 1-395 in Downtown Miami.
