2001-24639 RESO RESOLUTION NO. 2001-24639 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DECLARING A CITYWIDE PARKING EMERGENCY, ON THE FOLLOWING SPECIFIED DATES FOR THE FOLLOWING RESPECTIVE EVENTS; OCTOBER 27-28, 2001 AND NOVEMBER 3-4, 2001 FOR THE SOUTH FLORIDA AUTO SHOW; NOVEMBER 11, 2001 FOR THE N'SYNC CELEBRITY EVENT; DECEMBER 15-16, 2001 FOR ART BASEL; DECEMBER 31, 2001 FOR NEW YEAR'S EVE EVENT; JANUARY 5-6,2002 FOR ART MIAMI; FEBRUARY 2-3, 2002 FOR GRAPHICS OF THE AMERICAS; FEBRUARY 15-17, 2002 FOR THE NMMA MIAMI INTERNATIONAL BOAT SHOW, ALLOWING FOR THE USE OF SPECIFIED VACANT SURFACE LOTS CITYWIDE, DUE TO EXTRAORDINARY CIRCUMSTANCES BROUGHT UPON BY CERTAIN SPECIAL EVENTS CREATING EXTRAORDINARY DEMAND FOR PARKING. WHEREAS, the City has experienced parking shortages during major extraordinary events such as the Pavarotti Concert, NFL Weekend 1999, the Boat Show, Graphics of the Americas, and Auto Show; and WHEREAS,during various specified weekends throughout the year, severe extraordinary parking shortages lead to mobility problems and ultimately gridlock on our City's roadway system; and WHEREAS, the existing parking inventory meets the demand generated for parking during normal and usual circumstances and whereby certain special events held in the City generate an extraordinary and overwhelming demand for parking; and WHEREAS,these certain special events create an extraordinary demand for parking and this demand may be addressed by allowing the use of specified vacant surface parking lots; and WHEREAS, allowing for the use of specified vacant surface parking lots (additional parking opportunities) during high impact events, coupled with an enhanced Electrowave circulator program (and park-and-ride service provided by Miami-Dade Transit Authority for the N'SYNC Event on November 11, 2001) will alleviate the mobility problems and gridlock anticipated during these event weekends; and WHEREAS, the Administration developed a list of vacant surface lots that could be available for use during specified events to alleviate the anticipated severe parking shortage generated by the extraordinary and overwhelming parking demand of these events. The following is a list of the events and their respective anticipated emergency dates; and Event S. Fla. Auto Show N'SYNC Event Art Basel New Year's Eve Art Miami Graphics Show Boat Show Dates Oct. 27-28, 2001/Nov, 3-4, 2001 November 11, 2001 December 15-16, 2001 December 31,2001 January 5-6, 2002 February 2-3, 2002 February 15-17, 2002 Vacant Surface Lots Dade BlvdlCC Drive (Resnick) Citywide Dade Blvd/CC Drive (Resnick) Citywide Dade Blvd/CC Drive (Resnick) Dade Blvd/CC Drive (Resnick) Dade BlvdlCC Drive (Resnick) WHEREAS, the Administration shall require parking operators to secure the appropriate insurance and Occupational Licenses, as required by the City Code to operate self-parking and/or valet parking, for these events. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby declare a Citywide parking emergency for the above stated specified events and their respective dates; thereby, creating an extraordinary and overwhelming demand for parking during specified weekends which would otherwise be accommodated by the existing parking inventory; and therefore, authorize the use of vacant surface lots Citywide, to be utilized for valet parking and self-parking; and require all parking operators to secure the appropriate insurance and Occupational Licenses required by City Code to operate such self-parking and/or valet parking operations as necessary during these outlined major events. RECOMMENDATION Adopt the Resolution. BACKGROUND The City of Miami Beach has experienced parking shortages during major events such as the Pavarotti Concert, NFL Weekend 1999, the Boat Show, Graphics of the Americas, and Auto Show. There are various annual and one-time special events scheduled on Miami Beach and the Administration has determined that there will be a severe parking shortage for a number of these events, ANALYSIS During some weekends throughout the year, severe parking shortages lead to mobility problems and ultimately gridlock on our City's roadway system, This fact was most recently experienced during Memorial Day Weekend 2001.
