A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE MAYOR AND
CITY CLERK TO APPROVE FOR THE CITY OF
MIAMI BEACH TO VIDEO TAPE AND AIR ON
CHANNEL 20 THE MAYORAL AND
COMMISSION CANDIDATE PRESENTATIONS
FOR THE NOVEMBER 6, 2001 ELECTION.
WHEREAS, on September 20, 2001, the Commission authorized the Administration to
video tape and air on channel 20 the political forum sponsored by the Miami Gay and Lesbian
Film Festival with the City of Miami Beach Mayoral candidates for the November 6, 2001
election; and
WHEREAS, additionally the Commission referred to the Community Affairs Committee
the issue of selecting two additional presentations to be taped and aired; and
WHEREAS, at the September 25, 2001 Community Affairs Committee meeting. the
Committee recommended to arrange a presentation where each candidate will be given up to five
minutes of airtime on channel 20 which would allow each candidate to present themselves and
their platform; and
WHEREAS, the presentation will be advertised to the public and held in the Commission
Chamber; and
WHEREAS, the candidate presentation is scheduled for Monday morning on October 22,
2001; and
WHEREAS, the candidates have been notified to reserve the day and have been
forwarded the following guidelines:
1. To offer the Miami Beach viewers an organized presentation, the
Candidate Presentation will be taped live and replayed on Channel
20. Important: The laDe will not be edited for anv reason. Once
the taping of a candidate begins, the camera will not be turned off
until the candidate indicates he or she is finished, or the five (5)
minute time limit has been reached. The tape will be replayed
multiple times (dates to be determined).
2. In order to meet the replay time frame (6:00 p.m. the date of taping)
and to have an organized presentation of candidates and issues, it is
important that a strict timetable be developed and adhered too. Each
candidate will be given a scheduled time slot. See attachment "A." It
is the sole responsibility of the candidate to make sure he or she is
available when it's their time to speak. Anv candidate who misses
their assioned time slot unfortunatelv will forfeit their oDDortunitv to
Dresent. The Administration will be given a time slot at the end of the
Candidate Presentations to present the Voters Guide pertaining to
Special Election question along with explanations in both English
and Spanish.
3. The schedule air times will be published in the news media (Miami
Herald Neighbors, Sun post, and in the Spanish language
newspapers depending on publishing dates, Voters Guide and
Channel 20.)
4. Candidates rnust check in at least 10 minutes before their assigned
time slot. This will ensure an orderly transition from candidate to
candidate.
5. The time slots will be assigned in the order of the ballot: Mayor and
the three commission groups (group I, II. III) and by candidates
within each of the groups. Again. it is the sole responsibility of the
candidate to be available at their designated time.
6. Before the candidates begin speaking, the moderator will give an
introduction stating the purpose and explaining the format of the
Candidate Presentation.
7. Each candidate will be allocated up to five (5) minutes of on airtime
on Channel 20. In order to maintain equitable time for each
candidate who elects to participate in the Candidate Presentation,
when the candidates five (5) minutes are up, the candidate will be
cut off, even if in mid-sentence.
8, The moderator will introduce each candidate. The introduction will
be limited to the Mayor or Group Number and the name of the
candidates. (Mayoral candidate X or Commission Group Y,
candidate Z. The candidate name will be introduced as it appears on
the ballot).
9, At the conclusion of the Candidate Presentation, the Administration
will provide the viewers with an overview of each of the five ballot
questions (Voters Guide).
10. Administration will investigate splitting the tape into candidate groups
and airing at specific times, Le, Mayoral candidates air at 7:00,
Group I at 7:30, Group II at 7:45, etc.
11, The Candidate Presentation has tentatively been scheduled for
Monday, October 22, On October 2 and October 3. each candidate
was notified to schedule the morning of October 22.
12. It is the intent that the candidates speak. not representatives.
13. No pre-recorded tapes will be used.
14, No background music, special backgrounds or special effects will be allowed.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission authorize the Mayor and City Clerk to approve for the City of Miami
Beach to video tape and air on channel 20 the Mayoral and Commission candidate
presentations for the November 6, 2001 election.

ADMINISTATION RECOMMENDATION:
Approve the Resolution.
BACKGROUND:
On September 20, 2001, the City Commission authorized the Administration to video tape and air on channel
20 the political forum sponsored by the Miami Gay and Lesbian Film Festival with Mayoral candidates Elaine
Bloom, David Dermer, Oscar Hernandez and Nancy Liebman.
The Commission also referred to the Community Affairs Committee the issue of selecting two additional
forums to be taped, aired. and delegated to the Community Affairs Committee the authority to direct the
Administration to tape and air a political forum if it occurred before the October 17, 2001 Commission meeting.
On September 25,2001, the Community Affairs Committee attended by the Committee Chair Commissioner
Matti Herrera Bower, Commissioner Simon Cruz. Commissioner Luis R. Garcia, Jr., and Commissioner Jose
Smith, held a discussion concerning candidates forum. The Committee was not comfortable in selecting two
additional political presentations to air. It was felt that selecting only two would be unfair because other
organizations may be left out. After much discussion, the Committee recommended to arrange a presentation
where each candidate will be given up to five minutes of airtime on channel 20 which would allow each
candidate to present themselves and their platform. The presentation will be held in the Commission Chamber
and advertised to the public.
The candidate presentation has been tentatively scheduled for Monday morning. October 22, 2001, pending
City Commission approval. The candidates have been notified to reserve the day and have been forwarded
