RESOLUTION NO. 2001-24648
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, APPROVING THE CITY'S YEAR 2002
STATE LEGISLATIVE PRIORITIES.
WHEREAS, the City's State Legislative Team has had conversations with or met
with the Mayor, Commissioners, and the Administration relative to the City's needs; and
WHEREAS, the City's State Legislative Team has met with Department heads
and City staff to ascertain their needs; and
WHEREAS, the City met with the Miami Beach Chamber of Commerce's
Governmental Affairs Committee; and
WHEREAS, the City Administration has communicated with the City's
representatives and members of the Florida State House and Senate; and
WHEREAS, the City's numerous state-level needs have been assessed and
prioritized to produce the most effective use of its legislative team; and
WHEREAS, the City has accordingly formulated its year 2002 State legislative
priorities (attached hereto as Exhibit "A").
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the recommended
State legislative priorities for the 2002 Legislative Session attached hereto as Exhibit "A"
is approved,

OF MIAMI BEACH, FLORIDA, APPROVING THE CITY'S YEAR 2002
STATE LEGISLATIVE PRIORITIES
SUBJECT:
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANALYSIS:
Pursuant to the Florida Constitution, the Florida Legislature convenes in early January one
time every ten years, to begin the reapportionment process. Therefore, the Administration
has begun the process of identification of legislative issues early this year, for presentation
to the City's representatives in October. There will be opportunity for additional clarification
and expansion of the City's agenda throughout the fall.
During late spring and early summer of 2001, the City's State Lobbyists (Gary Rutledge,
Fausto Gomez, and Bob Levy) met with the City Administration to discuss the Legislative
Priorities for the 2002 Legislative Session. In addition to the meetings with the lobbyists,
the Administration also met on various occasions with the City's Quality in Education
Committee and the Miami Beach Chamber of Commerce's Governmental Affairs
Committee to discuss the 2002 Legislative Agenda. As a result of such meetings, and
after assessment of the City's legislative and funding needs, the proposed list of priorities
for the 2002 Legislative Session was compiled, and the draft agenda is attached for
Commission review, comment and approval.
The Administration recommends that the City Commission review the proposed legislative
package, establish the priorities, and adopt the attached Resolution.
