TO COMMISSION TO: Mayor Matti Herrera Bower and Members of the City Commission FROM: Jorge. City Manager DATE: May 13, 20.11 SUBJECT: Modifications to the Intersection of Alton Road and 16t Street . The purpose of this - Letter to the Commission (LTC) is to provide you. with updated information .. on the - installation of a westbound lef .turn bay for the intersection of Alton :Rockand 1.6 Street. This project was` .develo,ped to take care of significant westbound traffic back -ups during afternoon peak ' hours. The intersection! modification will be made during the month of June 2011. There is no dedicated left turn -lane on 16 Street at its intersection with Alton Road (Attachment A).- The PM peak, which is between 4:00 PM and 6 :00 PM is the worst peak. period for this area. During this interval of time, the left turns were counted and - averaged 212 vehicles per hour, while the through movements averaged 97 vehicles per hour and right turn .movements averaged 73 vehicles per hour. Without a ,dedicated left turn lane, westbound traffic backs up during afternoon peaks. These,backups often reach the intersection with Lenox Avenue. 'On .December. 10, 2008, the .Neighborhoods /Community Affairs'. Committee approved a conceptual ;plan .for the removal of .five. (5) parking spaces in order to accommodate the reconfiguration of the intersection: The Public Works Department developed plans for a left turn and - submitted to. the Miami Dade Count Traffic Engineering Division MDCTED Miami Dade Count Traffic Signs - and Si Y 9 9 ( )� Y nals 9 Division (MDCTSS), and Florida Department of Transportation (FDOT) for approval. Numerous meetings were required with these agencies to negotiate'a reduction in the loss of parking that they would require and to- 'discuss their sometimes conflicting requirements. MDCTED issued a permit on December - 9; 2010, . MDCTSS approved the plan on December 8, 2010, . and FDOT iss ued , '.a permit on February 4, 2011 which was renewed May 9, 2011.- 16 Street has a'70-foot right -of -way with 10 -foot . sidewalks including .curbs, 8.5 -foot parallel parking lanes; 5 5 =foot bike lanes,.' and 11 -foot travel lanes: The addition of a left turn lane requires the removal of five parking spaces on the south .side of 16 Street and the narrowing of the travel lanes to 10 feet (Attachment B). The loss of parking was deemed more feasible than reducing sidewalk width which would have required relocating light poles and drainage. The '16 "'Street approaches will,be partially milled and resurfaced in order to remove the existing. pavement . markings_ and harmonize the travel lanes: through the intersection. There will be no impact on the traffic signal.
