Prior to November 27, 2007, the City of Miami Beach, pursuant to the Federal
. Communications Act of 1996,- could regulate the Limited Basic Cable rate. On November
27, 2007, the State of Florida became the Franchising Authority, see Attachment #1.
On December 1, 2010, the City of Miami Beach received a letter from Mr. Jim Waldo, Senior
Vice President & General Manager, Atlantic Broadband, notifying the City of new rates and
services, see Attachment #2.

We received your request to amend your State - Issued Certificate of Franchise Authority for cable and /or
video service. Your amendment has been accepted. An amended certificate is attached.
The Federal Communication Commission's Cable Act Reform 47 C.F.R. 76.952 states that "all cable
operators must provide to the subscribers the name, mailing address and phone number of the franchising
authority, unless the franchising authority in writing request that cable operator to omit such information."
Since we are not authorized to regulate cable activities, the Department of State, Cable and /or Video
Franchise Section, requests certificate holders to omit the department's name and contact information from
• the monthly billing inserts to subscribers. The Department of State does not have any authority to resolve
customer service complaints. In 2009 the Department of Agriculture and Consumer Services will be
responsible for responding to customers' complaints.

IMPORTANT RATE INFORMATION FOR
ATLANTIC BROADBAND RESIDENTIAL CUSTOMERS
2010 has been an exciting year for Atlantic Broadband customers residing in Florida. We
introduced new bundle options to ensure that our customers are able to enjoy all the savings
possible on our . Video, High -Speed Internet and Phone services. Our ongoing network
investment drove higher Internet service reliability and speeds, including a significant increase
in our Starter level High -Speed Internet speed. We also added three. new Digital Value service
movie channels (MoviePlex, IndiePlex and RetroPlex), three Digital Mundo Latino channels
(TyC Sports, Sur Peru and Centroamerica TV) and NFL RedZone in both Digital and HD
formats. And, corning soon: Fox Business Network and other new channels.

Plus, we have recently begun a major upgrade to our network._ This will enable us to continue
adding even more programming and more HD channels in 2011 and will provide the necessary
capacity to support even faster Internet speeds in the future.
To continue delivering the quality service you deserve, Atlantic •Broadband has also incurred
programming and operational cost increases that impact several of our Video and High -Speed
Internet monthly service, equipment, activation and other fees. Please refer to the attached
chart for a complete listing of the rate changes that will take effect January 3, 2011.
In addition, almost all broadcasters demand that we, and you, pay them for the public spectrum
they receive for free. Despite our continued negotiations with many of your local broadcasters,
virtually every major broadcast group and local affiliate has opted to charge us for bringing you
their local network .affiliate. This means that your Broadcast Channel Surcharge will increase
from $1,78 /month to $1.96 /month effective January 3, 2011 and is included in the new rates that
are listed in the attached chart.
