A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING BY A
517THS VOTE, THE WAIVER OF FORMAL COMPETITIVE
BIDDING AND AUTHORIZING THE ADMINISTRATION TO ISSUE
A PURCHASE ORDER TO CLARK WASTE SYSTEMS INC. , IN THE
AMOUNT OF $53,560 FOR TWO (2) GREEN MACHINES MODEL
414RS SWEEPERS
WHEREAS, the South Beach Service Team and Sanitation Managers have in the
past six months searched extensively for a small sweeper/vacuum machine that can be
effectively used in the heavy pedestrian business sidewalks of South Beach, specifically
Lincoln Road Mall, Ocean Drive, Washington and Collins Avenue; and
WHEREAS, the search after an on-site demonstration concluded that the Applied
Green Sweepers known as "Green Machines" were the best suited for the sweeping task
under the conditions encountered in the South Beach business districts and for use by the
South Beach Service Team; and
WHEREAS, the Green Machines are being used very successfully in several urban
settings such as downtown Philadelphia; and
WHEREAS, Clark Waste Systems Inc. is the exclusive distributor of all Applied
Sweepers products including the Green Machines for the State of Florida; and
WHEREAS, this purchase meets the requirements set forth in Section 2-367 (c) of
the Miami Beach City Code for a sole-source purchase.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, a
Resolution of the Mayor and City Commission of the City of Miami Beach, Florida,
Authorizing by a 5/7ths vote, the waiver of formal competitive bidding and authorizing
the Administration to issue a purchase order to Clark Waste Systems Inc., in the amount
of$53,560 for two (2) Green Machines Model4l4rs sweepers

. Engine: Low emission Kubota Z482-e twin cylinder water-cooled diesel engine of 479cc capacity
producing 12 HP (9k W).
. Fuel: Diesel fuel; grade according to ASTM D975 cetane number 40min contained in 9.4 liter
polypropylene tanks with integral fuel filters.
. Fuel Consumption: Indicative fuel consumption of approximately 0.863 liters per hour in typical
town center sweeping applications at 2200 engine rpm. At Standard Sea Level Conditions.
. Transmission: Hydrostatic variable speed forward/reverse transmission with balanced hand-operated
ergonomic drive control lever requiring low hand pressure inputs to minimize operator hand fatigue.
Transmission speeds range up to 5.5 mph forward to 3.5 mph reverse.
. Axle: Heavy duty EatonlPeerless transmission axle.
. Braking: Hydrostatic transmission braking system supplemented by hand-operated independent
automotive standard road wheel brakes with full park-brake capabilities,
. Suction Casing Construction: Impeller casing constructed from tough lock formed stainless steel
with 6mm replaceable steel wear plates.
. Impeller: Steel Six bladed suction impeller with reinforced blade leading edges,
. Collection System: Large capacity 70-liter internal disposable plastic bag with easy access and bag
change facility,
. Ride-On Seat: Telescopic ride-on seat unit with adjustable operator seat positions. Seat unit must
be capable of "fold and stow" operation for use in "ride-on" or "walk-behind" modes. Seat design
allows unrestricted machine maneuverability and is equipped with Koni "anti-squat" damper units,
. Side brushes: Remote operated 43cm diameter variable speed polypropylene side brushes with a
maximum swept width of 1.14 meters.
. Dust Control: Electrically pumped water mist injected into casing airflow for dust suppression, plus

DEA: Dog excrement attachment: Hydraulically driven air pump creates powerfu vacuum - dog
fouling is sucked in plastic bag contained in 5 liter stainless steel canister avoiding contact with
moving parts. 2.5m suction hose with integral water spray jet-controlled with separate valve on
handle of suction hose. Water pump is automatically activated with DEA is engaged.

ANALYSIS
The South Beach Service Team and Sanitation managers have in the past six months searched
extensively for a small sweeper/vacuum machine that can be effectively used in the heavy pedestrian
business sidewalks of South Beach, specifically Lincoln Road Mall, Ocean Drive, Washington and
Collins Avenue.
The search after an on-site demonstration concluded that the Applied Green Sweepers known as Green
Machines were the best suited for the sweeping task under the conditions encountered in the South
Beach business districts and for use by the South Beach Service Teams. A characteristic only found on
Green Machines is the ability to grind all the sweeped or vacuumed litter. Grinding the debris makes
the waste more compact, therefore reducing significantly the frequency to stop operations to empty the
collection bag, Grinded litter also reduces the number of bags that have to be bulk collected and
disposed at the end of the day, Other benefits are: the efficient machine sound attenuation system and
its effective pollution control system which make them environmentally friendly and therefore well
suited for urban environment operations. Green Machines are being used very successfully in several
urban settings such as downtown Philadelphia.

Clark Waste Systems Inc, is the exclusive distributor of all Applied Sweepers products for the State of
Florida (see attached letter dated September 18, 200 I).
This purchase meets the requirements set forth in section 2-367 (c) of the Miami Beach City Code for
a sole-source purchase. Proposed supplier is the only source of supply ofthe desired goods.
The Administration recommends that the Mayor and City Commission approve by at least 517ths vote,
authorizing the waiver of competitive bidding and authorizing the City's Procurement Director to issue
a purchase order with Clark Waste Systems Inc., for the purchase of Two (2) Green Machines model
