SUBJECT: CITY CENTER NEIGHBORHOOD 9C — LINCOLN ROAD MEDIAN
BACKGROUND
The Lincoln Road Neighborhood 9C Project limits are along the eastern two block portion of
Lincoln Road from Washington Avenue to Collins Avenue. The scope of work comprises the
installation of a new six -foot wide landscaped median along the center of Lincoln Road, new
sidewalks constructed of colored concrete, bump -outs at the intersections to facilitate pedestrian
crossings, roadway repaving, parking reorganization, bus stop lanes, landscape, irrigation,
lighting, and brick paver crosswalks. The plan is consistent with the Basis of Design Report
(BODR) design adopted by the City Commission and approved by the Historic Preservation
Board (HPB) (see Attachment A).
At the February 3, 2010, Commission meeting, the Administration requested that the issue of the
Lincoln Road Median be referred to the February 16, 2010, Neighborhoods /Community Affairs
Committee for discussion. The Committee voted in favor of recommending to the City
Commission that the project components, as currently designed, be maintained and that the
Project be issued for bids. The City Commission voted on March 10, 2010, to remove the center
median, and to utilize gray and white paver stones in lieu of the Pedra Portuguesa. This
modification to the plans necessitated a new review by the HPB on June 8, 2010. The Board
voted to retain the originally proposed median with the use of concrete pavers in lieu of pedra
portuguesa, and on July 14, 2010, the City Commission approved the Project, including the
median and concrete pavers.
During the January 26, 2011, Mayor's Blue Ribbon Panel on Tourism; Lincoln Road Beautification
Sub - Committee meeting, Mr. Gimelstein (Lincoln Road merchant) requested that staff evaluate
issues related to the planting material in the center medians, and for staff to assess the need for
loading zones. Consensus was reached to maintain the medians if the City would address the
issues related to the landscaping as well as the loading zones. Following the Lincoln Road
Beautification Sub - Committee meeting, City Staff (Planning, Parks, CIP Departments and the
Architectural and Engineering (NE) firm of Chen and Associates) held further discussions
regarding these issues. As a result, Chen and Associates modified the locations of the plantings
within the median to allow for line of sight corridors between the north and south sides of the
street. Two loading zones were also added within the Project limits.
A Community Pre - Construction meeting was held on April 21, 2011. The meeting attendees
included approximately twenty (20) representatives from Lincoln Road Merchants and Property
Owners, Capital Improvement Projects Office, the Planning and Public Works Departments,
Chen and Associates (A/E), Miguel Vila and Associates (contractor), and Infinite Source
(Public Information Liaison). The scope of work, each phase of the project, was explained,
as well as what to expect during the construction and mitigation measures.
No major storm water, sewer or excavation work is planned; sidewalks, gutters, landscaping,
lighting, and colored pavers will be installed. There will be 5 scheduled phases of work to
help minimize and mitigate the disruption to businesses, and the work will not progress to
the next phase until the current one is completed. Phases will be fast - tracked to ensure
minimal impact to businesses, residential and employee access will be maintained at all
times. There will be flagmen and temporary ramps from the curb to business entrances to
allow continuous access. Coordination with local agencies has been done to ensure that key
services are maintained. Agencies include Public Works, MDT, Duck Tours, etc.
Several business owners were concerned regarding the economic impact the construction
would have on their business during the peak season, the time frame for the construction,
and pedestrian access and safety. City staff explained that although the project was
awarded in November, the City postponed the start of the project until after the peak season.
Additionally, the City is committed to working with each individual business owner to
minimize the impact of the construction. The Project has a public information office support
component, which provides outreach and 24/7 access to the owners and businesses. The
overall response from the business owners to the project was positive.
PROJECT TIMELINE
The Project Invitation to Bid (ITB) 25 -09/10 was issued on August 20, 2010, and eight (8) bids
were received on September 3, 2010. The evaluation of the bids was completed in October 2010,
and on November 17, 2010, the City Commission approved the award of a construction contract
to M. Vila for the construction of the Project. The Contract was executed and the first Notice to
Proceed (NTP) with the project prerequisites issued on March 17, 2011. The Contractor's second
NTP was issued on April 27, 2011, and Vila commenced with the construction that day. The
Project is comprised of five (5) phases each scheduled to last approximately four weeks. The
project is anticipated to be substantially completed in September 2011.
