SUBJECT: Flooding Concerns at the Intersec ' of 5 Street and Alton Road
This Letter to Commission is to provide you with information on the steps the Florida Department of
Transportation (FDOT) is taking to address flooding concerns at the intersection of 5 Street and
Alton Road raised by South of Fifth Street residents during a the South Pointe Phases 11, III, IV and
V community pre- construction meeting held at South Pointe Elementary School.
The South Pointe Phases 11, 111, IV and V Projects include improvements to the stormwater collection
and disposal system, construction of gravity drainage wells, a stormwater pump station, water
distribution system upgrades, roadway reconstruction, roadway milling and resurfacing, streetscape
enhancements (such as additional landscaping, irrigation and up- lighting), traffic calming
installations such as bump -outs, mid -block crosswalks, signage and pavement markings, additional
pedestrian lighting, bike lanes, and enhanced pedestrian linkages (see attached map that shows
streets already improved by Phase II and streets to be improved by Phases III, IV and V).
Since the limits of construction for subject projects are 5 Street to the north, Alton Road to the west,
Ocean Drive to the east, and South Pointe Drive to the south, there are no City funded stormwater
improvements on 5 Street.
FDOT is scheduled to begin a milling and resurfacing project in April 25, 2011 that does not include
any stormwater improvements along 5 Street. However, FDOT has the following stormwater
projects to improve drainage at the intersection of 5 Street and Alton Road.
- Installation in September 2011 of three inline tidal flow control valves at 5 10 and 14
Streets to prevent tidal waters surcharging onto the low areas of the street.
- As part of the Alton Road reconstruction project from 5 Street to Michigan Avenue, the City
has requested an acceleration of the start of construction of certain stormwater
improvements. As such, FDOT has reprogrammed funding that would allow them to start
construction of stormwater improvements in 2013, two years ahead of the original start date.
FDOT plans to install stormwater pump stations at intersections of Alton Road at 5 Street,
10 Street and 14 Street as requested by the City in order to address flooding along the
Alton Road corridor. These drainage improvements are currently programmed for
construction in early 2013. The remainder of the Alton Road Reconstruction project is
programmed to be constructed in 2015.
