Gonzalez, City Manager DATE: January 28, 2011 SUBJECT: Community Single- Stream Recycling Drop -off This Letter to Commission is intended to provide information regarding the Community Single- Stream, Recycling program. Miami -Dade County Ordinance No. 91 -123 requires multi - family residential establishments . to provide a recycling program that includes newspaper, glass, aluminum cans, steel cans, and plastics. Currently, the enforcement of these County ordinances is outside the City's jurisdiction; however, the City is in the process of drafting language for a Recycling Ordinance that would establish mandatory recycling in the City. While this Ordinance is under development, the Sustainability Committee recommended that the City create two temporary community single- stream recycling drop -off locations to provide residents with access to recycling. 'On February-16, 2010, the Sustainability Committee passed a motion recommending three (3) temporary community single - stream recycling drop -off locations be established in South, Middle, and North Beach in order to increase recycling community.wide. City Staff worked with the Miami -Dade County Department of Environmental Resources Management (DERM) and the Environmental Coalition of Miami and the Beaches (ECOMB) to establish temporary single- stream recycling drop off locations at 21 -0 2 Street in South Beach and 75 Street-.and Dickens Avenue in North Beach. Due to permitting constraints, it was determined. that a Middle Beach location would not be feasible -at this time. PROGRAM The-drop-off locations in South Beach and North Beach have begun accepting single - stream recyclables, which means all listed recyclable materials; can be combined in the same bin. Each location has a two (2) cubic yard recycling container that will accept single- stream recyclables from residents whose condominiums do not offer a recycling program. Residents can bring paper :products, cardboard, metal food containers, beverage containers, aseptic containers (juice and milk , cartons), glass:(clear, brown, and green) and plastic containers (no caps or Kids). Signage at both locations has been developed to assist users in identifying the items which can and cannot be placed in the-single-stream containers (Attachment A). The single - stream system allows a faster and simplified recycling process that should help increase resident participation in recycling efforts Citywide. The drop -off location in South. Beach is connected with ECOMB's newly established Environmental Center located at 210 Second Street. The drop -off point is located behind the fence on Collins Court side of the property (Attachment B). ECOMB staff will be available to answer - questions and help residents with recycling during business hours. The North. Beach recycling drop -off is located at 75 Street and Dickens Avenue (Attachment C). Waste Management (WM) will service both locations at no additional cost to the City. - These locations are accessible to residents 24 hours a day; however, the bins will be located behind a, fence and a small opening will be created in the fence to minimize contamination and illegal dumping.- Public Works Department will conduct outreach to the community to provide information about the new program and communicate what is and is niot permitted in the bins. Each location will be serviced at least three (3) times per week. As the program progresses, the frequency of service to these locations will be modified to reflect participation and usage. All recyclables will be taken to WM Single Stream Recycling facility in Pembroke Pines at the Reuters Material Recovery Facility - 20701 Pembroke Road, which is the same facility utilized by Miami -Dade County's residential recycling program.
